Google to verify all Android devs to block malware on Google Play

Google is introducing a new defense for Android called ‘Developer Verification’ to block malware installations from sideloaded apps sourced from outside the official Google Play app store.

For apps on Google Play, there was already a requirement for publishers to provide a D-U-N-S (Data Universal Numbering System) number, introduced on August 31, 2023.

Google says this has had a notable effect in reducing malware on the platform. However, the system didn’t apply to the vast developer ecosystem outside the app store.

“We’ve seen how malicious actors hide behind anonymity to harm users by impersonating developers and using their brand image to create convincing fake apps,” reads Google’s announcement.

“The scale of this threat is significant: our recent analysis found over 50 times more malware from internet-sideloaded sources than on apps available through Google Play.”

Although the threat is more prevalent outside Google Play, the developer verification requirement applies to both apps on Google Play and apps hosted on third-party app stores.

Starting in 2026, all apps installed on certified Android devices must come from developers who have verified their identity with Google.

Early access to the Developer Verification program will begin this year in October, and the system will open to all Android application developers in March 2026.

In September 2026, the identity verification requirement will become mandatory for Brazil, Indonesia, Singapore, and Thailand, before it rolls out globally in 2027.

The expected effect is to have sideloading, non-compliant apps blocked by the operating system with a security message on certified devices.

Certified Android devices are those that have passed Google’s Compatibility Test Suite (CTS) and are approved to ship with Google Play Services, Play Store, and Play Protect.

In practice, this encompasses all mainstream devices from Samsung, Xiaomi, Motorola, OnePlus, Oppo, Vivo, and the Google Pixel line.

Non-certified devices are those from Huawei, Amazon Fire tablets, and shady Chinese TV boxes or smartphones that use heavily modified OS images and questionable components.

Those devices are not subject to the new rule enforcement, and their users will be able to continue sideloading APKs from unverified and anonymous developers.

Reliability remains a mirage in the ever-expanding realm of AI models, affecting mainstream AI adoption in critical sectors like healthcare and finance. AI model audits are essential in restoring reliability within the AI industry, helping regulators, developers, and users enhance accountability and compliance.

But AI model audits can be unreliable since auditors have to independently review the pre-processing (training), in-processing (inference), and post-processing (model deployment) stages. A ‘trust, but verify’ approach improves reliability in audit processes and helps society rebuild trust in AI.

Traditional AI Model Audit Systems Are Unreliable

AI model audits are useful for understanding how an AI system works, its potential impact, and providing evidence-based reports for industry stakeholders.

For instance, companies use audit reports to acquire AI models based on due diligence, assessment, and comparative benefits between different vendor models. These reports further ensure developers have taken necessary precautions at all stages and that the model complies with existing regulatory frameworks.

But AI model audits are prone to reliability issues due to their inherent procedural functioning and human resource challenges.

According to the European Data Protection Board’s (EDPB) AI auditing checklist, audits from a “controller’s implementation of the accountability principle” and “inspection/investigation carried out by a Supervisory Authority” could be different, creating confusion among enforcement agencies.

EDPB’s checklist covers implementation mechanisms, data verification, and impact on subjects through algorithmic audits. But the report also acknowledges audits are based on existing systems and don’t question “whether a system should exist in the first place.”

Besides these structural problems, auditor teams require updated domain knowledge of data sciences and machine learning. They also require complete training, testing, and production sampling data spread across multiple systems, creating complex workflows and interdependencies.

Any knowledge gap or error between coordinating team members can lead to a cascading effect and invalidate the entire audit process. As AI models become more complex, auditors will have additional responsibilities to independently verify and validate reports before aggregated conformity and remedial checks.

The AI industry’s progress is rapidly outpacing auditors’ capacity and capability to conduct forensic analysis and assess AI models. This leaves a void in audit methods, skill sets, and regulatory enforcement, deepening the trust crisis in AI model audits.

An auditor’s primary task is to enhance transparency by evaluating risks, governance, and underlying processes of AI models. When auditors lack the knowledge and tools to assess AI and its implementation within organizational environments, user trust is eroded.

