A federal judge has kept the July 14, 2025, jury date on the calendar. 

Advocacy groups file brief for Pertsev

In the Netherlands, Coin Center and the DeFi Education Fund lodged an amicus brief supporting Tornado Cash coder Alexey Pertsev’s appeal of his money laundering conviction. The filing argues that immutable smart contract code is a neutral tool and that holding developers liable would chill open-source innovation. 

Pertsev’s case already drew a $1.25 million Ethereum Foundation grant on February 26 that carried the same “privacy is normal, and writing code is not a crime” message seen in Storm’s funding drive.

Dutch agents arrested Pertsev in Amsterdam on August 10, 2022, two days after the US Treasury sanctioned Tornado Cash. 

Judges tried him on March 25 and 26, 2024, and sentenced him to 64 months for facilitating the laundering of roughly $1.2 billion on May 14. He left prison under electronic monitoring on February 7, 2025, while his appeal proceeds in s-Hertogenbosch. 

OFAC delisted Tornado Cash smart contract addresses on March 21 after an appeals court ruled the immutable code could not be sanctioned as property. The removal eased token restrictions but did not end the parallel criminal cases against the developers.

US Vice President JD Vance on May 28 said Operation Chokepoint 2.0 is “dead,” using his address at the 2025 Bitcoin Conference in Las Vegas to declare the end of federal regulatory actions that targeted the crypto sector and the beginning of legislative support for this industry.

Vance said the President Donald Trump administration has ended what he described as the “weaponization of federal regulations” against digital assets and stated that such policies would not return. He added:

“Let my words today serve as [Operation Chokepoint 2.0’s] obituary. We reject the Biden administration’s legacy of death by a thousand enforcement actions.”

Operation Chokepoint 2.0 is a term used by crypto advocates to describe a pattern of actions by banking regulators allegedly aimed at limiting access between the crypto industry and the US banking system. 

Vance highlighted that the Trump administration had removed Gary Gensler from the chair of the US Securities and Exchange Commission (SEC) and pledged to continue removing officials with similar enforcement strategies.

He said:

“We reject regulators, and we fired Gary Gensler. We’re going to fire everybody like him.”

‘Operation Chokepoint 2.0’ is dead

In the same speech, Vance called for a legislative approach to crypto policy, stating that the administration aims to secure the role of digital assets, particularly Bitcoin, within the US financial system. 

He said:

“We want our fellow Americans to know that digital assets, and particularly Bitcoin, are part of the mainstream economy and are here to stay.”

Furthermore, Vance endorsed efforts in Congress to pass a comprehensive market structure bill for crypto and warned that failure to enact regulatory clarity would risk pushing the $3 trillion industry offshore. 

He added that the best way to ensure that crypto is part of the mainstream economy is through legislation that propels the value represented by Bitcoin and other cryptocurrencies.

The Vice President also referenced the GENIUS Act, saying the legislation aims to expand the use of dollar-pegged stablecoins and mandate transparency requirements. 

He also argued that stablecoins do not threaten the US dollar’s status but instead serve as a “force multiplier” to extend its global reach.

Bitcoin adoption and economic framing

Vance estimated that 50 million Americans already own Bitcoin and said that number could double in the near future. Additionally, he placed Bitcoin within the context of broader economic and political themes, framing its adoption as a hedge against different scenarios. 

He stated: 

“Crypto is a hedge against bad policymaking from Washington, no matter what party is in control. It is a hedge against skyrocketing inflation, which has eroded the real savings rate of Americans over the last four years.”

He also criticized what he described as ideological discrimination in the private financial sector, suggesting that decentralized networks protect Americans from viewpoint-based restrictions on access to finance.

The speech further solidified the Trump administration’s shift toward pro-crypto policymaking, aligning federal executive priorities with a legislative agenda focused on stablecoin regulation, market structure clarity, and the integration of digital assets into the traditional financial system.

Securities and Exchange Commission Chairman Paul Atkins called for a sweeping modernization of US crypto asset policy, outlining a three-part strategy to overhaul regulations for issuance, custody, and trading.

He made the statement during his keynote address at the SEC Crypto Task Force’s latest roundtable on May 12, which covered tokenization and its potential to upgrade capital markets.

Atkins likened the shift to blockchain-based securities to the music industry’s digital transformation, arguing that “on-chain” assets could revolutionize capital markets just as MP3s reshaped audio distribution.

The SEC’s top priority under Atkins will be crafting a “rational regulatory framework” tailored to digital asset markets, breaking away from years of unpredictable enforcement that discouraged innovation.

He promised that policymaking would now occur through formal channels rather than ad-hoc actions, reaffirming his recent statements.

According to Atkins:

“It is a new day at the SEC.”

Three-pronged reform plan

Atkins laid out an ambitious reform agenda focused on enabling compliant crypto asset issuance, expanding legal custody options, and modernizing trading frameworks.

He noted that only a handful of projects have successfully registered offerings through traditional SEC pathways, pointing to outdated disclosure forms and legal uncertainty as major barriers.

