The head of the U.S. Internal Revenue Service’s digital assets unit, Trish Turner, is leaving her post for the private sector just as new tax policies are set to potentially bring in a wave of crypto work for the agency.

As she departs, it’s unclear who will be running the office that’s been leading the tax agency’s crypto work as a major shift in U.S. digital assets taxation is on the horizon. Turner’s exit comes after the IRS set several new rules and forms in motion to direct taxation requirements for individual crypto investors and their brokers. And the departure comes after two other top officials on crypto work, Seth Wilks and Raj Mukherjee, already left through the Trump administration’s budget-slashing campaign earlier this year.

The tax arm of the Treasury Department is poised to experience a massive influx of crypto-sector filings while it’s also weathering deep budget and staffing cuts in excess of 20,000 employees. IRS staffing — long a target of Republican lawmakers — has experienced a long-term decline from about 113,000 three decades ago to about 76,000 at a recent count.

One of the major crypto changes at the IRS was the new 1099-DA form that millions of investors will be receiving from their crypto brokers. About 3 million taxpayers have previously disclosed they had crypto transactions — a number that’s likely much higher in reality, setting up a potential glut of newly disclosed crypto taxpayers as the policies come online. The IRS didn’t respond to questions about Turner’s departure and who will take over.

“Digital assets have shifted from a niche issue to a core focus for global regulators, and I am proud to have helped lay the foundation for oversight in this fast-changing space,” Turner said in a statement to CoinDesk. “Now, I’m excited to be moving to the other side of the table to help taxpayers, businesses, and institutions understand their obligations and navigate those same rules with confidence.”

Among the private-sector roles she’s taking on, Turner will be tax director at the firm CryptoTaxGirl, a tax business that specializes in crypto transactions, and will also do work with the UK firm Asset Reality, she said.

Laura Walter, CTG’s founder, said in a statement that Turner’s arrival will help “ensure our clients receive the highest level of guidance, protection, and confidence in their filings.”

For years, crypto investors and businesses have struggled through U.S. tax uncertainties, with no third-party documentation to make their tax-filing requirements clear. So a large segment of digital assets holders have skipped their crypto tax calculations in past years, further muddying the water for the IRS.

Because the new 1099-DA forms will be flowing from crypto investors’ accounts at such firms as Coinbase and Kraken early next year, those recipients will be under increased pressure to work out and disclose their tax positions. But one IRS rule that sought to treat certain decentralized finance (DeFi) platforms as brokers was overturned by Congress in April, leaving treatment of that corner of the crypto sector on less certain ground.Read More: The Coming Crypto Tax Bomb

The Securities and Exchange Commission (SEC) delayed decisions on nine crypto exchange-traded fund (ETF) applications on Aug. 18.

The delays extended review periods for products related to digital assets, spanning Bitcoin, XRP, Litecoin, and Dogecoin. The reason is likely the agency’s work to establish a comprehensive digital asset framework.

The postponements affect Truth’s spot Bitcoin and Ethereum ETF, CoinShares’ spot Litecoin ETF, and multiple XRP ETF applications from 21Shares, CoinShares, Bitwise, Canary, and Grayscale. 

The SEC also delayed 21Shares’ staking proposal for its spot Ethereum ETF and Grayscale’s spot Dogecoin ETF application.

Except for Truth’s filing, the delayed products all have final deadlines for October.

Framework strategy is a priority

Bloomberg ETF analysts Eric Balchunas and James Seyffart suggested in July that the delays reflect the SEC’s strategy to establish approval criteria before greenlighting individual applications. 

Seyffart stated that this “might be the SEC’s way of stalling these things from becoming ETFs before they develop a digital assets ETF framework.”

He added that the framework would create “some sort of generic listing standard for what digital assets are allowed in an ETF wrapper and what criteria they’ll use.” 

The approach mentioned aims to replace the current case-by-case review process, which requires each crypto ETF to secure a Commission order before listing.

The SEC has been reportedly collaborating with US exchanges since July on generic listing standards for token-based ETFs that would eliminate individual rule-change requests.

