Bank customers in Thailand are discovering that their accounts have been frozen, part of a government effort to disrupt financial fraud.

The operation, which began in August, has led to the freezing of approximately three million accounts. These actions target accounts suspected of being used by scammers to move stolen funds, but many people with no connection to such crimes have also been affected.

According to the Cyber Crime Investigation Bureau, recent tactics used by scammers have made it harder for authorities to identify fraudulent accounts.

As a result, some small business owners and online sellers have seen their access to funds restricted. This has led to delays in payments, limited transactions, and disruption to daily business activities.

To stop the flow of criminal money, banks have also introduced a daily transfer limit of 50,000 baht (roughly $1,570). These restrictions apply to all customers, not just those under investigation.

The Bank of Thailand has warned that more freezes may be necessary as investigations expand. However, according to the Ministry of Digital Economy and Society, banks can suspend funds for up to three days, and police may extend this to seven while checks are carried out.

DV8 has completed its first capital raise since undergoing a strategic shift toward becoming Southeast Asia’s first crypto treasury company, securing approximately THB 241 million (roughly $7.4 million), according to a filing released July 16.

The funding round closed with a 99.9% warrant exercise rate, marking a critical vote of confidence from existing shareholders in the firm’s long-term Bitcoin-native model.

The raise resulted in 301,491,057 new shares issued from the exercise of DV8-W2 warrants, at an exercise price of 0.80 baht per share. The remaining unexercised warrant total stood at just 345,930 units. DV8 reported a 38% growth in its cash treasury and a 13% increase in yield per share following the round.

Who is DV8?

DV8’s board has previously signaled its intention to replicate Strategy-style corporate finance strategies centered around Bitcoin accumulation and digital asset-backed value creation. The firm’s treasury model is aligned with the broader pivot led by a regional consortium of crypto-focused investors, including Metaplanet, Sora Ventures, Kliff Capital, and others, which recently acquired the Thai-listed electronics and retail company through a voluntary tender offer.

Metaplanet, the Tokyo-based public firm that emerged as one of the world’s largest corporate Bitcoin holders following its own treasury conversion, has become a guiding reference point for DV8’s transition. The Japanese company’s stock rose by over 11,000% across its treasury pivot, reinforcing the appeal of this strategy among firms exploring alternative financial models in Asia.

DV8’s transformation is also driven by a leadership overhaul led by Thai businessman Chatchaval Jiaravanon, known internationally for acquiring Fortune Magazine. His appointment as chairman was part of a broader board reshuffle aimed at repositioning DV8 as a crypto-financial infrastructure firm targeting Southeast Asian markets.

Recent moves by the consortium, such as the acquisition of Seoul-based SGA Co. to support new digital asset ventures, signal coordinated efforts to institutionalize crypto treasury adoption across the region. The investors have highlighted their interest in expanding into the Philippines, Vietnam, Indonesia, and Malaysia by partnering with execution-ready local firms.

DV8 Public Company Limited, a publicly listed firm in Thailand looking to reinvent itself as a Bitcoin Treasury firm, has appointed Thai business magnate Chatchaval Jiaravanon as its new Chairman, according to a July 11 statement shared with CryptoSlate.

Jiaravanon, best known internationally for acquiring Fortune Magazine in 2018, is part of Thailand’s influential Charoen Pokphand Group family.

DV8’s leadership change

His appointment comes amid a broader leadership revamp at DV8 to align the company with emerging crypto-native financial models.

Under his guidance, the firm plans to adopt Bitcoin-centric treasury practices and invest in DeFi, corporate governance innovation, and next-generation digital infrastructure.

DV8 also revealed ambitions to build a crypto-integrated digital banking system that supports long-term financial inclusion and innovation across Southeast Asia.

Meanwhile, Jiaravanon will lead an 11-member board comprising key figures from traditional finance and the Web3 ecosystem.

The new board members include Vichate Tantiwanich, Natavudh Pungcharoenpong, John Riggins, Samuel Coyn Mateer, Henry Elder, and Jason Fang. The group combines deep local business knowledge with international experience in crypto asset management and blockchain development.

This leadership overhaul positions DV8 to become a major player in digital asset strategy and crypto-financial infrastructure.

Notably, Jiaravanon brings relevant experience through his blockchain startup Lightnet, which launched in 2020 to use distributed ledger technology to provide low-cost remittance services for underbanked migrant communities in Southeast Asia.

Meanwhile, the leadership changes follow DV8’s recent acquisition by a strategic consortium that includes several prominent crypto investment groups. The investors include UTXO Management, Sora Ventures, Kliff Capital, Moon Inc., AsiaStrategy, and Mythos Group.

Notably, all the investors involved in the deal have agreed to a 12-month lock-up period. Market observers have described this move as a strong vote of confidence in DV8’s new direction and the broader Thai crypto market.