A Deloitte report outlines the three lines of AI defense. In the first line, model owners and management have the main responsibility to manage risks. This is followed by the second line, where policy workers provide the needed oversight for risk mitigation.

The third line of defense is the most important, where auditors gauge the first and second lines to evaluate operational effectiveness. Subsequently, auditors submit a report to the Board of Directors, collating data on the AI model’s best practices and compliance.

To enhance reliability in AI model audits, the people and underlying tech must adopt a ‘trust but verify’ philosophy during audit proceedings.

A ‘Trust, But Verify’ Approach to AI Model Audits

‘Trust, but verify’ is a Russian proverb that U.S. President Ronald Reagan popularized during the United States–Soviet Union nuclear arms treaty. Reagan’s stance of “extensive verification procedures that would enable both sides to monitor compliance” is beneficial for reinstating reliability in AI model audits.

In a ‘trust but verify’ system, AI model audits require continuous evaluation and verification before trusting the audit results. In effect, this means there is no such thing as auditing an AI model, preparing a report, and assuming it to be correct.

So, despite stringent verification procedures and validation mechanisms of all key components, an AI model audit is never safe. In a research paper, Penn State engineer Phil Laplante and NIST Computer Security Division member Rick Kuhn have called this the ‘trust but verify continuously’ AI architecture.

The need for constant evaluation and continuous AI assurance by leveraging the ‘trust but verify continuously’ infrastructure is critical for AI model audits. For example, AI models often require re-auditing and post-event reevaluation since a system’s mission or context can change over its lifespan.

A ‘trust but verify’ method during audits helps determine model performance degradation through new fault detection techniques. Audit teams can deploy testing and mitigation strategies with continuous monitoring, empowering auditors to implement robust algorithms and improved monitoring facilities.

Per Laplante and Kuhn, “continuous monitoring of the AI system is an important part of the post-deployment assurance process model.” Such monitoring is possible through automatic AI audits where routine self-diagnostic tests are embedded into the AI system.

Since internal diagnosis may have trust issues, a trust elevator with a mix of human and machine systems can monitor AI. These systems offer stronger AI audits by facilitating post-mortem and black box recording analysis for retrospective context-based result verification.

An auditor’s primary role is to referee and prevent AI models from crossing trust threshold boundaries. A ‘trust but verify’ approach enables audit team members to verify trustworthiness explicitly at each step. This solves the lack of reliability in AI model audits by restoring confidence in AI systems through rigorous scrutiny and transparent decision-making.

When your total transaction volume exceeds $20,000 USD (including deposits, withdrawals, or API activity), you’ll be required to complete Tier 2 verification. This tier is designed for users needing higher transaction limits and additional features. 

By completing Tier 2 verification, you can: 

  • Transact up to $100,000 USD in lifetime volume, including deposits, withdrawals, and API activity. 
  • Continue using the CoinPayments platform without any payment limitations up to the Tier 2 volume limit. 

To progress to the next tier and unlock even higher transaction limits and additional features, you will need to provide further information and complete the necessary verification steps, which will be covered in the Verification Requirements section of this guide.

When your total transaction volume exceeds $100,000 USD (including deposits, withdrawals, or API activity), you’ll be required to complete Tier 3 verification. This tier is designed for users with significant transaction volumes who require higher limits and access to advanced features. 

The system will automatically activate payment limitations, and you’ll need to pass Tier 3 verification to lift these limits. 

By completing Tier 3 verification, you can: 

  • Transact up to $1,000,000 USD in lifetime volume, including deposits, withdrawals, and API activity. 
  • Continue using the CoinPayments platform without any payment limitations up to the Tier 3 volume limit. 
  • Access advanced features and benefits tailored for high-volume users. 

After successfully completing Tier 3 verification, a banner will be displayed on your Dashboard, informing you about the option to upgrade to a Business/Corporate Account or remain a Personal Account. This choice allows you to select the account type that best suits your needs and requirements. 

To progress to the next tier and unlock even higher transaction limits and additional features, you will need to complete the necessary verification steps, which will be covered in the Verification Requirements section of this guide.

