Pavel Durov, co-founder of Telegram, has revealed a new artificial intelligence (AI) project that focuses on user privacy and decentralization.
The system, called the Confidential Compute Open Network (Cocoon), will run on The Open Network (TON), a blockchain linked to Telegram.
The announcement was made during the Blockchain Life 2025 event in Abu Dhabi.

Cocoon is being developed to give people access to AI tools without depending on large centralized platforms that collect user data. Instead, the project aims to let users keep control over their personal information.
Cocoon’s design enables people to share the power of their own graphics processing units (GPUs) with the network. In return, they will receive Toncoin
Durov also spoke about why moving away from centralized systems is important. He explained that over the last two decades, people have gradually lost control over their digital lives.
He said that using decentralized tools like Cocoon can help people keep their freedom and protect their online activity.
The initiative comes as more developers express concern about how centralized AI tools can be misused. By spreading control across the system and eliminating the need for a central authority, Cocoon aims to reduce these risks.
It also creates a shared system where many users contribute to and benefit from the network.