Fang, founder of Sora Ventures, expressed excitement about Thailand’s potential in the crypto and DeFi space, stating:

A consortium led by the founding forces behind Japan’s Metaplanet, known as the “MicroStrategy of Asia,” announced plans on July 3 to acquire Thailand’s DV8 Public Company Limited through a voluntary tender offer.

The cross-border alliance includes UTXO Management, Sora Ventures, Kliff Capital, Simon Gerovich, Moon Inc., AsiaStrategy, and Mythos Group. The transaction marks a significant move by prominent Bitcoin-focused investors to expand their treasury strategy footprint across Asia.

UTXO Management, co-founded by Tyler Evans and Bitcoin Magazine founder David Bailey, invests in Bitcoin opportunities across public and private markets. Sora Ventures, founded by Jason Fang, is known for backing over 40 companies across the Bitcoin, DeFi, and Web3 sectors.

Kliff Capital, Thailand’s leading alternative asset manager, is also joining the bid. The firm was founded by Annie Yang, formerly of Goldman Sachs and KKR, entrepreneur Tanat Tananivit, and prominent financial strategist Kip Tiaviwat.

Gerovich and Fang have spearheaded the Metaplanet’s Bitcoin-native treasury model. The bid further includes Moon Inc., listed on the Hong Kong Stock Exchange, and AsiaStrategy, a Nasdaq-listed firm investing in Asian public companies with Bitcoin treasury strategies.

Mythos Group, a multi-strategy digital asset holding company active in venture funding and corporate treasury deals, is also part of the acquisition effort.

The proposed acquisition unites institutional investors and Bitcoin treasury leaders from Japan, Hong Kong, Thailand, and the US. It is expected to accelerate the adoption of digital assets within Thailand’s capital markets.

The financial terms of the tender offer were not disclosed.

The case began when two Chinese nationals reported to police in the Mae Sai district that they had lost about 200 million baht (roughly $6.15 million) worth of Bitcoin following a business meeting. The Chiang Rai Provincial Court responded by issuing an arrest warrant on May 16.

Investigators believed Tianwei might try to leave the country, so they alerted airport authorities at Don Mueang. Officers began monitoring departures and waited for him to show up.

Thailand has recently announced plans to introduce a novel initiative that would allow international tourists to spend cryptocurrencies through credit card-linked payment systems.

The ambitious move, announced by Deputy Prime Minister and Finance Minister Pichai Chunhavajira at an investment seminar in Bangkok, is part of the country’s broader efforts to integrate digital assets into its financial infrastructure and modernize its overall economic system.

Facilitating Crypto Adoption for Tourists

Under the proposed scheme, tourists will have the capability to connect their cryptocurrency holdings to credit cards, facilitating local transactions. Merchants receiving payments would continue to obtain funds in Thai baht, thus remaining unaware that cryptocurrencies were initially used.

According to Minister Pichai, the approach is specifically designed to mitigate risks associated with directly using cryptocurrencies in domestic transactions, safeguarding the stability of Thailand’s national currency.

The adoption of crypto spending for tourists aligns with Thailand’s strategic intent to attract tech-savvy international visitors and to position itself as a “forward-thinking, digitally inclusive economy.”

This method, currently being reviewed by the Ministry of Finance and the Bank of Thailand, aims to leverage existing payment infrastructures, thus facilitating easier and immediate integration once regulatory approvals are secured. Implementation is expected to commence following comprehensive infrastructure assessments and the establishment of necessary regulatory frameworks.

Minister Pichai emphasized that the planned system would be straightforward to implement, provided that all supportive technological and regulatory components are strongly established.

The pilot phase will serve as a practical evaluation of the approach, which if successful, could serve as a model for further integration of digital assets within Thailand’s financial ecosystem.

Broader Financial Regulatory Reform

Asides its cryptocurrency initiative for tourists, Thailand is also advancing significant financial regulatory reforms aimed at unifying the regulatory environment for traditional capital markets and the emerging digital asset sector.

Currently, these two financial sectors operate under distinct sets of regulations, and the proposed unification would streamline operations and enhance market clarity.

Additionally, the Thai government is considering modernizing restrictions on institutional investors, allowing major financial entities, such as life insurers and large investment funds, greater access to equity markets and private-sector investments.

This shift represents a considerable move away from current limitations, where institutional investors are largely restricted to safer assets such as government bonds.

The Ministry of Finance is further drafting legislation intended to enhance the enforcement capabilities of the Thai Securities and Exchange Commission (SEC).

Under the new law, the SEC would potentially gain the authority to directly escalate major legal violations to prosecution stages, thereby strengthening overall regulatory oversight and market fairness.

As part of this broader financial evolution, Minister Pichai also introduced the concept of “G-Tokens,” blockchain-based fractional government bonds accessible to retail investors. This initiative aims to improve investment returns for smaller investors and boost Thailand’s international financial profile.
