Two men suspected in the kidnapping and torture of a 28-year-old Italian cryptocurrency investor have pleaded not guilty, while the investigation into their case appears to have expanded to the New York Police Department itself.

New York police had previously arrested William Duplessie, 33, and John Woeltz, 37, on the charges, as well as a third individual, Beatrice Folchi, 24, though her prosecution is being deferred. The victim has not been publicly named.

The men are accused of kidnapping the victim and holding him hostage in a luxury townhouse in Manhattan’s ritzy SoHo neighborhood for more than two weeks. During that time, New York City police say the trio tortured the man, forcing him to take drugs, dangling him from a ledge, urinating on him and electrocuting him in an effort to force him to hand over the private keys to his bitcoin. The alleged perpetrators are accused of making t-shirts of the victim with a crack pipe in his mouth and taking Polaroids of the victim with a gun to his head.

The victim escaped last Friday, grabbing his laptop and getting out of the townhouse and then seeking help from a traffic officer.

Duplessie entered a not-guilty plea to five different charges, including kidnapping with an intent to collect a ransom, kidnapping and causing a physical injury, criminal possession of a loaded firearm, assault with an intent to cause a physical injury with a weapon and unlawful imprisonment, according to the court docket.

Woeltz was charged with kidnapping, assault, unlawful imprisonment and criminal possession of a firearm, and he also pleaded not guilty, according to his court docket.

Two NYPD officers, including a detective assigned to Mayor Eric Adams’ protection detail, worked for both Duplessie and Woeltz in their off-duty hours and have now been placed on modified duty, Bloomberg reported Thursday. A source familiar told CoinDesk that the two officers are not believed to be part of the kidnapping, but rather did security work for the defendants. They may have driven the victim from an airport to the townhouse, but have not been tied to his torture, the source said.

A spokesperson for the NYPD said the matter was “under internal review.”

A spokesperson for the mayor’s office said in a statement that, “Every city employee is expected to follow the law, including our officers, both on and off duty. We are disturbed by these allegations, and as soon as it came to our attention, the officers were placed on modified duty. The investigation is ongoing.”

Authorities in the United States and across Europe have carried out an international operation, known as Operation RapTor, targeting drug sales on hidden online marketplaces.

The operation, announced on May 22 by the US Department of Justice, led to the arrest of 270 people and the recovery of around $200 million in cash and cryptocurrencies.

It focused on online networks where illegal drugs, especially those containing fentanyl, are often bought and sold. The coordinated effort was carried out with the help of Europol and national law enforcement bodies from ten countries, including the US, UK, France, and Brazil.

The US team leading Operation RapTor was part of the Joint Criminal Opioid and Darknet Enforcement (J-CODE) group. It brings experts from different agencies to track down people using the internet to sell illegal opioids.

In many cases, the teams used evidence gathered from online purchases and digital payment records to find those responsible.

Authorities in Paraguay deported three individuals and arrested another in connection with a May 15 attempted robbery at a crypto mining operation in Coronel Bogado, a town and district in Paraguay.

According to statements by prosecutor Irene Rolón made during a May 15 interview on local news outlet Monumental TV, the group allegedly targeted computer servers used in crypto mining and gained unauthorized access to a locked section of the facility.

The incident was discovered after local authorities received a local tip about a secured room within the mining site. Upon opening the door, they encountered four Chinese nationals inside.

Rolón stated that the individuals did not speak Spanish, but authorities could confirm through digital translation tools and documentation that they were from mainland China.

Investigators requested access to the individuals’ passports and discovered that three had entered the country without legal authorization. 

Paraguayan authorities summoned Interpol agents and confirmed that the individuals lacked records of legal entry into Paraguay. The group had reportedly entered through Bolivia and Brazil.

Motive and criminal investigation

Authorities suspect the attempted robbery was part of a broader pattern involving a group that regularly targets high-value electronic equipment. 

The arrested individual was initially hospitalized in critical condition but later transferred to a general ward. Authorities did not reveal the reason behind his hospitalization.

Investigators have not yet been able to conduct a full interview with him to determine the group’s precise objective. Based on preliminary findings, law enforcement officials believe the group aimed to steal the facility’s servers and other computing hardware.

Authorities are working to identify and locate additional individuals linked to the attempted theft. Rolón said the authorities possess preliminary data that may assist in tracking down the remaining suspects.

The criminal investigation remains active, and the Public Ministry is coordinating efforts with Interpol and immigration authorities. 

Unauthorized labor and administrative action

The four individuals told investigators they had been working as programmers for the company operating the mining facility. However, without proper documentation, their employment status remains under investigation.

Rolón also stated that the employer had not yet presented any documentation substantiating the employment relationship. The company’s owner committed to providing the relevant paperwork by May 16.