Generic approach

The proposed system would allow ETF sponsors to bypass the customary Form 19b-4 process when underlying tokens meet predetermined criteria.

Under the proposed framework, sponsors would submit registration statements on Form S-1, observe standard 75-day review periods, and list products once waiting periods conclude. 

Market capitalization, on-exchange trading volume, and daily liquidity rank among the metrics under discussion.

Seyffart called the generic standard approach “very good news for the crypto ETF space,” arguing it would offer “clear rules of the road.” 

Balchunas described the concept as “what everyone wants, what makes sense, and what we think will happen.”

As a result, the first altcoin-related ETF approvals might likely start only in October.

A recent report from Cox Business reveals that younger employees are quietly using artificial intelligence (AI) at work, often without telling their managers.

The study, which surveyed over 1,000 millennial and Gen Z workers in the US, found that nearly half of them rely on artificial intelligence to help complete daily tasks.

These include summarizing meeting notes, drafting ideas, analyzing data, generating reports, and writing or debugging code. However, 47% admitted they hesitate to share how much they depend on AI, mainly because they worry it could put their jobs at risk.

Another reason for the silence is a lack of clear direction. About 30% of respondents said they either do not know their company’s rules around AI or believe there are none.

The report also points out that more than 60% of younger workers use personal tools and apps for work instead of sticking with the ones officially approved by their company.

At the same time, nearly 70% said they are overwhelmed by all the tech they are expected to use, while just 16% feel they have any real say in how those tools are chosen.

Jeff Breaux, executive vice president at Cox Communications, said the findings offer businesses insight into how younger employees view technology in the workplace. He noted that companies have an opportunity to improve their approach to tech planning, training, and investment so that it better fits the needs of their future workforce.

Horizen (ZEN) Mining Ends – Pool Shutdown Completed

On July 22, 2025, mining of Horizen (ZEN) officially ended on 2Miners. This followed the project’s announcement of a major transition to the Base network (an Ethereum Layer 2 solution). As part of this strategic shift, the Horizen blockchain ceased operations at block 1,807,300, on July 23 at 6:00 UTC.

Our ZEN mining pool was shut down on July 22 at 12:00 UTC to allow for all final payouts to be processed before the hard fork.

Final payouts were sent to all miners successfully.

We are saddened by this abrupt change — the decision to migrate came as a surprise to us and the community. You can read more about Horizen’s upgrade on their official announcement page.

Flux v8.0.0 – Major Node Upgrade

The Flux development team has released Flux Daemon v8.0.0, a major upgrade that brings important structural changes ahead of the upcoming v9 fork planned for Q4 2025.

  • Support for 32-bit systems has been discontinued. Builds for i386 will no longer be provided.

Hackers are continuing to seek out opportunities to exploit the infamous CVE-2025-48927 vulnerability involved in TeleMessage, according to a new report from threat intelligence company GreyNoise.

GreyNoise’s tag, which monitors attempts to take advantage of the vulnerability, has detected 11 IP addresses that have attempted the exploit since April.

Other IP addresses may be performing reconnaissance work: A total of 2,009 IPs have searched for Spring Boot Actuator endpoints in the past 90 days, and 1,582 IPs have specifically targeted the /health endpoints, which commonly detect Spring Boot Actuator deployments.

The flaw allows hackers to extract data from vulnerable systems. The issue “stems from the platform’s continued use of a legacy confirmation in Spring Boot Actuator, where a diagnostic /heapdump endpoint is publicly accessible without authentication,” the research team told Cointelegraph.

TeleMessage is similar to the Signal App but allows for the archiving of chats for compliance purposes. Based in Israel, the company was acquired by US company Smarsh in 2024, before temporarily suspending services after a security breach in May that resulted in files being stolen from the app.

“TeleMessage has stated that the vulnerability has been patched on their end,” said Howdy Fisher, a member of the GreyNoise team. “However, patch timelines can vary depending on a variety of factors.”

Although security weaknesses in apps are more common than desired, the TeleMessage vulnerability could be significant for its users: government organizations and enterprises. Users of the app may include former US government officials like Mike Waltz, US Customs and Border Protection and crypto exchange Coinbase.

