Paxos has agreed to pay $48.5 million to settle with New York’s financial regulator over issues linked to its partnership with Binance

and weaknesses in how it handled anti-money laundering checks.

The New York Department of Financial Services (NYDFS) announced the deal on August 7.

As part of the agreement, Paxos will pay a $26.5 million fine and spend another $22 million to improve its internal compliance systems.

The regulator found that Paxos failed to properly review its relationship with Binance and allowed around $1.6 billion to move through its Binance USD (BUSD) stablecoin in suspicious transactions.

NYDFS Superintendent Adrienne A. Harris stated:

Regulated entities must maintain appropriate risk management frameworks that correspond to their business risks, which include relationships with business partners and third-party vendors.

In February 2023, NYDFS ordered Paxos to stop issuing BUSD. The US Securities and Exchange Commission (SEC) also sent a Wells Notice to Paxos.

The letter claimed that the company had broken securities laws by offering an unregistered asset through its partnership with Binance. However, the SEC dropped the notice in 2024 and did not follow through with charges.

Still, NYDFS claimed that Paxos failed to meet know your customer (KYC) requirements, which are meant to ensure that businesses understand who they are dealing with.

Recently, the SEC reached a settlement with Huynh Tran Quang Duy, the founder of MyConstant. What does the agreement include? Read the full story.

Indonesia Slaps Higher Crypto Taxes, Drops VAT for Buyers https://earlybirdsinvest.com/indonesia-slaps-higher-crypto-taxes-drops-vat-for-buyers/ https://earlybirdsinvest.com/indonesia-slaps-higher-crypto-taxes-drops-vat-for-buyers/#respond Wed, 30 Jul 2025 14:19:55 +0000 https://earlybirdsinvest.com/indonesia-slaps-higher-crypto-taxes-drops-vat-for-buyers/

Indonesia will introduce a new set of tax rules for digital assets starting August 1.

The updated regulations bring higher taxes for those who sell or mine crypto, while buyers will no longer have to pay value-added tax (VAT).

The Ministry of Finance announced two new rules, No. 50/2025 and No. 53/2025, on July 28. These changes are part of the government’s effort to improve how crypto transactions are taxed.

One major change is the increase in income tax on sales made through local crypto platforms. The rate has gone up from 0.1% to 0.21%. For trades made on overseas exchanges, the tax rises from 0.2% to 1%.

The VAT on mining services has been raised from 1.1% to 2.2%. Additionally, a 0.1% special income tax that applied to mining will be removed starting in 2026. After that, miners will need to follow the general rules for either personal or corporate income tax.

According to Regulation 50/2025, miners who are registered as taxable businesses are treated like retail traders. Those who do not meet the required standards could face penalties under the country’s tax laws.

At the same time, the government is removing VAT from some types of crypto transactions. Transfers of digital assets that are treated similarly to securities will no longer be taxed under VAT rules.

According to a report by CNBC Indonesia, Finance Minister Sri Mulyani Indrawati stated that these updates are meant to provide clearer rules and keep up with changes in the crypto market.

Meanwhile, the Hong Kong Monetary Authority (HKMA) recently finalized new rules for stablecoin issuers. What do these rules cover? Read the full story.

Turkey’s Ministry of Treasury and Finance is tightening regulations on crypto asset service providers in a bid to clamp down on illicit financial activities. According to the Ministry, digital asset platforms must now collect and verify more detailed information about user transactions.

This information includes obtaining a written explanation of at least 20 characters describing the purpose of each transfer, along with verifying the origin of funds involved.

Per AA, the government believes this measure will enhance transparency and help identify suspicious activity earlier in the transaction process.

Turkey Impose Withdrawal Restrictions to Disrupt Illicit Flows

In a major shift, the new regulation imposes a delay on crypto asset withdrawals. Any crypto purchased, exchanged, or deposited will be subject to a 48-hour waiting period before it can be withdrawn.

For new users making their first withdrawal, the waiting period will extend to a minimum of 72 hours. Authorities believe these delays will reduce the ability of criminal actors to quickly transfer illicit funds outside the system before they are detected or blocked.

Stablecoins are also under scrutiny in the new regulatory framework. The Ministry will impose a daily transfer cap of $3,000 and a monthly limit of $50,000 for these digital assets.

These restrictions are designed to prevent the rapid movement of large sums of money that may be connected to illegal betting, fraud, or other criminal proceeds.

However, platforms that fully comply with the travel rule, which requires collecting identifiable information about both sender and receiver will be allowed to operate with limits twice as high.

While the regulations are strict, the Ministry emphasized that they do not aim to stifle legitimate activities within the crypto space. Treasury and Finance Minister Mehmet Şimşek stated that transactions linked to market making, liquidity provision, and arbitrage will be permitted without restriction.

