President Donald Trump sounded confident on Sunday when he told a reporter that a ceasefire deal between Israel and Hamas could be reached by the end of the week.

Israel has reportedly proposed a 60-day ceasefire and the return of 10 living and 18 deceased hostages, out of approximately 50 remaining Israeli hostages, of whom 20 are believed to be alive. Hamas continues to push for a permanent end to the conflict.

Negotiations between the two sides are being conducted indirectly, with Qatar and Egypt leading the talks. The calculus on the part of the US and Israel appears to be that, with Iran and its proxy forces in the region significantly weakened, Hamas will be ready to make more concessions.

These talks are taking place against the backdrop of a worsening humanitarian crisis in Gaza, with daily reports of Israeli troops displacing Palestinians and firing on hungry, desperate people trying to get food as Palestinian children struggle with starvation, malnutrition, and disease. Israeli soldiers have also been killed in recent fighting.

Meanwhile, Israeli Prime Minister Benjamin Netanyahu is making the rounds in Washington, DC, this week. It’s his third visit since Trump returned to office, more than any other foreign leader.

At a dinner at the White House on Monday evening, Netanyahu presented Trump with a copy of a letter nominating him for the Nobel Peace Prize. Trump has repeatedly expressed his interest in getting the peace prize — an accolade that President Barack Obama received early in his presidency — and has cited his “peacekeeping” efforts in the Middle East, including attacks on Iran’s nuclear facilities, as justification.

Ending the war in Gaza, Trump believes, would cement his legacy. But he has to convince Netanyahu to agree to that. To get the latest on where things stand between Trump and Netanyahu, Today, Explained co-host Noel King spoke to Michael Koplow, chief policy officer at Israel Policy Forum.

Donald Trump and Benjamin Netanyahu have run hot and cold on each other since Trump took office in January. Where do things stand between them right now?

Right now, it seems that their relationship is at a high point. But even in the past six months, we’ve seen significant ups and significant downs.

On the one hand, this is now Prime Minister Netanyahu’s third visit to the White House in President Trump’s second term, and that would indicate that these two men have a closer relationship than any other two leaders on the face of the planet. But these visits have not always been so harmonious, and they’ve not always been so great for Prime Minister Netanyahu, particularly the second visit.

On that second visit, Prime Minister Netanyahu seemed to be blindsided in the Oval Office in front of cameras by a number of things that President Trump said. He was blindsided on tariffs when he had come to Washington ostensibly to try to remove any tariffs that President Trump was going to put on Israel. And not only was he not successful in doing so, President Trump sat in front of the cameras and talked about how the United States gives Israel $4 billion a year, and that’s a lot of money and it should get something in return.

He was also blindsided in that meeting on the issue of Iran. President Trump announced in that meeting that the United States was going to enter into direct talks with Iran, something that Prime Minister Netanyahu was certainly opposed to. Now we know how that turned out two months later, but at the time, it was seen as a pretty significant signal that President Trump and Prime Minister Netanyahu were not on the same page.

In addition to the awkwardness of that second visit — during President Trump’s last visit to the Middle East, he went to Saudi Arabia, he went to Qatar, he went to the UAE. He made a huge production out of those visits, talking about how much he loved the region, but he didn’t go to Israel and many people interpreted that as a snub. Was it?

I don’t think it was a snub. I think that he went to the region because he wanted to come home with high-profile, visible demonstrations of US strength and demonstrate that he could bring deals back home. Ultimately, he thinks of himself as a dealmaker, and there were all sorts of trade deals and promises for investment to be found in Saudi Arabia, the UAE, and Qatar. Those were not going to be found in Israel.

He took that trip to the Middle East back in May. What’s changed since then?

The biggest thing that has changed is the campaign against Iran, where you had 12 days of Israeli strikes on Iranian nuclear and military facilities and personnel, and then you had the very high-profile US strike on the three Iranian nuclear sites at Fordo, Natanz, and Isfahan.

In Israel and certainly within the administration — and I share this assessment — that campaign is viewed as being incredibly successful. And unlike when President Trump traveled to the region, this is a case where Israel presents him with a big and visible win and he’s touting it as much as he can.

