Democrat lawmakers have introduced a comprehensive legislative blueprint aimed at reshaping U.S. digital asset regulation, proposing to close longstanding gaps in crypto oversight and restore investor confidence in the nearly $4 trillion market, according to a newly released framework.

The proposed plan would grant the Commodity Futures Trading Commission (CFTC) full jurisdiction over spot markets for digital commodities, tokens that do not qualify as securities, resolving the regulatory ambiguity that has left both businesses and investors without clear protections.

It also calls for the CFTC to be given new registration and enforcement authority, as well as mandatory disclosures and consumer protections for crypto trading platforms.

Tackling misconduct

The framework sets out seven core pillars for digital asset legislation, including clarifying token classification, adapting securities rules for token issuers, bringing crypto platforms under exchange-like regulation, and strengthening illicit finance safeguards.

It proposes a dual approach, empowering the SEC to integrate tokenized securities into existing disclosure regimes while instructing the CFTC to police non-security digital assets.

Both agencies would gain expanded funding and authority to regulate custody, margin, and conflicts of interest under crypto-native business models.

Significantly, the framework calls for new controls to prevent public officials from abusing digital asset projects.

It references President Donald Trump’s financial entanglements with crypto initiatives and seeks to bar elected officials and their families from issuing or profiting from tokens while in office, as well as mandates disclosure of all digital asset holdings.

DeFi and stablecoins

The bill also directs regulators to build new oversight models for DeFi protocols and to safeguard traditional markets from the destabilizing effects of unregulated innovations. It reiterates prohibitions on stablecoin issuers offering interest-bearing products, a provision preserved from the 2025 GENIUS Act.

To prevent criminal exploitation of the digital ecosystem, the framework mandates that all digital asset intermediaries, including those abroad serving U.S. customers, register with FinCEN and comply with anti-money laundering and sanctions obligations. DeFi protocols will also be scrutinized for compliance vulnerabilities.

Finally, the proposal highlights the need for bipartisan regulatory leadership. It would require the SEC and CFTC to maintain cross-party commissioner quorums for rulemaking and enable rapid hiring of staff with digital assets expertise.

Analysts at banking giant Citi are laying out price targets on Bitcoin (BTC) based on a surprisingly simple forecast model.

In a new report seen by the Financial Times, Citigroup analysts Alex Saunders and Nathaniel Rupert offer a new way of valuing digital assets, ostensibly suggesting that the price of Bitcoin is influenced simply by how many people want to own it.

While Citi’s previous Bitcoin price models incorporated various data inputs like mining electricity costs, adoption rates and more, the analysts have updated their forecast to account for the reality that crypto assets are very much a part of the traditional macroeconomic picture, rather than an isolated subset without relevance to the average investor’s portfolio.

“Around the fall of FTX, the majority of client questions were, ‘How does crypto effect MY market or the macroeconomy?’ – the answer then was, probably not much.

We think that is changing. Firstly, crypto assets have grown and now represent a more meaningful amount of capital. Crypto market-caps now rival all but the largest-cap equity names. Secondly, crypto-related assets are now meaningful parts of some of the largest financial indices. Crypto-related securities are now members of the S&P 500, Nasdaq, and Russell. Importantly, this means even crypto-agnostic clients need to have a view to manage their portfolios.”

Citi now has a “bull case” price target of $199,340 for BTC at the end of this year, a “base case” for $135,133, and a “bear” case for $63,675.

As of late, the analysts say that the price of BTC is primarily driven by one factor.

The Citi analysts say that the net weekly flows into Bitcoin-based exchange-traded funds (ETFs) have had a “very strong contemporaneous relationship” with the returns on BTC.

“Since launch, 41% of Bitcoin return variation can be explained by flows alone (the relationship is just as strong even accounting for equity returns). So far this year, we have seen just over $19 billion of flows, including $5.5 billion month-to-date. We expect flows to continue for the rest of the year as more institutions approve and potentially advise underlying clients on these vehicles.

There is significant uncertainty around these flows; we forecast $15 billion given the pace seen so far year-to-date. This would slightly exceed last year’s launch, but the recent acceleration in flows presents upside risk – given each $1 billion of weekly flows is associated with a 3.6% return increase, flows have a meaningful impact on our forecast.”

They observed that a single electron could “tunnel” through the material – and that this fleeting event could be captured in real time. This unexpected result prompted further investigation and ultimately led to the creation of what Hassan calls “the world’s fastest petahertz quantum transistor.”

To achieve this, the scientists used a commercially available graphene phototransistor, enhanced with a special silicon layer. They exposed it to a laser switching on and off at an astonishing rate of 638 attoseconds – each attosecond being one quintillionth of a second. The result was a transistor capable of operating at petahertz speeds, a feat previously considered far beyond reach.

Unlike many scientific breakthroughs that require highly controlled laboratory environments, this new transistor functioned in everyday, ambient conditions. This opens the door for the technology to be adapted for commercial use and integrated into future generations of electronic devices.

A US federal court has postponed a key hearing in the case against Terraform Labs co-founder Do Kwon after prosecutors submitted an extensive amount of new evidence, significantly broadening the case.

According to court filings, the status conference, originally scheduled for March 10 in the Southern District of New York, has been pushed to April 10.

Hearing delayed

Prosecutors argued that the defense requires additional time to analyze the newly provided four terabytes of discovery. The court concurred, citing the “voluminous discovery” as justification for the delay.

Court documents indicate that on Feb. 27, the US government handed over 600 gigabytes of evidence to Kwon’s legal team, including data from his cellphones, emails, and crypto transactions.

Authorities now intend to provide an additional four terabytes of discovery by next week.

Despite the postponement, the jury trial remains scheduled for Jan. 26, 2026. Additionally, victims of the Terraform Labs collapse have until April 30 to submit claims for financial losses.

The delay in Kwon’s case introduces further complexity to an already high-profile legal battle. With an immense volume of discovery materials now under review, his defense team must navigate a challenging process ahead of trial.

Federal prosecutors allege that Kwon knowingly misrepresented the stability of Terraform’s ecosystem, leading to one of the most significant financial downturns in crypto history.

Meanwhile, Kwon continues to deny any wrongdoing and claims that the market downturn was unforeseen rather than the result of fraudulent activity.

SEC case

Kwon, who was extradited from Montenegro to the US on Dec. 31, 2024, entered a not guilty plea on Jan. 2 to multiple fraud-related charges. His case stems from the collapse of Terraform Labs’ algorithmic stablecoin, TerraUSD, which resulted in roughly $40 billion in investor losses in 2022.

Kwon’s extradition followed a prolonged legal battle between authorities in Montenegro, South Korea, and the US. Terraform Labs has also faced scrutiny from the Securities and Exchange Commission (SEC), which has accused Kwon of orchestrating a large-scale crypto fraud.

In April 2024, a jury found Do Kwon and Terraform Labs liable for defrauding investors in crypto asset securities. The SEC had argued that Kwon and his company misrepresented the stability of their ecosystem, leading to significant investor losses.

Following the jury’s verdict, the SEC filed a motion requesting $5.3 billion in disgorgement and civil penalties against Terraform Labs and Do Kwon. This amount was described as a “conservative” but “reasonable approximation” of the ill-gotten gains from the alleged fraud.
