Google Play has announced new licensing requirements for crypto wallet app developers in certain regions, but the update excludes applications that allow users to control their own assets.

Starting October 29, companies offering custodial crypto services through the Google Play Store will be expected to follow regulatory guidelines. These include registering with financial authorities and following industry compliance rules.

However, crypto wallets that let individuals manage their own funds, often called non-custodial wallets, will not be impacted.

The policy applies to crypto wallet providers operating in more than 15 regions, including both the United States and the European Union.

In the US, developers must register with local authorities either as money transmitters or money service businesses. This means meeting federal standards, such as having an Anti-Money Laundering plan in place.

For European developers, registration as a Crypto-Asset Service Provider (CASP) is required, in line with EU rules covering digital finance. These steps are aimed at platforms that hold and manage digital assets on behalf of users.

The update raised concerns among developers and users who feared the rules might apply to all crypto wallets. In response, Google stated in a post on X:

Non-custodial wallets are not in scope of Google Play’s Cryptocurrency Exchanges and Software Wallets Policy. We are updating the Help Center to make this clear.

The company added that further clarifications would be made in its support materials to help distinguish between different wallet types.

Recently, Google introduced a new version of its Google Finance tool. What does the update include? Read the full story.

Taiwan tightens semiconductor export controls on Huawei and SMIC amid US-China tech rivalry https://earlybirdsinvest.com/taiwan-tightens-semiconductor-export-controls-on-huawei-and-smic-amid-us-china-tech-rivalry/ https://earlybirdsinvest.com/taiwan-tightens-semiconductor-export-controls-on-huawei-and-smic-amid-us-china-tech-rivalry/#respond Sun, 15 Jun 2025 12:50:26 +0000 https://earlybirdsinvest.com/taiwan-tightens-semiconductor-export-controls-on-huawei-and-smic-amid-us-china-tech-rivalry/

Taiwan has intensified its technology export controls by blacklisting two of China’s foremost semiconductor companies, Huawei Technologies and Semiconductor Manufacturing International Corp (SMIC), amid escalating tensions in the global tech sector.

The updated Strategic High-Tech Commodities Entity List, released by Taiwan’s Ministry of Economic Affairs, now includes both firms along with several of their subsidiaries, requiring Taiwanese companies to obtain government approval before exporting any products to them. Neither Huawei nor SMIC issued an immediate response to their inclusion.

This move effectively cuts off Huawei and SMIC from accessing advanced semiconductor technologies produced in Taiwan, undermining their efforts to compete with major US chipmakers such as Nvidia. The decision comes as part of a broader strategy, aligned with US-led restrictions, to limit China’s advances in the chipmaking sector.

The complex geopolitical backdrop behind Taiwan

China asserts sovereignty over Taiwan and has threatened military action to achieve unification, while the US and most other countries do not recognize Taiwan as an independent state but oppose any forcible annexation and support Taiwan’s defensive capabilities.

New restrictions will further seal loopholes and reduce collaboration between Chinese firms and Taiwanese tech companies, compounding existing US export bans on mainland tech leaders and exacerbating the production challenges both Huawei and SMIC were already facing.

Both companies have been central to China’s push for self-sufficiency in semiconductor manufacturing, especially after the successful launch of a domestically developed 7-nanometer chip in Huawei’s Mate 60 smartphone line in 2023. This development prompted scrutiny in Washington about the effectiveness of existing sanctions.

The US has also pressured Taiwan and its companies, including TSMC, the world’s largest contract chipmaker, to restrict access to advanced chipmaking technologies for mainland clients.

Semiconductor chips’ role in Bitcoin mining

Semiconductor chips are the backbone of crypto mining, particularly for Bitcoin. Mining relies heavily on specialized chips known as application-specific integrated circuits (ASICs), which are engineered to execute the complex cryptographic calculations required for mining with maximum efficiency.

Bitcoin’s SHA-256 algorithm, for example, is processed most effectively by ASIC chips, which can perform trillions of calculations per second, far outpacing general-purpose CPUs or GPUs. This specialization allows miners to solve cryptographic puzzles faster and more efficiently, earning rewards for solving blocks and securing the blockchain.

High-performance chips like these are crucial for maintaining profitability and competitiveness in the mining industry, especially as mining difficulty increases and energy costs rise.

Taiwan’s latest export controls further isolate China’s leading chipmakers from global technology supply chains, reinforcing the strategic importance of semiconductor production in both geopolitics and emerging industries like crypto mining and AI.

On May 12, she signed House Bill 2387, which sets new requirements for crypto kiosk operators. The law is meant to prevent fraud and make crypto transactions more transparent for everyday users.

Under the new law, Bitcoin ATMs must display clear warnings in multiple languages about common crypto scams. Users will need to acknowledge these risks before making a transaction. Receipts must include key details such as transaction data, fees, refund terms, and contact information.

The same day she signed the consumer protection bill, Hobbs rejected Senate Bill 1373. This bill would have set up a Digital Assets Strategic Reserve Fund, which would allow Arizona to store cryptocurrencies gained from seizures or approved through legislation.