GreyNoise recommends users block malicious IPs and disable or restrict access to the /heapdump endpoint. In addition, limiting exposure to Actuator endpoints may be helpful, it said.

Crypto theft rising in 2025; credentials on darknet go for thousands

Web3 company Animoca Brands signed a non-binding memorandum of understanding (MOU) with DayDayCook (DDC) Enterprise, a meal-prep and packaged food company that recently adopted a Bitcoin (BTC) treasury strategy, to manage Animoca’s BTC holdings and generate a yield on those reserves.

Animoca will allocate up to $100 million in BTC as part of the deal, according to a joint announcement from Thursday.

Animoca Brands co-founder and executive chairman Yat Siu told Cointelegraph that DDC Enterprise was chosen in part because of CEO Norma Chu and her ability to cultivate a “substantial non-crypto following,” introducing the asset sector to the general public, which may not have had an interest in crypto otherwise. Siu also said:

“Her background and her experience enable Norma to bridge the East and West to successfully navigate markets on both sides of the planet; she has good appeal and connections to the Chinese market, one of the largest for crypto adoption, while also running a NASDAQ-listed company.”

DDC Enterprise tipped its Bitcoin treasury plans in May, setting a goal to buy 5,000 BTC over three years. That same month, the company purchased 21 BTC for its corporate treasury.

The Bitcoin treasury narrative continues to gain traction, as corporations adopt the supply-capped asset as a hedge against inflation, and, in some cases, reorient themselves to become Bitcoin holding companies. 

The proliferation of Bitcoin treasury firms has left investors divided about the effects of these companies on the market, with some arguing it will boost mainstream adoption and others warning that overleveraged BTC companies could trigger the next market meltdown.

Bitcoin Treasury Strategy becomes a top trend in 2025

There are currently 268 institutions holding BTC on their balance sheets, including public companies, private enterprises, government organizations, asset managers, and crypto firms, according to BitcoinTreasuries.

Public companies account for 147 of these 268 institutions, making them the largest category of institutional Bitcoin holders by a wide margin.

Bitcoin treasury companies added 159,107 BTC in Q2 2025, valued at over $18.7 billion using current prices, and representing a 23% quarter-over-quarter increase in acquisitions. 

In June, cypherpunk and Blockstream CEO Adam Back said the Bitcoin treasury trend is the new altseason for crypto traders and short-term price speculators. “Time to dump ALTs into BTC or BTC treasuries,” the CEO wrote in a June 22 X post.

Despite the growth of BTC treasury options and the market hype, some market analysts and crypto firms warn that most treasury companies won’t survive the next market downturn and will capitulate as soon as BTC prices begin to drop and cheap corporate financing options disappear.

US prosecutors have charged four North Korean citizens with wire fraud and money laundering after they allegedly pretended to be remote IT workers to steal nearly $1 million in crypto.

The charges were filed in the state of Georgia and involve two blockchain companies based in the US and Serbia.

The US Department of Justice (DOJ) identified the suspects as Kim Kwang Jin, Kang Tae Bok, Jong Pong Ju, and Chang Nam Il. The group reportedly used fake and stolen IDs to hide that they were North Korean citizens.

They started operating from the United Arab Emirates in 2019 before later getting jobs at a blockchain startup in Atlanta and a crypto firm in Serbia between December 2020 and May 2021.

Kim and Jong are accused of using fake documents, including false identification, to secure employment. US Attorney Theodore S. Hertzberg said this method poses a risk for companies that rely on remote workers, as it can be difficult to confirm someone’s true identity.

After getting access to internal systems, the suspects carried out two separate thefts. In February 2022, Jong allegedly stole around $175,000 in cryptocurrency. A month later, Kim exploited smart contract code to take another $740,000.

The stolen money was then moved through mixing services and sent to exchange accounts controlled by Kang and Chang. These accounts were set up using fake Malaysian IDs, investigators said.

According to John A. Eisenberg, the assistant attorney general for national security, the stolen funds were meant to help North Korea avoid sanctions and support its banned weapons programs.
