Vietnam has started a five-year trial program aimed at testing how cryptocurrencies can be used in the country.

The government has established detailed rules to ensure strong oversight during this period, according to a report by the Government Electronic Newspaper of Vietnam.

The plan, which took effect immediately after being signed by Deputy Prime Minister Ho Duc Phoc, stated that all digital asset activity—whether it involves creating, buying, selling, or using these assets—must occur in Vietnamese dong.

Only Vietnamese companies can take part in issuing these digital assets. These companies must be officially registered as either limited liability or joint-stock firms under the country’s existing enterprise laws.

The government also stated that digital assets must be backed by physical assets and cannot be linked to money or to securities such as stocks and bonds.

Foreign investors are allowed to participate, but only through service providers that have obtained a license from Vietnam’s Ministry of Finance. This adds another layer of control and ensures that overseas participation goes through approved and monitored platforms.

The pilot introduces strict financial and staffing requirements for companies offering crypto-related services, known as CASPs. These providers must show they have at least 10 trillion dong, about $379 million, in capital.

That money must come from at least two different firms, such as banks, investment companies, insurers, or tech firms, with solid financial histories.

Vietnam has launched a state-run pilot to allow the offering, issuance and trading of crypto assets under strict rules. The Resolution takes effect on September 9, 2025, and will run for five years.

According to the text of the measure, the program tightly limits who may issue tokens, who may run trading markets, and how both foreign and domestic investors may take part.

Vietnam’s Deputy Prime Minister Ho Duc Phoc has signed the resolution that sets out a framework for the issuance and trading of crypto assets, the Government Electronic Newspaper of Vietnam reported Tuesday.

High Capital And Institutional Rules

Organizations that want to run crypto trading markets must meet steep capital and ownership tests. The Resolution sets a minimum contributed charter capital of 10,000 billion Vietnamese Dong.

At least 65% of that charter capital must be held by organizations, and over 35% must be held by at least two institutions such as commercial banks, securities companies, fund managers, insurance firms or tech firms.

Foreign ownership in licensed providers is capped at 49%. Leadership and staff rules are also strict: the General Director must have two years of relevant experience and the Chief Technology Officer must have five years, the resolution states.

Firms must employ at least 10 staff in technology roles with certified network security training, and at least 10 staff with securities practice certificates. The infotech system must meet Level 4 information security standards before it goes live.

Asset Backing And Investor Access

Based on reports, tokens issued in the pilot must be backed by real underlying assets. Securities and fiat currencies are not allowed as underlying assets. Offerings may be directed to foreign investors, and trading among foreign investors must occur through service providers licensed by the Ministry of Finance.

Issuers are required to publish a prospectus and related documents at least 15 days before an offering. Participants are responsible for making sure public information is accurate and timely.

Services Allowed And Risk Controls

Licensed crypto-asset service providers will be allowed to organize trading markets, offer custody, operate issuance platforms and self-trade within the rules. Providers must have clear processes for risk management, deposit and asset handling, transaction and payment flows, AML/CFT checks and monitoring for financing of weapons of mass destruction.

Internal control and transaction monitoring systems must be in place, along with procedures for handling conflicts of interest, customer complaints and compensation, according to the resolution.

Trading Controls And Penalties

Domestic investors may open accounts with licensed providers to deposit, buy and sell crypto assets. But six months after the first crypto-asset service provider is licensed, any domestic trading that bypasses licensed platforms will face administrative sanctions or criminal prosecution depending on the violation’s severity.

Police in Phú Thọ Province, Vietnam, have shut down the largest cryptocurrency scam recorded in the country, according to a report by Công an Nhân dân, a local media outlet.

The group promoted Paynet Coin (PAYN) through two main websites, FMCPAY.com and AFF2024.com. People were told they could earn monthly profits of 5% to 9%, as well as extra payments for bringing in new members.

According to investigators, Nguyễn Văn Hà from Gia Lai Province was the main organizer. Although he had no formal background in technology, he is said to have hired programmers to create the PAYN blockchain, a security system, and a rewards program.

These features were designed to make the project appear real. The scheme also claimed that PAYN could be used for booking travel and that its exchange was registered in the United States.

To gain trust, the group held large presentations at expensive venues. Police noted that Hà took around $200 million from the scheme. Even after arrests began, money continued to come in from other countries, including India and the Philippines.

The Vietnamese news outlet VnExpress reported that police have frozen or seized about $38 million in cash, foreign currency, and real estate. So far, 20 people have been taken into custody.

Hà, along with his deputy Phan Việt Lập and other members of the group, is facing charges of breaking multi-level marketing laws and using online systems to take money from others.

Vietnam’s Ministry of Finance plans to establish a pilot crypto trading platform with technical assistance from Bybit, as reported by Vietnam Investment Review on April 18.

Finance Minister Ho Duc Phoc emphasized that unofficial and unregulated transactions pose a major risk to investors, citing the need for a comprehensive legal framework to guide the country’s digital asset market.

The effort comes as Vietnam ranks fifth globally in crypto adoption, according to Chainalysis’ latest “Geography of Crypto Report.” 

Pilot crypto trading framework

The Ministry of Finance, tasked with leading the initiative, will collaborate with other state agencies to develop regulations. A draft resolution for a pilot for the crypto platform is expected to be submitted to the government in early May. 

The platform aims to create a controlled environment where investors and businesses can transact transparently and safely while enabling the state to manage risks.

Minister Phoc said the project would help Vietnam channel crypto into the growth of the digital economy. The pilot project is part of broader government efforts to establish a legal corridor that supports blockchain innovation and investment protection.

Bybit will help the Ministry of Finance design the trading platform. Bybit co-founder and CEO Ben Zhou expressed interest in implementing a sandbox model, which would provide a simulated environment for testing trading mechanisms under regulatory oversight.

Bybit offers technical assistance

Zhou noted that Bybit’s experience in building anti-money laundering controls and its partnerships with major global organizations position it to support Vietnam in developing transaction tracking and compliance systems. 

Moreover, he stressed that a well-regulated exchange could drive positive outcomes once the legal framework is fully established.

The Ministry welcomed Bybit’s offer and directed the State Securities Commission to coordinate further discussions with the exchange to refine the proposals.

Bybit’s efforts come amid Binance-related moves to support blockchain growth in different countries.

On April 3, former Binance CEO Changpeng Zhao signed a memorandum of understanding with the Kyrgyz Republic to act as an advisor on its blockchain growth plans. The partnership includes cooperation on technological and educational matters related to crypto and blockchain.

Additionally, Zhao became a member of the Pakistan Crypto Council on April 7, helping with infrastructure and educational efforts in the crypto industry.

Binance CEO Richard Teng revealed on April 17 that the exchange is working with various countries to support their crypto-related initiatives.

The Ministry of Finance and the State Bank of Vietnam have been tasked with drafting regulations that will bring more clarity to the industry. Prime Minister Chính emphasized the importance of this step, stating, “The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, and the Fatherland has expected”.