Governor Hobbs said crypto markets are too unstable to justify using state funds in this way. She added that earlier legislation already allows the state to use crypto in limited ways that do not put public money at risk.

Another bill, Senate Bill 1024, also failed to pass. It would have let people pay taxes, fees, and fines using cryptocurrencies through approved payment providers. Although it tried to shield the state from crypto price swings, Governor Hobbs still found the risk too high.

On May 7, Governor Hobbs signed House Bill 27449 into law. What does the bill cover? Read the full story.

Google Tightens Crypto Ad Rules in Europe Under MiCA https://earlybirdsinvest.com/google-tightens-crypto-ad-rules-in-europe-under-mica/ https://earlybirdsinvest.com/google-tightens-crypto-ad-rules-in-europe-under-mica/#respond Sun, 20 Apr 2025 14:12:17 +0000 https://earlybirdsinvest.com/google-tightens-crypto-ad-rules-in-europe-under-mica/

Google is getting ready to apply new rules for cryptocurrency ads across Europe.

Starting April 23, any company that wants to promote crypto exchanges or wallet services through Google must follow the region’s Markets in Crypto-Assets (MiCA) rules or be registered as a Crypto Asset Service Provider (CASP).

This update means advertisers will have to meet both MiCA’s requirements and any extra local laws in their specific countries. They will also need to get certified by Google before running their ads. These changes were announced in Google’s March 24 policy update.

The new policy will apply to most countries in the European Union, including France, Germany, Italy, Spain, Poland, and the Netherlands. If a company breaks the new rules, its account won’t be blocked immediately. Instead, Google will send a warning at least a week before taking further action, which gives advertisers time to fix the problem.

MiCA is the first major law in the region that sets clear rules for the crypto industry. It covers various digital asset activities, including trading, storing, and promoting cryptocurrencies.

Meanwhile, the Australian Transaction Reports and Analysis Centre (AUSTRAC) recently warned crypto ATM providers that their machines could be used by criminals to move money or trick victims. What did the agency say? Read the full story.

Cayman Islands tightens crypto rules with mandatory licenses starting April 1 https://earlybirdsinvest.com/cayman-islands-tightens-crypto-rules-with-mandatory-licenses-starting-april-1/ https://earlybirdsinvest.com/cayman-islands-tightens-crypto-rules-with-mandatory-licenses-starting-april-1/#respond Tue, 11 Mar 2025 06:50:22 +0000 https://earlybirdsinvest.com/cayman-islands-tightens-crypto-rules-with-mandatory-licenses-starting-april-1/

The Cayman Islands has introduced new crypto licensing regulations that will require virtual asset service providers (VASPs) offering custody and trading services to obtain approval from the Cayman Islands Monetary Authority.

The rules, set to take effect on April 1, 2025, are part of a broader effort to align the jurisdiction with international standards aimed at strengthening investor protections and improving market integrity.

Mandatory license

The new framework, outlined in the Virtual Asset Service Providers Amendment Regulations 2025, mandates that all crypto firms operating in custody or trading services secure a formal license.

The regulation applies to both newly established entities and the 17 VASPs currently registered in the Cayman Islands. Companies will have a 90-day compliance window, which extends until July 1, 2025, to meet the necessary requirements.

As part of the licensing process, custody providers must disclose the types and values of digital assets they hold and provide a clear explanation of their custodial purpose. This measure is intended to ensure compliance with anti-money laundering and counter-terrorism financing standards.

Additionally, trading platforms will be required to report their projected revenue and disclose the physical location of their supporting hardware, a move designed to enhance regulatory transparency and jurisdictional oversight.

All applicants must submit cybersecurity plans, risk management strategies, and details on how they intend to prevent asset loss or theft, reinforcing efforts to address vulnerabilities in the digital asset sector.

Improving compliance

The regulations expand upon the Virtual Asset (Service Providers) Act 2020, which was updated last year to align with recommendations from the Financial Action Task Force (FATF).

In recent years, CIMA has been working to tighten regulatory measures. It previously implemented the “Rule for Virtual Asset Custodians and Virtual Asset Trading Platforms” to create a structured compliance environment for digital asset businesses.

The stricter licensing rules are expected to reshape the Cayman Islands’ crypto sector by raising the bar for operational compliance. With a stronger regulatory framework in place, the jurisdiction may attract established firms looking for a stable and well-regulated environment while weeding out operators that are unable to meet the requirements.

The upcoming July deadline is expected to spur system upgrades and compliance efforts among existing VASPs. The new requirement for trading platforms to disclose the location of their hardware could also improve accountability in cross-border transactions, potentially setting a precedent for other jurisdictions.

While the updated framework is designed to strengthen investor protections and market stability, smaller firms may struggle with the financial and operational demands of compliance. Meanwhile, larger players with greater resources may find it easier to meet the cybersecurity and risk management requirements, giving them a competitive advantage.