To address this, the regulator will consider exemptions, safe harbors, and disclosure guidance more suitable for digital-native assets. He emphasized that interim staff guidance remains temporary, and full Commission rulemaking is needed to establish enduring standards.

On custody, Atkins endorsed the rollback of Staff Accounting Bulletin No. 121, which had imposed restrictive treatment of crypto holdings. He called for broader clarity on what qualifies as a “qualified custodian” and said custody rules should evolve to reflect self-custody solutions and emerging best practices in the industry.

For trading, Atkins voiced support for allowing broker-dealers to offer integrated services, including crypto and non-crypto assets, under unified platforms. He also raised the possibility of conditional exemptive relief to allow novel products that may not yet fit within existing rules.

Cementing US leadership

Echoing President Donald Trump’s call to make America the “crypto capital of the planet,” Atkins warned that if the SEC fails to adapt, innovation will migrate offshore.

He praised Commissioners Mark Uyeda and Hester Peirce for co-leading the newly formed Crypto Task Force, which aims to break down internal siloes and fast-track guidance across the agency.

Throughout the address, Atkins highlighted the need for rules that protect investors while supporting innovation. He emphasized that fraud enforcement remains a priority, but the SEC’s approach will return to its “original intent” to police violations of established obligations rather than making policy through enforcement.

In recent months, exchanges like Bithumb have sought to boost trading volumes by offering their clients commission-free trading for limited periods.

These promotions have proved enormously popular among South Korean traders, with Lee’s camp possibly taking note.

Candidates Courting Younger Voters?

Money Today reported that analysts think Lee is trying to win over younger voters by making manifesto pledges about “issues that are very important to young people.”

Lee has been relatively quiet on crypto-related policy matters in the lead up to June’s poll. May 6’s comments are the first time he has spoken about his crypto stance on the campaign trail.

Skeptics will likely cast a cautious eye on the two candidates’ comments. Hanguk Kyungjae noted that Lee’s Democratic Party pledged to green-light crypto spot ETFs ahead of last year’s legislative elections. The newspaper wrote:

“Although the party won a landslide victory in the election, there has been no significant progress made on the matter since then.”

Lee promised to build a “society that gives opportunities to young people.” He added: “A society that neglects young people will only regress.”

Recent opinion polls put Lee around 20 percentage points ahead of Kim, with almost 50% of popular support.

Earlier this month, CZ pledged 150 BNB (around $100,000) to help victims of the now-defunct LIBRA meme coin—only to end up receiving more crypto than he gave.

Zhao’s donation came in response to a campaign started by a college student named EnHeng, who raised $50,000 to support over 40,000 investors impacted by LIBRA’s collapse.

The Solana-based token, promoted by Argentina’s President Javier Milei, briefly soared to a $4 billion market cap before crashing by 91%, wiping out billions in investor funds.

After Zhao publicly shared his donation wallet, crypto contributions poured in, surpassing his initial donation.

“When you give money away, you get more back,” CZ quipped on X.

However, he made it clear he would not keep any of the additional funds, promising to redirect them to other meme coin victims, including those scammed by TST and Broccoli—named after his dog.

Zhao emphasized his actions should not be seen as an endorsement of any meme coins.

Meanwhile, President Milei is under investigation in Argentina for his role in promoting LIBRA, which is now at the center of a growing legal scandal involving fraud, insider trading, and investor deception.

Binance co-founder Changpeng “CZ” Zhao is donating 500 BNB (BNB) each to Thailand and Myanmar following a 7.7 magnitude earthquake that caused severe damage to buildings and widespread flooding.

Zhao plans to distribute the funds through Binance and Binance Thailand if a third-party onchain donation platform cannot be found to distribute the disaster relief funds.

“I hope everyone is safe in Thailand,” the Binance founder wrote in a March 28 X post before announcing the contributions to both countries affected by the earthquake.

According to The Guardian, at least 144 people are confirmed to have died as a result of the catastrophic earthquake as first responders in both countries continue rescue efforts to free people trapped under rubble.

Disaster strikes Myanmar and Thailand

The earthquake struck on March 28 at approximately 1:20 PM local time. The epicenter of the earthquake was approximately 10 miles from Mandalay — the second-largest city in Myanmar.

The death toll in both countries is expected to rise as relief efforts continue, with 732 individuals reportedly injured as a result of the earthquake.

Myanmar’s junta chief Min Aung Hlaing has called upon any country willing to help with the disaster relief efforts to provide any aid it can.

Crypto donations amplify aid during times of crisis

The cross-border efficiencies, low transaction costs, and near-instant settlement times of cryptocurrencies make digital assets an ideal medium for disaster relief funds.

Following a 7.8 magnitude earthquake that impacted Turkey and Syria in February 2023, philanthropist Haluk Levent began collecting crypto disaster relief donations.

The Giving Block, a company that works with nonprofit organizations to facilitate crypto donations, also used crypto to raise funds for the victims of the Maui wildfires in 2023 and managed to give over $1 million to the relief effort.

More recently, in January, The Giving Block started an emergency relief fundraiser for those impacted by the California wildfires in Los Angeles and the surrounding areas.

At the time of this writing, the organization has raised over $1 million for the California wildfire relief fund.