Advancing to Tier 4 requires a manual verification process, which begins with your request to update your account to either a Corporate or Personal account. This tier is designed for users who need to operate at a higher level and require tailored verification to meet their specific needs. 

Should you choose to maintain a Personal account, you’ll be subject to a transaction limit of $1,000,000 USD. If you require higher limits or additional features, you may need to consider upgrading to a Corporate account. 

By completing Tier 4 verification, you can: 

  • Operate your account as Corporate or Personal, depending on your business needs and structure. 
  • Access features and benefits specific to your chosen account type. 
  • Transact up to $1,000,000 USD in lifetime volume for Personal accounts, with the potential for higher limits for Corporate accounts. 

To initiate the Tier 4 verification process, you will need to submit a request to our support team indicating your preference for a Corporate or Personal account. Our compliance team will then review your request and guide you through the necessary steps to complete the verification process. 

Once our compliance team has reviewed and approved your request, your account will be updated to the selected type (Corporate or Personal), and you’ll gain access to the corresponding features and benefits.

Tier 5 verification is the highest verification level available on the CoinPayments platform, designed for users with substantial transaction volumes and specific business requirements. 

This tier is divided into two distinct paths, depending on whether you are a Personal or Corporate account. 

If you are a Personal account in Tier 4 and your total transaction volume has reached the $1,000,000 USD limit (including deposits, withdrawals, or API activity), you will be required to complete Tier 5 verification. This enhanced due diligence process is necessary to remove the transaction limit and ensure uninterrupted access to your account. 

By completing Tier 5 verification as a Personal account, you can: 

  • Remove the $1,000,000 USD transaction limit and continue using your account without disruptions 
  • Access personalised support and benefits tailored for high-volume Personal accounts 
  • Maintain your status as a Personal account while operating at a higher level 

To complete Tier 5 verification as a Personal account, you will need to provide additional information and documentation, as specified in the Verification Requirements section of this guide. Our compliance team will review your submission and work with you to complete the enhanced due diligence process. 

Upon successfully approving your upgrade request, you will receive email confirmation, and the transaction limits on your Personal account will be removed. 

However, Corporate accounts will need to complete the Know Your Business (KYB) process through our partner, RiskScreen (now KYC360), to achieve full approval. This process is essential to ensure compliance with international regulations and maintain the security of our platform.  

To complete verification as a Corporate account, you will need to follow the KYB workflow through RiskScreen (now KYC360), as outlined in the later section of this guide. Our compliance team will assist you throughout the process and ensure a smooth experience.

To properly take and submit a selfie for verification, follow these guidelines:

As part of our verification process, we require users to submit a valid Proof of Address (POA) document. This step helps us confirm your residential address and comply with regulatory requirements. 

To submit your Proof of Address (POA), please provide one of the documents listed on the following screen:

You should have received an email containing a unique verification code. This code serves as a two-factor authentication (2FA) measure to ensure the security of your account and the KYB process. 

Please check your registered email inbox for the verification code. The email containing the code will be sent to the same address you used to create your CoinPayments account.

After uploading your documents successfully, you’ll see a “Data Collection Progress – Complete” notification.

This screen confirms that your information and documents have been submitted for review. At this point, you may safely close the window. 

Note: If additional documents are needed based on your company’s country of incorporation, region, or ownership structure, we will promptly request them to expedite the onboarding process. If your submission meets our initial requirements, you will receive an email with links to verify company shareholders and/or representatives. 

After your merchant account has been reviewed and approved, you will receive an email informing you about your account status and providing further instructions. 

In the email, you will find KYC links for each of your company’s Directors and Ultimate Beneficial Owners (UBOs). Each Director and UBO must successfully complete and pass the KYC process for your merchant account to receive final approval. 

If any Director or UBO fails to pass the KYC process, your merchant account will also be rejected. Therefore, it is crucial that all Directors and UBOs complete their KYC verification promptly and accurately. 

Once all Directors and UBOs have successfully passed their KYC verification, your merchant account will receive final approval, and you will be notified via email.
