Treasury Secretary Scott Bessent’s endorsement of dollar-pegged stablecoins creates a pathway for up to $34 trillion to flow into decentralized finance protocols such as Ethena, Ether.fi, and Hyperliquid.

Arthur Hayes reported in his Aug. 27 blog post that Bessent aims to redirect capital from the $13 trillion Eurodollar system and $21 trillion in Global South retail deposits into stablecoin infrastructure that purchases Treasury bills.

Yet, he said that this strategy addresses two problems: the Treasury’s inability to track Eurodollar flows and the need for price-insensitive buyers of government debt.

The plan leverages US social media platforms as distribution channels for stablecoin adoption. Meta’s WhatsApp could deploy crypto wallets to billions of users worldwide, enabling seamless transactions with stablecoins while bypassing local banking systems.

DeFi protocols positioned for “secular rise”

Stablecoin issuers must invest deposits in Treasury bills to maintain dollar parity, creating guaranteed demand for government debt.

Tether earns a net interest margin of 4.25% to 4.5% by holding T-bills, while paying no interest on USDT tokens. This business model scales directly with deposit growth, providing Bessent with price-insensitive buyers for short-term government securities.

Bessent can weaponize dollar dominance to force compliance with the adoption of stablecoins.

One example mentioned by Hayes is threatening to exclude foreign banks from Federal Reserve swap lines during financial crises. This move would push Eurodollar deposits toward US-regulated stablecoin platforms.

In the case, Hayes projects a total stablecoin circulation of $10 trillion by 2028. In this scenario, he argued that three protocols are poised for a “secular rise.”

The first is Ethena, which operates the synthetic dollar system USDe to generate yields by shorting crypto derivatives against long positions. As of press time, Ethena had $12.4 billion in total value locked (TVL) in the protocol.

Road to 25% market share

The analysis forecasts that USDe could achieve a 25% market share of total stablecoins, potentially reaching a supply of $2.5 trillion.

Hayes also mentioned Ether.fi. The protocol offers stablecoin spending through Visa-powered debit cards, allowing users to spend their crypto anywhere Visa is accepted.

The platform earns revenue at a ratio comparable to JPMorgan’s 1.78% fee-to-deposit ratio and can also capture decent value in the expansion of the US dollar-pegged stablecoin market.

The third protocol mentioned in the post is Hyperliquid. The protocol dominates decentralized perpetual trading, with a 63% market share.

In addition, Hayes cited that Hyperliquid processes daily volume representing 26.4% of the total stablecoin supply in trading activity.

Considering his $10 trillion prediction, the way these three protocols interact with stablecoins could heavily benefit them and their native tokens.

Commerce Secretary Howard Lutnick announced the Department of Commerce will begin issuing GDP and other economic statistics on blockchain during a White House cabinet meeting on Aug. 26.

Positioning the technology as a government-wide data distribution tool, Lutnick told President Donald Trump:

“The Department of Commerce is going to start issuing its statistics on the blockchain, cause you [Trump] are the crypto president, and we are going to put the GDP on the blockchain so people can use the blockchain for data distribution.”

Lutnick said the Commerce Department plans to make blockchain-based statistics “available for the entire government” while working through implementation details.

The announcement represents the most prominent federal blockchain deployment under the Trump administration’s crypto-friendly policies.

Existing federal programs

The Commerce initiative builds on existing blockchain pilots across federal agencies.

Treasury tested a grant distribution system using blockchain to track drawdowns with automatic reconciliation and audit trails, though it never launched publicly.

The Commodity Futures Trading Commission operates a pilot program evaluating tokenized collateral and stablecoin-based financial transactions in regulated markets.

At the same time, the Small Business Administration has evaluated blockchain for monitoring fraud and performance metrics in loan programs, according to Government Accountability Office reports.

The Department of Defense and Homeland Security are exploring the use of blockchain for parts tracking, supply chain authentication, and digital documentation.

The Navy and the Defense Logistics Agency collaborate with SIMBA Chain to track high-value parts through blockchain ledgers, thereby reducing manual data entry in defense supply chains.

Customs and Border Protection previously ran blockchain trials to verify intellectual property data on imports and spot counterfeit goods.

Congressional support

The blockchain push aligns with pending congressional legislation. The “Deploying American Blockchains Act of 2025,” sponsored by Rep. Kat Cammack and passed by the House on June 23, moved to the Senate on June 24.

The bill directs the Secretary of Commerce to promote US competitiveness in blockchain deployment and applications.

