In a strict repression of regulations, Turkey has blocked access to 46 cryptocurrency platforms. Thousands of Turkish crypto users have suddenly found themselves unable to access the crypto trading platform.

Turkish financial authorities have made that clear – they target both centralized and decentralized exchanges.

This crackdown is alongside the introduction of new rules for crypto exchanges operating in Türkiye. This includes required user verification or KYC for all platforms. There is also withdrawal delays to enhance monitoring of suspicious transactions.

There is also an increase in cooperation between the exchange and the authorities to go ahead and report illegal activities.

Moves serious repulsion in the face – “In countries with high inflation and low trust in lira, cryptography has become a lifeline.”

However, the move was filled with serious repulsion. Shyft Network states, “Turkey has just passed the cleaning cryptography. But this is not just about compliance. It’s not about control. Turkey must register, follow AML rules and comply with FATF travel rules.”

But why did Turkey take this step? The Turkish government cited several reasons for this aggressive regulatory action.

Turkish regulators have ordered internet service providers to block access to 46 crypto-related websites. The affected platforms range from general central exchanges to major Defi protocols such as Pancakeswap.

Turkey bans pancake wap

The Turkish Capital Markets Committee (CMB) has closed pancake waps (cakes) for citizens. We also blocked Cryptoradar, a crypto comparison site. why? They said the platform didn’t have the right paper to work there. All this gives CMB the power to block unlicensed crypto platforms, thanks to the new laws of 2024.

The move is part of Türkiye’s bigger plan to crack down on the code and keep things under control. Essentially, they want to make sure the crypto platform is legal and are said to protect people from shade. So, if other exchanges don’t line up their licenses, expect more of these bans.

After the news broke, the cake was a 4.00% hit in just one day. It has now dropped by 10% over the past month, indicating that the market is not satisfied with these rules. Pancakeswap’s trading volume also fell sharply, falling 20%, to $45.54 million.

    Turkish financial regulators have blocked access to decentralized exchange PancakeSwap and 45 other crypto-related websites as part of a broader crackdown on unauthorized digital asset services.

    In a July 3 bulletin, the Capital Markets Board (SPK) announced legal action against the websites, citing provisions of Turkey’s Capital Markets Law.

    The regulator said the targeted platforms were providing crypto services to residents without the required authorization.

    PancakeSwap, which reported over $325 billion in trading volume for June, is among the world’s largest DEXs alongside Uniswap. It remains unclear how Turkish authorities determined the platform was directly offering services in the country.

    Other blocked sites included Cryptoradar and various investment and trading platforms, reflecting Turkey’s tightening oversight of the crypto sector.

    Under regulatory changes implemented since March, the SPK has full authority over crypto asset service providers offering products to Turkish residents, enforcing standards and compliance requirements.

    The country has taken a strict stance on crypto payments since banning their use for purchases in 2021. However, residents are still permitted to buy, hold, and trade digital assets.

    Earlier this year, Turkey mandated that crypto users provide identifying information for transactions above approximately $425.

    Globally, countries such as Kazakhstan, Venezuela, Russia, and the Philippines have also blocked crypto-related websites, citing unauthorized operations and illicit transaction risks.

    Turkey’s regulatory approach is part of its broader strategy to formalize and control digital asset markets amid rising adoption.

    The Turkish Ministry of Finance and the Ministry of Finance, led by Mehmet Simschek, have announced a series of tough new measures aimed at curbing money laundering and strengthening surveillance of digital asset transactions.

    According to a June 25, 2025 announcement, “The Ministry is preparing to take additional measures and calls for strict control and supervision of transactions implemented by Crypto Asset Service Providers (CSAS).”

    In particular, the latest regulatory push comes amid the surge in crypto adoption, driven by the sharp depreciation of Turkish lira (nearly 20% of last year’s value), which is growing beyond illegal financial activities in the digital assets sector.

    According to the rules, all crypto transactions in Turkey must contain a minimum of 20 characters of a transfer note. Platforms that do not comply with the new rules will make it a fact of a mandatory 72-hour delay for all user withdrawals.

    Additionally, new daily and monthly limits are imposed on Stablecoin transactions, limiting users to $3,000 per day and $50,000 per month.

    Turkish Capital Markets Committee has full control over digital assets

    Turkey has full control of its Crypto Asset Service Provider (CASP) to the Capital Markets Committee (CMB) to manage the rapidly growing crypto market.