Notably, the Ministry issued a clear warning to platforms that fail to comply with the new rules. Sanctions may include administrative penalties, financial fines, or even the denial or cancellation of operational licenses.

Turkey Continues to Tighten Crypto Legal Framework

The latest enforcement actions build on Turkey’s broader regulatory overhaul published on March 13, 2025, through amendments to Capital Markets Law No. 6362. These changes placed crypto platforms under the oversight of the Capital Markets Board (CMB).

Two communiqués, III-35/B.1 and III-35/B.2 set out new rules for platform structure, capital requirements, internal audits, and customer protection. Platforms must be joint-stock companies with minimum capital and approved management.

Aside from this, they are also required to conduct proof-of-reserve audits, partner with CMB-approved custodians, and maintain separate accounts for user funds.

Additional rules govern asset listings, conflict of interest policies, risk disclosures, and dispute resolution processes to enhance user safety and platform transparency.

Prior to then, Turkey introduced tighter crypto rules in February 2025 to strengthen anti-money laundering (AML) compliance and align with global standards. Announced in the last week of 2024, the regulations require crypto service providers to collect user identification for transactions over 15,000 lira (about $425).

Modeled after the EU’s MiCA framework, the rules aim to curb money laundering and terror financing, as Turkey’s presence in global crypto markets continues to grow.

Court Slaps My Big Coin: Founders Hit With $25.8M Penalty for Defrauding Crypto Investors https://earlybirdsinvest.com/court-slaps-my-big-coin-founders-hit-with-25-8m-penalty-for-defrauding-crypto-investors/ https://earlybirdsinvest.com/court-slaps-my-big-coin-founders-hit-with-25-8m-penalty-for-defrauding-crypto-investors/#respond Sun, 15 Jun 2025 00:14:50 +0000 https://earlybirdsinvest.com/court-slaps-my-big-coin-founders-hit-with-25-8m-penalty-for-defrauding-crypto-investors/

A Massachusetts federal court has ordered My Big Coin Pay, Inc. and My Big Coin, Inc., along with individuals Mark Gillespie of Michigan and John Roche of California, to collectively pay nearly $25.8 million in penalties and restitution to the Commodity Futures Trading Commission (CFTC).

The ruling was issued on Wednesday by the US District Court for the District of Massachusetts and stems from a long-running digital asset fraud scheme involving the fraudulent sale of a virtual currency known as My Big Coin (MBC).

The court’s decision includes a $19.3 million civil monetary penalty and an additional $6.4 million in restitution for customers who were deceived by misleading claims about the coin’s value and backing.

According to the CFTC’s official press release, from January 2014 to June 2017, the defendants falsely promoted MBC as a fully functional digital currency backed by gold and actively traded on established platforms. In reality, the currency lacked any such support or market presence.

Over $6 million was collected from at least 28 customers under pretenses, while the funds were largely misappropriated by co-defendant Randall Crater, who was previously convicted and sentenced to more than eight years in prison for his central role in the scheme.

The court’s latest order resolves the commodities regulator’s civil enforcement claims against Gillespie, Roche, and the two Nevada-based My Big Coin companies. It also imposes a permanent trading ban on the defendants, barring them from participating in any CFTC-regulated markets or registering with the agency.

Crater, the primary orchestrator of the fraud, was earlier sentenced in a separate criminal case and ordered to forfeit and repay more than $7.6 million

In a statement, the agency said.

“The CFTC cautions that orders requiring repayment of funds to victims may not result in the recovery of any money lost because the wrongdoers may not have sufficient funds or assets. The CFTC will continue to fight vigorously for the protection of customers and to ensure the wrongdoers are held accountable.”

Block Inc., the company behind the Cash App platform, has agreed to pay $40 million to settle claims brought by New York state regulators.

The New York Department of Financial Services (NYDFS) said the fine came after an investigation into how the company handled rules around anti-money laundering (AML) and cryptocurrency transactions.

According to Bloomberg, which reviewed the regulator’s consent order, NYDFS found several issues with how Cash App was run. The report said Block failed to properly check the background of its users and did not take enough steps to review risky Bitcoin

Block said it worked with NYDFS to resolve concerns linked to how Cash App used to handle compliance. However, the company did not admit it broke any rules.

Bloomberg noted that the two sides had been working on a settlement since 2024, based on documents filed with the US Securities and Exchange Commission (SEC).

The company, created by Jack Dorsey in 2009, continues to perform well despite the regulatory issues. At the end of 2024, Block reported a 4.5% increase in revenue compared to the previous year, which reached $6.03 billion.

Block’s payment systems processed $61.95 billion in the same period, a 10% increase in total volume. This growth shows the company’s services remain in high demand.

Meanwhile, CLS Global, a company that provides liquidity in crypto markets, was recently fined over $428,000 and banned from operating in US crypto markets. Why? Read the full story.