So Israel gives him a win on Iran, and now, as President Trump is wont, he’s looking for another win. On Sunday, he tells reporters that a deal on Gaza is close. What do you think he’s trying to telegraph and what happens if he’s wrong? Does he take it out on Netanyahu?

There are two things that President Trump has consistently talked about in terms of his vision for the Middle East and what he wants to accomplish. One was preventing Iran from getting a nuclear weapon. And whether that has now been done definitively or not, President Trump is certainly treating it as if this is mission accomplished, and Iran is now not going to get a nuclear weapon.

The second thing that he’s consistently talked about is bringing the fighting in Gaza to an end and expanding the Abraham Accords and bringing other countries into the circle of normalization, all of which I think in his mind is supposed to lead to the Nobel Peace Prize, which really I think is the goal that he seems to put above almost anything else in the realm of foreign policy.

To accomplish that second one, he needs Prime Minister Netanyahu to go along with what he wants because there is no world in which the fighting in Gaza will end unless Prime Minister Netanyahu agrees to do it. If Prime Minister Netanyahu does not go along with it, there may be consequences, and it may be that President Trump eventually moves on.

I think that what we’re seeing right now from Prime Minister Netanyahu is an effort to really extend the clock. The first part of this is a potential 60-day ceasefire in Gaza that will not bring a permanent end to the war, but will give President Trump the opening that he seeks at the moment. And if this negotiation is successful, then it also buys Prime Minister Netanyahu two months to figure out whether he wants to keep it going or whether, at the end of 60 days, the fighting in Gaza will resume.

[Netanyahu] likes extending his options as much as he can, and so buying this time will be important and it will allow him to give the president something that the president is really demanding from him, and that should keep the heat off at least for a little bit.

These two men have different motivations when it comes to the Palestinian people. Netanyahu doesn’t seem to care about Palestinians. He cares about Israel’s security. Trump wants a deal in Gaza because he likes doing deals. Do you think that Donald Trump cares what happens to the Palestinian people?

When President Trump speaks about Palestinians, certainly during this term in office, he tends to do it with a degree of empathy that we don’t always see from him on other issues. It’s pretty consistent when he talks about Gaza for him to talk about the fact that Palestinians are suffering and that they deserve better. We don’t often hear that sort of language from Prime Minister Netanyahu and from many Israeli leaders.

The problem is that for any real resolution to Gaza, you need some sort of political vision. President Trump often talks about how Palestinians deserve better lives and should have better lives. But it’s rare to hear him talk about how he thinks they will get there politically as opposed to this just being a quality of life issue.

We saw it when he announced his “Gaza Riviera” plan during that first Netanyahu trip to Washington, and we saw it again even last night when President Trump got a question about two states, and he didn’t answer it. He punted it to Netanyahu. Netanyahu made it very clear that Israel does not see a Palestinian state as part of the Israeli-Palestinian political future.

Both Trump and Netanyahu need this relationship. Trump needs Netanyahu. Netanyahu needs Trump. Who needs whom more, do you think?

Netanyahu absolutely needs Trump more than Trump needs Netanyahu.

The things that Trump wants right now from Netanyahu are things that would be nice to have. He wants to expand the Abraham Accords. He wants to have better coordination throughout the region. He wants his Nobel Prize. But ultimately, the United States has lots of other issues on its plate. The United States is a global superpower, whereas Israel is not. And the United States can work on all sorts of other things even if the Trump-Netanyahu relationship turns out to be poor and the coordination turns out to not be what President Trump wants.

From Prime Minister Netanyahu’s side, the United States is indispensable, and there are all sorts of things that he wants that he has to have President Trump for. We saw this in practice with Iran, where Israel embarked on airstrikes on its own, but it was clear from the beginning that it needed the United States not only to buy into what Israel was doing but to actually step in and act.

