A Philippine lawmaker has introduced a measure that would require the central bank to build a strategic Bitcoin reserve, marking one of the most ambitious crypto policy proposals in Southeast Asia.

Representative Migz Villafuerte filed the “Strategic Bitcoin Reserve Act” in June, calling for the country’s central bank, Bangko Sentral ng Pilipinas (BSP), to purchase 2,000 Bitcoin (BTC) annually over five years.

At current prices, the plan would cost more than $1.1 billion and establish a 10,000 BTC reserve locked in trust for at least two decades.

Bid for financial security

The proposal outlines a “Bitcoin Purchase Program” that would make the BSP a long-term holder of the digital asset. The reserve would be barred from being sold or transferred except in cases of retiring government debt.

Villafuerte described Bitcoin as a modern strategic asset that could diversify the nation’s balance sheet and enhance financial security, likening it to digital gold.

The measure would also require the central bank to introduce a proof-of-reserves system, with quarterly public disclosures detailing holdings, transactions, and custody arrangements.

Global context

If enacted, the Philippines could surpass El Salvador’s 6,276 Bitcoin holdings and rival Bhutan, which owns about 10,565 coins.

El Salvador has led global adoption since declaring Bitcoin legal tender in 2021, while Bhutan’s sovereign investment arm has quietly accumulated large reserves.

At current levels near $116,850 per coin, the Philippines’ proposed reserve would represent a substantial sovereign commitment to Bitcoin, positioning the country among the world’s largest state-level holders.

The bill faces congressional debate in the months ahead as policymakers weigh the risks and potential benefits of tying a portion of the nation’s financial future to the volatile crypto market.

Bitcoin (BTC/USD) is back in the spotlight, trading above $116,000 as multiple global catalysts shape its future. US Federal Reserve Chair Jerome Powell’s rate cut hint has brought optimism, the Philippines is proposing a $1.1 billion Bitcoin reserve and Taiwan’s $72 million crypto crackdown has boosted regulatory trust.

Together, these developments highlight the maturing role of Bitcoin in global finance—both as a hedge and a growth asset. With technical charts also pointing to a potential breakout, traders now eye the path toward $130,000 with renewed confidence.

Taiwan’s $72M Crypto Laundering Case Boosts Market Trust

Taiwanese prosecutors have charged 14 individuals in what they call the country’s largest crypto money laundering case, worth around $72 million. Led by Shi Qiren, the group used unregistered exchanges “CoinW” and “CoinThink Technology” to scam over 1,500 people.

They deposited funds into machines, converted to foreign currency, bought USDT and then moved the money out.

Authorities seized millions in cash, luxury cars, and Bitcoin holdings. Prosecutors are pushing for a $39 million asset seizure, while CoinW denied involvement.

While the case exposed risks in loosely regulated markets, investors view the crackdown as a step toward stronger regulatory trust—likely supportive for Bitcoin in the long run.

Powell’s Jackson Hole Signal Fuels Crypto Rally

Federal Reserve Chair Jerome Powell reignited optimism during his Jackson Hole speech, hinting at an upcoming rate cut. He noted that shifting conditions may “call for adjusting policy,” leading markets to assign a 90% probability of a September reduction.

Bitcoin surged from $112,000 to above $114,700 within minutes, with Ethereum jumping 7% to $4,600. Altcoins including Solana, Dogecoin, and XRP all posted 6%+ gains. Investors had sold heavily earlier in the week but Powell’s dovish comments turned sentiment around.

Rate cuts have historically driven liquidity driven rallies across crypto and traders expect this to be no different.

Philippines Eyes 10,000 BTC National Reserve

Another major development came from Manila. Lawmakers in the Philippines have introduced a bill to create a 10,000 BTC strategic reserve worth $1.1 billion at current prices. The plan would see the Bangko Sentral ng Pilipinas purchase 2,000 BTC annually for five years, holding the coins in trust for 20 years.

Representative Migz Villafuerte framed Bitcoin as “digital gold,” arguing it would strengthen financial security. If approved, the Philippines’ holdings would rival Bhutan’s 10,565 BTC and exceed El Salvador’s 6,276 BTC, a move seen as a strong bullish signal by traders betting on institutional adoption.

Bitcoin Price Prediction – Technical Outlook

The short-term Bitcoin price prediction seems neutral as BTC’s chart below is shaping into a battleground between buyers and sellers.

After sliding into a descending channel in mid-August, BTC has bounced sharply from $112,000 support, reclaiming the 50-period EMA at $115,578. Price briefly tested $117,000, marking an attempt to break the channel’s upper boundary.

A completed harmonic pattern between $124,450 and $105,150 underscores the recent swings. Candlestick action near support produced a bullish hammer, followed by green candles that could evolve into a three white soldiers formation if momentum sustains. RSI has recovered to 55, while MACD shows a bullish crossover with a widening histogram—both reinforcing a constructive outlook.