The legislation would establish a Commerce Department Blockchain Deployment Program and create advisory committees that include federal agencies, private sector representatives, and blockchain infrastructure operators.

The program would examine how federal agencies can benefit from distributed ledger technology while addressing concerns related to cybersecurity and regulatory compliance.

The Commerce Department’s GDP blockchain initiative represents the latest federal commitment to distributed ledger technology for core government functions.

U.S. Treasury Secretary Scott Bessent is calling for a review of the central bank’s operations as Federal Reserve Chair Jerome Powell faces mounting pressure to resign.

In a new interview with Bloomberg Television, Bessent says that the Federal Reserve is in need of deeper scrutiny as its budget and operations have expanded over the years.

Bessent’s comments come as President Donald Trump has said he hopes Powell quits and has also considered attempting to remove him, all while slamming the Fed chair for not cutting interest rates.

“The President has said he is not going to fire Chair Powell. I was somewhat surprised that [economist] Mohamed El-Erian came out and said that [Powell should resign]. And what I’ve come out and said is that I believe that it would do Chair Powell a favor, and he would be doing the institution a favor, if he did an internal review, separate monetary policy from everything else.

And this is something that [economist and former U.S. Secretary of the Treasury] Larry Summers and I agree on, is this mission creep from the Fed is endangering their independence of monetary policy, all these other things that they’re engaging in could threaten monetary policy.

It is a big, sprawling institution. The central budget for the board is up 4x since 2004, and every institution needs to examine themselves.”

Bessent also says he’d support Powell overseeing the agency’s review, despite the criticism he’s facing.

“It could be a committee. It could be a group. They could invite outside experts in. The Bank of England after the 2022 rate hike shock went back and did a very good examination of what went wrong with monetary policy that brought in outside experts. I think an internal review would be a good start. And if the internal review didn’t look like it was serious, then maybe their could be an external review.”

US Treasury Secretary Scott Bessent says digital assets may create a $2 trillion demand for US Treasuries in the coming years.

In an appearance before a Congressional House Committee Tuesday morning focused on the international financial system, Bessent says the US should take a global leadership role on digital assets.

“We believe that the United States should be the premier destination for digital assets, and, as members of this committee and the Senate are attempting to do, create good market structure around that so that US best practices are used around the world.”

He also says that the crypto market may give US Treasuries a massive demand boost.

“Digital assets are an important source of innovation that can drive usage of the US dollar around the world, as with stablecoin legislation. There is speculation that there may be up to $2 trillion of demand over the next few years for US government securities from digital assets.”

Last month, veteran macro investor Luke Gromen explained that Bitcoin (BTC) can influence demand for US Treasuries. According to Gromen, a Bitcoin bull market typically increases demand for dollar-pegged crypto assets known as stablecoins.

Stablecoin issuers such as Tether and Circle predominantly rely on Treasury bills to back their coins on a 1:1 basis. As of December 2024, Tether has invested over $94.47 billion in T-bills to back USDT. Circle owns $22.047 billion worth of T-bills as of February of this year to back its stablecoin, USDC.

Meanwhile, two stablecoin bills making their way through Congress, the STABLE Act of 2025 and the GENIUS Act of 2025, require issuers to invest in T-bills and other real-world assets to back their coins.

The Trump administration’s exemption on tariffs for electronics may be short-lived.

Commerce Secretary Howard Lutnick said Sunday that the White House’s decision to exempt items like smartphones, computers, and other consumer electronics from steep tariffs earlier this month was only temporary.

A new set of duties focused on semiconductors is expected within “a month or two,” he said.

“All those products are going to come under semiconductors, and they’re going to have a special focus type of tariff to make sure that those products get reshored,” Lutnick said during an interview on ABC’s This Week.

The goal, he added, is to encourage chip and flat panel production in the U.S. and reduce dependence on Asian manufacturing. The clarification follows a bulletin from U.S. Customs and Border Protection released late Friday bringing a temporary exemption for a range of key electronics from the reciprocal tariffs President Donald Trump announced earlier this month.

However, Lutnick emphasized that those same items would soon be swept up under a more targeted policy aimed at “national security” industries like semiconductors and pharmaceuticals.

“We need to have chips, and we need to have flat panels — we need to have these things made in America,” Lutnick said.

The price of bitcoin dropped roughly 1% on headlines reporting on Lutnick’s words, before recovering back to the $84,000 mark. The wider crypto market, measured by the CoinDesk 20 (CD20) index, is down roughly 1.6% in the last 24-hour period.