Ultimately, Prime Minister Netanyahu cannot afford to be on President Trump’s bad side, and I think that that’s going to cause him some difficult choices ahead when it comes to Gaza, where there’s no question that President Trump wants that war to end. Prime Minister Netanyahu also may want it to end, but he wants it to end on very specific and narrow terms. And if the two men end up crosswise on that question, Prime Minister Netanyahu really cannot afford to get into a rift with President Trump.

Before I jump into the summary, I would like to say thank you. On behalf of the entire Bitcoin Policy Institute team, we would like to thank everyone who has participated in, supported, spoke, tuned or participated in any way. I spent several months preparing for my third Bitcoin Policy Summit. What unfolded in Washington last week exceeded anything we had hoped for.

Over 1,000 people joined us, including builders, policymakers, students, agency staff, journalists, energy experts, and human rights advocates. And what they found was not the party they dressed up at the meeting, but a serious two-day working session that reflected how far the Bitcoin conversation came and where it was heading.

Bitcoin has been misunderstood or on the sidelines for a long time in DC. It was easy for policymakers to dismiss or ignore it. However, the 2025 Summit sent another signal. Bitcoin will not go away. It’s not on the fringe. It lies at the heart of a new conversation about national strategy, economic strength, digital rights and innovation.

Welcome to set the tone

We opened the week with a packed welcome party co-hosted with a friend on PubKey. To outsiders, DC may look like a strict town – button-fitting, formal, moving slowly. But if you spend real time here, you know the truth: DC is based on relationships. And relationships are built in this place.

Over 450 participants gathered in a lively room with live karaoke, strong cocktails (screams of squealing for the inventing old-fashioned bull run and miner mule), and constant conversation. It was loud. It was filled with joy. But most of all, it was a serious energy. Bitcoiner has arrived.

Who was in the room?

This year’s summit was held:

  • Over 1,000 total participants
  • Over 300 public policy experts
  • 35 Congressional offices, including 12 members of Congress
  • More than 100 Federal Employees
  • Over 50 members of the media
  • 49 universities
  • Over 90,000 live stream viewers

Participants include national security experts, financial regulators, think tank analysts, open source developers, non-profit leaders, and more. The Bitcoin coalition is expanding, and that shows.

What we talked about

The programme was centered around clear themes of national security, energy, privacy, financial inclusion and legislative strategy. Keynotes, panels, and lightning talks created space for both technical depth and wide vision.

In the opening segment, Zack Shapiro outlined the national strategic framework for BPI. This is the vision of American Bitcoin leadership based on open source value, resilience and forward-looking policies. It was followed by a sharp panel of Senate priorities, including the Bitcoin Act.

Alex Leishman gave a data-rich talk on the benefits of American Bitcoin. It’s why the US is leading our institutions, capital markets and the rule of law. Alex Gladstein brought the lens of human rights back to life, reminding the room that Bitcoin is still the most powerful free technology of the 21st century.

Patrick Whitt, deputy director of the President’s Council on Digital Assets, reiterated the administration’s strategic interest in Bitcoin and highlighted the ongoing progress.

“There are future reports on inter-ministerial activities. We have already taken some steps in the SPR. The question now is how to follow it in the accumulation plan. There is a lack of opportunities and it is something to do.

Two Democrats, Rep. Richie Torres (D-NY) and Josh Gottheimer (D-NJ), joined Bitcoin Core’s tenth known developer, Matt Coraro, and Grant McCarty, co-chairman of BPI, to discuss the need to create a Vipartissan for the Blockchain Regulations Certification Act.

At one point on the panel, Senator Torres said,

“The value of Bitcoin is safer than gold because you can always find gold, but the supply of Bitcoin worldwide remains permanently fixed.”

Rep. Gotheimer, who recently signed as a co-sponsor of the bill, added to Torres on the stage, highlighting his decision to co-host the bill, underscoring the bill, protecting innovators and maintaining the integrity of the open source development ecosystem.

In one of the most impactful sessions, BPI’s Zack Shapiro sat down with SEC Commissioner Hester Perth to discuss the future of ETF structures, qualified custody, and Bitcoin-native financial infrastructure. It was detailed, honest, substantive – exactly what this moment wants.