If Bitcoin clears $117,000 and sustains above $119,000, upside targets emerge at $121,800 and $124,400. A breakout would likely push to $127,500 and possibly $130,000 in the coming months. On the downside $113,500 and $112,000 are key supports.

BTC Potential Trade Setup

A cautious entry above $116,200 with a stop under $112,000 aligns risk and reward. If confirmed BTC could rally to $124,400 and then $130,000 as bullish momentum builds into 2025.

Philippines turns to Polygon to secure government records on blockchain https://earlybirdsinvest.com/philippines-turns-to-polygon-to-secure-government-records-on-blockchain/ https://earlybirdsinvest.com/philippines-turns-to-polygon-to-secure-government-records-on-blockchain/#respond Fri, 01 Aug 2025 06:33:27 +0000 https://earlybirdsinvest.com/philippines-turns-to-polygon-to-secure-government-records-on-blockchain/

The Philippine government has officially launched a blockchain-based system to verify government documents on the Polygon network as part of a broader initiative to modernize public services and improve trust in state-issued records, local media reported on July 31.

The new platform, introduced on July 30 by the Department of Budget and Management (DBM), allows users to confirm the authenticity of documents like Special Allotment Release Orders and Notices of Cash Allocation by referencing cryptographic hashes stored on the Polygon blockchain.

The hashes serve as tamper-proof identifiers, enabling real-time validation without exposing confidential information.

The rollout comes amid rising concern over the misuse of artificial intelligence in document forgery. Officials say the system is designed to address these challenges while enhancing accountability in how public funds are allocated.

“This initiative is part of our broader commitment to integrating secure, emerging technologies into governance,” said Maria Francesca Montes Del Rosario, DBM undersecretary, during the launch event. The department partnered with Bayanichain, a local blockchain firm, to develop and deploy the infrastructure.

The announcement coincided with a temporary disruption on the Polygon network, caused by a technical issue with its Heimdall consensus layer. While core block production remained intact, several public-facing services, such as block explorers, briefly failed to display network activity.

Despite the timing, government officials confirmed the launch proceeded uninterrupted. The blockchain validation system is now accessible through an official portal that allows users to scan QR codes or enter reference codes tied to budget documents. The system checks the code against the blockchain to confirm the document’s integrity.

The Philippines joins a growing list of countries experimenting with blockchain for public record-keeping. However, the network hiccup highlights the importance of stability and redundancy when state infrastructure relies on decentralized platforms operated by third parties.

US Treasury sanctions Philippines tech firm over aiding $200 million pig butchering spree https://earlybirdsinvest.com/us-treasury-sanctions-philippines-tech-firm-over-aiding-200-million-pig-butchering-spree/ https://earlybirdsinvest.com/us-treasury-sanctions-philippines-tech-firm-over-aiding-200-million-pig-butchering-spree/#respond Sun, 01 Jun 2025 04:35:01 +0000 https://earlybirdsinvest.com/us-treasury-sanctions-philippines-tech-firm-over-aiding-200-million-pig-butchering-spree/

The US Treasury Department imposed sanctions on Funnull Technology Inc., a Philippines-based tech firm accused of facilitating hundreds of thousands of online crypto investment scams known as “pig butchering,” which defrauded American victims of over $200 million.

The Office of Foreign Assets Control (OFAC) also designated Liu Lizhi, a Chinese national and administrator of Funnull, for his role in overseeing operations that provided critical infrastructure for the scams, including IP address leasing, domain generation, and web hosting services used by cybercriminals.

Deputy Treasury Secretary Michael Faulkender said:

“Today’s action underscores our focus on disrupting the criminal enterprises, like Funnull, that enable these cyber scams and deprive Americans of their hard-earned savings.”

Funnull is linked to the majority of virtual currency scam websites reported to the FBI, with US victims averaging losses of more than $150,000 each. Officials say many of these crimes go unreported, suggesting the true toll is likely far greater.

Sophisticated scams

According to the May 29 release, the firm operated by bulk-purchasing IP addresses from global cloud providers and leasing them to scammers, who used them to host investment scam websites that mimic legitimate trading platforms.

Funnull also offered tools like domain generation algorithms (DGAs) and pre-built website templates to make these operations appear more credible and evade takedowns.

According to Treasury officials, Funnull even embedded malicious code into legitimate websites, rerouting users to fraudulent investment pages and online gambling sites. Some of these redirection schemes have been tied to Chinese money laundering operations.

Liu Lizhi allegedly maintained detailed documentation of Funnull’s personnel, tracking their performance and task assignments, which included allocating domains to support phishing, gambling, and crypto fraud platforms.

Pig butchering scams, first spotlighted by the Treasury’s Financial Crimes Enforcement Network (FinCEN) in 2023, are largely operated by Southeast Asian crime syndicates using trafficked labor.