The prosecutor noted that the expulsion process for the undocumented individuals began immediately after the arrest.

The outcome of ongoing interviews and document review will determine the legal status of the Chinese nationals’ employment and any further charges related to the attempted theft.

Germany’s Federal Financial Supervisory Authority (BaFin) has rejected Ethena Labs’ application to issue asset-referenced tokens under the European Union’s Markets in Crypto-Assets Regulation (MiCAR).

The regulator also raised concerns that the sUSDe may constitute an unlicensed security offering.

According to BaFin’s official notice, the application submitted by Ethena GmbH, a Frankfurt-based entity under Ethena Labs’ corporate structure, exhibited “significant deficiencies” in organizational practices and failed to meet MiCAR requirements concerning asset reserves and capital adequacy. 

BaFin immediately imposed enforceable supervisory measures, including prohibiting further public offerings of the USDe token within Germany, and ordered custodians to freeze the token’s reserve assets.

Notably, some stablecoin issuers have been facing difficulties under the MiCA regulation. Major European exchanges delisted Tether USD (USDT) because they were concerned that the token might be non-compliant. However, authorities have not yet deemed USDT non-compliant.

Ordered to stop USDe issuance

However, under a MiCAR transitional provision, Ethena GmbH continued issuing the token in Germany after applying for authorization on July 29, 2024.

Approximately 5.4 billion USDe tokens are currently circulating, most of which were issued before MiCAR’s effective enforcement and outside of Germany.

BaFin clarified that its actions do not affect USDe’s secondary market trading but temporarily restrict redemptions directly through Ethena GmbH. Since January 2025, Ethena BVI Limited, an affiliated entity based in the British Virgin Islands, has also facilitated the token’s issuance.

Moreover, the regulator appointed a special representative to monitor compliance and noted the potential for additional actions, including a ban on public offerings of associated securities.

Securities offering

Beyond operational shortcomings, BaFin expressed a “sufficiently substantiated suspicion” that the sUSDe token qualifies as a security under German law and has been offered publicly without an approved securities prospectus. 

The sUSDe is a yield-bearing stablecoin acquired by staking USDe. BaFin’s concern stems from the financial structure and alleged profit promise embedded in the sUSDe token, which may trigger regulatory classification as a security.

BaFin’s position introduces a regulatory challenge to hybrid instruments like sUSDe, which combine stablecoin mechanics with yield-generation features. The regulator is actively evaluating whether the public distribution of such instruments requires compliance with securities law, including disclosure and prospectus obligations. 

The outcome of this classification could set a precedent for similar crypto assets in the European Union.

Ethena Labs’ response

In response, Ethena Labs published a statement confirming that it had been informed of BaFin’s decision to reject Ethena GmbH’s MiCAR application.

The company acknowledged the decision in a public statement and said it is “evaluating alternative frameworks” for regulatory compliance.

Ethena added:

“Since its inception, Ethena has been exploring various options and jurisdictions when it comes to regulatory frameworks globally. A MiCAR authorization via Ethena GmbH was one of various options we have been pursuing.”

The firm emphasized that the decision does not impact USDe minting and redemption activities facilitated by Ethena BVI Limited, which services the “vast majority” of users.

The company also denied speculation of an asset freeze, asserting that all reserves remain available. It added that it plans to revise its terms of service in the coming week.

BaFin’s rejection reinforces the increasing scrutiny of stablecoins and synthetic yield instruments operating within or targeting European markets following the implementation of MiCA.

Norwegian authorities have prosecuted four men in connection with a large-scale investment scam that allegedly defrauded investors of NOK 963 million ($86.5 million) between March 2015 and November 2018.

According to Økokrim, Norway’s economic crime agency, the operation worked by encouraging people to buy “product packages” containing digital assets. However, the only money flowing in came from new investors, making it a classic Ponzi scheme.

Prosecutors claim more than NOK 700 million ($62.7 million) was laundered through a Norwegian investment firm before being transferred to accounts in several Asian countries.

The four accused are Norwegian men in their 50s, 60s, and 70s. Three are suspected of collecting money from investors, while the fourth is accused of handling the laundering process.

Among the accused is Terje Hvidsten, a former art dealer with previous fraud convictions. Another suspect, Dag Hætta Eriksen, also has a criminal record related to fraud and corruption. The remaining two suspects include a 52-year-old from Romerike, who denies any wrongdoing, and a 70-year-old former lawyer accused of laundering funds.

The scheme operated under different names, including Crypto888 Club, Octa Partners, and Nano Club. Each rebranding introduced a new cryptocurrency—OctaCoin, NanoCoin, and Ormeus Coin.

State Prosecutor Joakim Ziesler Berge described the case as a serious and widespread fraud, stating that “a great many victims in many countries have lost their money, and significant sums have ended up with the defendants”.