Opening Hours and Q&A Room

New this year, we introduced structured opening hours. In a one-on-one session, participants can sit with our research peers. These conversations delved into mining, privacy, regulation, and financial strategies in an unfiltered environment.

The Q&A room has been added with another layer of depth. Cygnal CEO Brent Buchanan walked the recent poll of 800 medium-term voters. The findings were clear. Bitcoiner is becoming a political constituency. Ignore them at your own risk.

Anna Chekhovich also led a basic Bitcoin 101 session for policymakers, breaking down the basics of Bitcoin in plain language, rooted in her global human rights work.

Bitcoin on the hill

BPI Hill day It marked the biggest coordinated efforts ever by Bitcoin supporters who are directly involved with lawmakers. Over 120 participants participated in 118 confirmation meetings with the council office.

  • 48 Senate Office
  • 70 House Offices
  • 10 or more meetings at the member level
  • Offices from 68 Democrats and 50 Republicans
  • Expressions from 28 states, DC and US territory

This was not performance. It was strategic. For many in Congress, these were their first real conversations with serious, mission-driven Bitcoin supporters.

Reflection

What stood out this year was the tone. Bitcoiner came in a suit. Not as a costume, but as a signal. We have become serious about engagement. The excitement in the room was not a hype. It was based on a common sense that focus, preparation and this moment was important.

DC responded. Policymakers and staff were not just open, they were engaged. They asked good questions. They heard. The distance between Bitcoin and Washington is shrinking quickly.

Personally, the most notable perception was that General Z was enabled. It wasn’t just the number of young people in the room. That was their presence. They were engaged, keen, curious and really excited to be part of the conversation. I have been to more meetings than I can count, but this was the first time I felt like my peers weren’t looking on bystanders. They were among them – asking questions, driving dialogue, shaping the future. And most of all, we’re just starting out.

This is just the beginning

The Bitcoin Policy Institute is set up on its own to hold a summit that does not answer anyone other than its mission. Bitcoin does not seek special treatment. It is not a lobbying activity for handouts. It argues about merits as to why it is important for American sovereignty, innovation and economic freedom.

That case has become much more difficult to ignore.

Elon Musk has stirred up Washington by announcing that his yet‑to‑be‑registered “The American Party” will back Bitcoin. His move comes as he takes aim at what he calls wasteful government spending and vows to shake up the status quo.

Musk’s short statement—that “fiat is hopeless”—has already sent ripples through both political and crypto circles.

Musk Launches Political Bid

According to Musk’s recent tweet, his new centrist party will start by fielding candidates for the US Senate and House. He’s on record saying he won’t jump straight to a White House run.

Instead, he plans to build out support at the state level first. This measured approach reflects the massive effort needed to get on ballots: most states demand tens of thousands of signatures for each race. Musk will need a ground game rivaling established parties.

Bitcoin Figures Front And Center

Based on reports, Musk isn’t just talking the talk. Two of his companies, Tesla and SpaceX, hold a combined 19,794 BTC—11,509 at Tesla and 8,285 at SpaceX.

That stash is worth about $2.1 billion at current prices. He’s also said he personally holds Bitcoin, Ethereum and Dogecoin. By tying his political project to Bitcoin, Musk is likely appealing to the same audience that powered US President Donald Trump’s 2024 campaign on crypto buzz.

The price of Bitcoin has barely budged on the news. The coin sits at $108,772, showing no clear spike or dip. Traders seem to view this more as another Musk headline than a sign of concrete policy change.

Volatility has hit 30 % swings in recent months, so any real plan to take campaign funds or taxes in Bitcoin would face tough questions about price swings.

Regulatory And Logistical Hurdles

Based on public filings, no “Department of Government Efficiency” exists—Musk’s DOGE jibe is just a nod to Dogecoin fans. Actual agencies like the IRS and SEC would need to weigh in if a political party tried to use Bitcoin for donations or payments.

US campaign finance laws cap donations and demand strict reporting. Converting crypto to cash quickly, especially during sell‑offs, could trigger accounting nightmares.

