Arizona State Assemblyman David Schweicart introduced the “2025 Fraud Farm Marks and Retaliation Authorization Act” in August.
The bill allows the US president to identify “personally armed and equipped” government contracted with “personally armed and equipped” as “personally armed and equipped” to seize property and “employ any means” to “take” or “punish” cybercriminals considered a threat to the president.
These threats include cryptographic theft, pig slaughter fraud, ransomware attacks, identity theft, access to computers without permission to collect sensitive or classified information, trafficking online passwords, and compromise on computers with malicious code. I’ve read the bill:
“Criminal businesses employing cybercrime and forced labor pose an extraordinary and extraordinary threat to the economic and national security of the United States.”
The bill characterizes fraud as “acts of war” committed by individuals, organized criminals and foreign governments against the United States, and is a revival of 18th century law, which could affect the future of cybersecurity and property seizures if passed.

Over $142 million in cryptocurrencies were lost to hackers in July, with over $3 billion in total stolen so far in 2025. The stolen code seized by US law enforcement officers in the investigation could later be confiscated by the government in court cases.
US President Donald Trump signed an executive order in January to establish Bitcoin and cryptocurrency sanctuaries. This could only accumulate cryptocurrencies through budget neutral strategies or asset confiscation.
In July, the US federal government filed a civil complaint to claim more than 20 Bitcoin (BTC) worth more than $2.3 million seized by the Federal Bureau of Investigation (FBI) in Dallas, Texas during its operations against a group of Chos Ransomware Hackers.
The US Department of Justice (DOJ) seized $1 million in code from the Blacksuit Ransomware Group in the same month.
In August, the DOJ approved the $2.8 million seizure of Crypto from a wallet controlled by Ianis Aleksandrovich Antropenko, accused of targeting individuals and businesses with ransomware attacks.
