Provides reinstalling the block and syncing all Bitcoin core blocks after a long connection to the wallet

1) I installed Bitcoin core on my SSD drive. After a month of including the Bitcoin core when launching the application on an SSD, I requested to re-download all the blocks, then the path is correct and the folder has already downloaded the blocks. I don’t see my old wallet being able to download or download the resulting blocks while offline. Please help me understand. 2) If I have installed a portable SSD drive, can I connect to any device and use my wallet and funds? In such an attempt, the block must be downloaded again.
