On May 12, 2025, Dubai’s Ministry of Finance (DOF) signed a memorandum of understanding (MOU) with Crypto.com to enable payments for Crypto for various payment services.
As a result of this collaboration, residents and businesses can pay for services such as visa fees, licensing and utilities via Dubai Pay, the government’s digital payment platform. The pilot program later this year will begin implementing this service.
“Today’s announcement represents a major advance in digital finance adoption with comprehensive integration into the government’s payment class,” said Mohammed Al Hakim, president of Crypto.com. In particular, we entered Dubai in 2023 after receiving our first Virtual Asset Regulatory Authority (VARA) license.

Hash key bag vasp license to operate in the UAE via VARA
Hashkey announced its official launch in the UAE on May 12, 2025, with the establishment of Hashkey Global MENA. With a Virtual Asset Service Provider (VASP) license obtained through VARA in Dubai, Hashkey can provide broker-dealer services within and from Dubai.

Dirham-based Crypto conversion service launched by Mbank in the UAE
Al Maryah Community Bank (MBANK), an integrated digital bank in the UAE, announced on May 12, 2025 that it will launch its Dirham-based Crypto conversion service along with Crypto Custodian Changer.
The UAE’s central bank uses MBANK’s digital infrastructure to promote safe, regulatory escrow retention for AED funds. Additionally, digital assets, including USDT and USDC, and Stablecoins can be converted to AED via the Changer Platform.
Mohammed Wassim Khayata, CEO of Mbank and Changer’s board member, said, “By providing AED escrow account services to changers, we ensure a secure and regulated Dillaham to crypto conversion for changer clients.”
MBANK CTO Tarek Soubra continues. “Customers can convert Cryptocurrencies to AED via Changer.ae and use the modified AED funds seamlessly.

emarat and crypto.com is collaborating to bring Crypto to a fuel station in the UAE
Emarat, a state-owned fuel retailer, has enabled its customers to pay for fuel and other retail services through its partnership with Crypto.com.
Announced on May 8, 2025, the early stages of this integration will be limited to 10 EMARAT fuel stations across the UAE, with plans to allow crypto payments across the network.
“The partnership with crypto.com reflects our commitment to innovation and offering diverse payment options to our customers. This initiative is in line with the UAE’s strategy to lead digital finance and emerging technologies,” said Ali Khalifa al-Shamsi, director of Emarat.
As a result, customers can bypass traditional Fiat transactions and pay for fuel using Bitcoin and other digital assets directly at the pump.
