Nowadays, many regulatory lectures focus on the Genius Law and Clear Action (Market Structure Bill), so it is important for Bitcoin enthusiasts to pay attention and support the Blockchain Regulation Certification Act (BRCA) – HR 1747.
Reintroduced to Congress by Rep. Tom Emmer (R-MN) and Ritchie Torres (D-NY) on May 21, 2025, the Act provides a “safe port from the licensing and registration of certain uncontrolled blockchain developers and providers of blockchain services.”
The important Bitcoin Act was introduced last week, and it needs our support

It also provides that blockchain developers or providers of blockchain services will not be treated as transmitters unless the developers or providers behind the project manage the user fund.
The bill is because both Samourai wallets and Tornado cash developers now face fees for the operation of unlicensed remittance companies, despite the fact that neither of these technologies had control over user funds.
Also, under the Biden administration, the US Department of Justice (DOJ) classifies privacy services as charge transmitters, as well as lightning bolts, roll-up sequencers, and other auxiliary services such as Bitcoin and blockchain technology.
If BRCA is not enacted by law, all Bitcoin and crypto wallets, as well as other non-curricular services and technologies, are at risk of becoming illegal and subject to the KYC/AML Act.
Reintroducing this bill by Rep. Emmer and Torres is a positive step, but lawmakers need our help in making BRCA a priority for this current Congress.