Scammers use fake identities and emotionally manipulative storylines to build trust with victims, eventually persuading them to invest through fraudulent crypto platforms. Once the victim refuses to contribute more, the scammers cut off contact and disappear with the funds.

These schemes have evolved in sophistication, now often involving custom-built websites that appear legitimate and display fake investment returns. Funnull’s technology, including domain-spamming software and rapid infrastructure switching, enabled scammers to scale and persist across jurisdictions despite enforcement efforts.

Dismantling infrastructure behind crypto fraud

The May 29 designation was issued under Executive Order 13694, as amended by E.O. 14144, which targets foreign cyber-enabled activities that threaten US national security and economic stability.

All of the firm’s property and interests in property within US jurisdiction are now blocked, and Americans are barred from engaging in transactions with them.

The move was coordinated with the FBI, which also issued a cybersecurity advisory outlining Funnull’s technical infrastructure and urging the public to report suspected scam activity via its Internet Crime Complaint Center (IC3).

Treasury officials emphasized that these sanctions aim to penalize offenders and signal the US commitment to maintaining a secure and legitimate digital asset ecosystem.

Entities violating these sanctions face potential civil or criminal penalties. OFAC reminded financial institutions and others that transactions with designated individuals or entities may expose them to enforcement actions under strict liability standards.

While the sanctions are a significant step, OFAC noted that the goal is not merely punishment but to incentivize behavioral change and offer a pathway for removal from the Specially Designated Nationals (SDN) list if compliance is demonstrated.

The action marks a continued escalation in the US government’s crackdown on cyber-enabled financial fraud and underscores its intent to hold digital crime enablers accountable.

A technology company based in the Philippines has been sanctioned by the US Treasury for allegedly supporting the operation of thousands of fraudulent cryptocurrency websites.

The firm, known as Funnull Technology, and its alleged operator are officially blacklisted.

According to the Treasury’s Office of Foreign Assets Control (OFAC), Funnull played a major role in setting up websites that trick people into sending over their crypto. These sites often resemble legitimate investment platforms, but they are clones designed to steal funds.

OFAC said in a 29 May statement that Funnull bought large numbers of internet addresses from cloud providers and sold them to scam operators, which helped them build and maintain these fake platforms.

As part of the sanctions, Liu Lizhi, a Chinese citizen who managed Funnull’s operations, has been added to OFAC’s list of blocked individuals.

Under the new restrictions, anyone in the US is banned from working with or handling assets connected to Funnull or Liu if they control more than half of the company or property involved.

Two crypto wallet addresses tied to Funnull were also sanctioned. Chainalysis, a blockchain firm, reported that these wallets likely received payments from cybercriminals. Chainalysis added that these addresses are linked to a system that includes services for buying and managing domain names used in scams.

On May 20, US regulators filed a lawsuit against Unicoin, a crypto investment firm, and three of its senior executives. What happened? Read the full story.

Parallel TCG Mobile Debuts in the Philippines https://earlybirdsinvest.com/parallel-tcg-mobile-debuts-in-the-philippines/ https://earlybirdsinvest.com/parallel-tcg-mobile-debuts-in-the-philippines/#respond Thu, 27 Mar 2025 14:41:50 +0000 https://earlybirdsinvest.com/parallel-tcg-mobile-debuts-in-the-philippines/

Parallel TCG has officially launched its mobile version on Android—starting with the Philippines.

This rollout marks the game’s first step into mobile gaming and is part of a broader effort to make the title more accessible worldwide. The release delivers the full Parallel experience in a format optimised for smartphones, allowing players to build decks, choose factions, and battle others.

Feedback from local players is expected to shape updates and feature refinement.

Gameplay Overview

At its core, Parallel TCG is a turn-based strategy game where players select one of five “Parallels”—futuristic factions that represent alternate versions of humanity after a global disaster.

Each faction offers a distinct playstyle, card pool, and strategic philosophy. Players construct 40-card decks using units, effects, and relics to outsmart opponents and reduce their health to zero.

Gameplay centres on managing an energy resource system and reacting to an evolving battlefield. With each turn, players make critical decisions about which cards to play and when to strike. The result is a layered, tactical experience that rewards foresight and adaptation.

What’s next for Parallel?

The mobile version brings the full game experience to Android devices, retaining all of the competitive mechanics seen in the desktop release. Developers say the client has been carefully optimised to deliver smooth performance and intuitive touch controls without compromising strategic depth.

In addition to portability, the team behind Parallel plans to introduce mobile-only events, seasonal ladders, and social features that support more flexible gaming sessions. Pre-registration for the mobile version opened earlier this month, with thousands of users signing up ahead of launch.

The Philippine launch signals the beginning of a gradual global rollout, with additional regions expected to gain access to the mobile client in the weeks ahead. Whilst no exact dates have been announced, the team has committed to providing updates on iOS availability and broader market access soon.