    On March 13, 2025, CMB published two regulatory documents on the “Establishment and Operational Principles of Cryptocurrency Service Providers” and “Two Regulatory Documents on the Working Procedures and Principles of Cryptocurrency Service Providers.”

    Turkey is set to introduce new rules for cryptocurrency platforms aimed at reducing financial crime and preventing illicit money flows.

    According to a June 24 report by Anadolu Agency, the planned changes will require crypto companies to collect more detailed information about each transfer.

    Users will need to explain the source of the funds and the reason for the transfer. Every transaction must include a short message of at least 20 characters explaining its purpose.

    Another part of the proposal includes delays for certain crypto withdrawals. If the transfer does not meet Travel Rule standards, which involve sharing sender and receiver details, platforms will need to hold the funds for a specified period.

    Most withdrawals will be subject to a 48-hour wait, while the first withdrawal from a new account will be delayed for 72 hours.

    The Ministry of Treasury and Finance stated that it aims to prevent the use of crypto for illegal activities by setting limits on stablecoin transfers. Daily transfers would be capped at $3,000, with a monthly maximum of $50,000.

    However, platforms that meet full Travel Rule requirements, by verifying both the sender and receiver, will be allowed to offer higher limits, up to twice the standard amount.

    Turkey’s Ministry of Treasury and Finance is tightening regulations on crypto asset service providers in a bid to clamp down on illicit financial activities. According to the Ministry, digital asset platforms must now collect and verify more detailed information about user transactions.

    This information includes obtaining a written explanation of at least 20 characters describing the purpose of each transfer, along with verifying the origin of funds involved.

    Per AA, the government believes this measure will enhance transparency and help identify suspicious activity earlier in the transaction process.

    Turkey Impose Withdrawal Restrictions to Disrupt Illicit Flows

    In a major shift, the new regulation imposes a delay on crypto asset withdrawals. Any crypto purchased, exchanged, or deposited will be subject to a 48-hour waiting period before it can be withdrawn.

    For new users making their first withdrawal, the waiting period will extend to a minimum of 72 hours. Authorities believe these delays will reduce the ability of criminal actors to quickly transfer illicit funds outside the system before they are detected or blocked.

    Stablecoins are also under scrutiny in the new regulatory framework. The Ministry will impose a daily transfer cap of $3,000 and a monthly limit of $50,000 for these digital assets.

    These restrictions are designed to prevent the rapid movement of large sums of money that may be connected to illegal betting, fraud, or other criminal proceeds.

    However, platforms that fully comply with the travel rule, which requires collecting identifiable information about both sender and receiver will be allowed to operate with limits twice as high.

    While the regulations are strict, the Ministry emphasized that they do not aim to stifle legitimate activities within the crypto space. Treasury and Finance Minister Mehmet Şimşek stated that transactions linked to market making, liquidity provision, and arbitrage will be permitted without restriction.

    Notably, the Ministry issued a clear warning to platforms that fail to comply with the new rules. Sanctions may include administrative penalties, financial fines, or even the denial or cancellation of operational licenses.

    Turkey Continues to Tighten Crypto Legal Framework

    The latest enforcement actions build on Turkey’s broader regulatory overhaul published on March 13, 2025, through amendments to Capital Markets Law No. 6362. These changes placed crypto platforms under the oversight of the Capital Markets Board (CMB).

    Two communiqués, III-35/B.1 and III-35/B.2 set out new rules for platform structure, capital requirements, internal audits, and customer protection. Platforms must be joint-stock companies with minimum capital and approved management.

    Aside from this, they are also required to conduct proof-of-reserve audits, partner with CMB-approved custodians, and maintain separate accounts for user funds.

    Additional rules govern asset listings, conflict of interest policies, risk disclosures, and dispute resolution processes to enhance user safety and platform transparency.

    Prior to then, Turkey introduced tighter crypto rules in February 2025 to strengthen anti-money laundering (AML) compliance and align with global standards. Announced in the last week of 2024, the regulations require crypto service providers to collect user identification for transactions over 15,000 lira (about $425).

    Modeled after the EU’s MiCA framework, the rules aim to curb money laundering and terror financing, as Turkey’s presence in global crypto markets continues to grow.