Getting on ballots is another mountain. Each state has unique rules on deadlines, forms and signature thresholds. Some require petitions submitted more than a year before an election.

Musk will have to hire or mobilize coordinate teams to track hundreds of deadlines. Failure in just one key state could keep him off that state’s ballot entirely.

The real test will come if Musk files party paperwork and publishes a plan for handling crypto volatility and compliance.

    Crypto.com is growing its U.S. presence with a new regional office in Washington, D.C.

    This development comes as 21Shares has introduced a new Exchange-Traded Product (ETP) that gives investors regulated access to Crypto.com-supported blockchain Cronos.

    Return to the American Market

    According to a May 7 press release shared with CryptoPotato, the new office will be located in Downtown D.C., close to the White House.

    “The U.S. market is central to the growth strategy of Crypto.com and the most exciting frontier for our entire industry,” said Matt David, President of North America and Chief Corporate Affairs Officer at the exchange.

    He explained that with the current Administration creating a more stable regulatory environment and key members of Congress taking the lead, expanding the company’s presence and workforce in the capital would help support their shared goals of responsibly growing both the business and the wider crypto industry.

    The D.C. desk will mainly focus on handling public and government-related matters for the company’s operations in the country. This marks Crypto.com’s latest expansion in North America, following the opening of its regional headquarters in Tyler, Texas, in 2024.

    Last month, the Singapore-based exchange also partnered with Trump Media to launch a series of crypto-related exchange-traded products expected to go live later this year. This move is part of a larger industry trend in which global crypto firms are returning to and stepping up their activities in the U.S.

    Recently, OKX shared plans to reopen its American crypto exchange and launch a new Web3 wallet for users in the region. Crypto lender Nexo also announced its return to the country’s market due to a better regulatory environment under President Trump’s Administration.

    21Shares Launches Cronos-Focused ETP

    In related news, 21Shares has launched a new ETP that allows investors regulated access to the Cronos blockchain and its native CRO token.

    “By launching a Cronos ETP, we are offering investors … regulated exposure to a blockchain ecosystem that is driving real-world adoption,” said Mandy Chiu, head of financial products development at 21Shares.

    According to a statement, the ETP will be listed on Euronext Paris and Amsterdam under the ticker CRON. The new product has a 2.5% management fee and is designed to help investors access emerging Web3 infrastructure.

    Cronos is a Layer 1 blockchain built to power decentralized finance (De-Fi), NFTs, and AI-driven Web3 applications. Compatible with both Ethereum and Cosmos, it aims to bridge centralized and decentralized systems.

    Crypto.com played a key role in developing the network and remains a major contributor. The CRO token is used for transaction fees on the blockchain and offers various benefits on the exchange.

    Stablecoins could serve as a boon for US dollar adoption, according to the Atlantic Council, a nonpartisan think tank.

    Barbara C. Matthews and Hung Tran, senior fellows at the Council’s Geoeconomics Center, note in a new analysis that the $227 billion stablecoin market is “tiny” compared to the $6.22 trillion US capital markets and the $3.39 trillion overall crypto market capitalization.

    “If current double-digit growth rates for stablecoins continue, they could constitute a considerable proportion of overall crypto market capitalization, if not capital markets themselves. More importantly, the vast majority of stablecoins are pegged to the US dollar.

    Rapid adoption rates paired with speedy transaction volumes and velocity in stablecoin markets mean that today’s stablecoin and CBDC decisions may amplify ongoing shifts in reserve currency markets. Dramatic shifts in reserve currency status historically have been rare events. The more likely scenario for threats to dollar dominance involves a range of alternative currencies nibbling at the dollar’s role at the margins.”

    The Atlantic Council analysts note that the dollar’s share of global FX reserves has fallen from 71% in 2001 to 54.8% currently. They say stablecoins could potentially play a role in reversing that trend.

    “In this context, choices made by individual users can materially impact global reserve currency status. The broad adoption of US dollar-backed stablecoins could even reverse the de-dollarization trend. Decisions made by policymakers during 2025 will thus materially impact how the stablecoin and dollar markets evolve.”
