The US Securities and Exchange Commission (SEC) is shifting its approach to handling crypto-related cases.

In a conversation with the Financial Times on September 15, SEC Chair Paul Atkins shared plans to move away from the past strategy of launching enforcement actions without warning.

Atkins explained that companies working with digital assets will be given an initial heads-up if the agency identifies technical rule breaches.

Instead of surprising firms with legal action, Atkins said the commission will issue a preliminary notice before taking any steps. He told the FT:

You can’t just suddenly come and bash down their door and say uh-uh, we caught you, you’re doing something and it’s a technical violation.

He also criticized past SEC actions that lacked consistency and clear legal backing. Atkins noted that many felt the agency’s earlier decisions were unpredictable and not based on past rulings.

Describing the former approach as one where the SEC “would shoot first and then ask questions later”, he said that a more thoughtful process is being introduced. Under the new method, firms may have several months to address concerns before any official action is taken.

Additionally, Atkins pushed back against the idea that most crypto tokens should be considered securities. He stated that many do not fall under the same rules as traditional financial instruments.

These platforms, described as “super-apps“, would be able to provide various services within a single framework while offering options for how users store their digital assets.

The proposed changes fall under the SEC’s Project Crypto, a program designed to modernize financial rules for digital markets. According to Atkins, the groundwork has already been laid by the President’s Working Group on Digital Asset Markets.

He noted that this new direction would avoid burdening businesses with overlapping or unnecessary rules.

He added that the SEC’s job is not to create hurdles but to offer guidance that makes it easier for honest businesses to grow. Atkins stressed that only the amount of regulation needed to protect users should be applied.

Furthermore, Atkins acknowledged the European Union’s approach as a possible model. He stated that the MiCA framework provides a comprehensive set of rules for digital assets.

To close his remarks, Atkins called for more international cooperation. He noted that working together can help countries build markets that are safer, more accessible, and more open to innovation.

Minnesota Governor Tim Walz has activated the National Guard in response to a crippling cyberattack that struck the City of Saint Paul, the state’s capital, on Friday.

The city is currently working with local, state, and federal partners to investigate the attack and restore full functionality, and says that emergency services have been unaffected.

However, online payments are currently unavailable, and some services in libraries and recreation centers are temporarily unavailable.

“While many city services remain available, some may be temporarily delayed or disrupted due to limited system access. We appreciate your patience and understanding as we work to bring systems fully back online,” the city says.

The attack has persisted through the weekend, causing widespread disruptions across the city after affecting St. Paul’s digital services and critical systems.

“St. Paul officials have been working around the clock since discovering the cyberattack, closely coordinating with Minnesota Information Technology Services and an external cybersecurity vendor. Unfortunately, the scale and complexity of this incident exceeded both internal and commercial response capabilities,” reads an emergency executive order signed on Tuesday.

“As a result, St. Paul has requested cyber protection support from the Minnesota National Guard to help address this incident and make sure that vital municipal services continue without interruption.”

​The decision to deploy cyber protection support from the Minnesota National Guard comes at the city’s request, after the cyberattack’s impact exceeded St. Paul’s incident response capacity.

This will ensure the continuity of vital services for Saint Paul residents, as well as their security and safety while ongoing disruptions are being mitigated.

“We are committed to working alongside the City of Saint Paul to restore cybersecurity as quickly as possible,” Governor Walz said on Tuesday.

“The Minnesota National Guard’s cyber forces will collaborate with city, state, and federal officials to resolve the situation and mitigate lasting impacts.”

Minnesota’s capital city has a population of over 311,000 and is the state’s second-largest city, after Minneapolis.

A key goal under Atkins is to give the crypto market more certainty by setting clear standards around how tokens are issued, stored, and traded. He stressed that these rules are important for protecting investors, especially when it comes to helping them avoid scams.

When asked by Senator Chris Coons whether crypto exchanges should be allowed to handle both digital assets and traditional securities, Atkins did not give a direct answer.

In one of his first speeches since becoming chair of the US Securities and Exchange Commission (SEC) in April, Paul Atkins addressed some of the regulatory concerns around the cryptocurrency industry.

In prepared remarks for a May 19 speech, Atkins said it was a “new day” for the crypto industry under the current leadership of the SEC. He suggested that the financial regulator would be more open to “adapt to and accommodate new developments” while still abiding by its statutes.

“The crypto markets have been languishing in SEC limbo for years,” said Atkins, adding:

“While I have directed Commission staff across our policy Divisions to begin drafting rule proposals related to crypto, the staff continue to ‘clear the brush’ through staff-level statements.”

Even before Atkins stepped into the role of SEC chair, the commission’s actions under Donald Trump suggested that it would radically depart from the direction of former chair Gary Gensler. In 2025, the SEC has dropped several investigations and enforcement actions against crypto companies and issued guidance on memecoins and security tokens.

“As I begin my tenure as Chairman, I can tell you that we are getting back to our roots of promoting, rather than stifling, innovation,” said Atkins. “The markets innovate, and the SEC should not be in the business of telling them to stand still.”

Looking to Congress for market structure

Atkins’ remarks came as US lawmakers considered draft legislation to establish a regulatory structure for crypto markets. The proposed bill, moving through the House of Representatives, could clarify the roles the SEC and Commodity Futures Trading Commission (CFTC) have in overseeing and regulating digital assets.

Until the legislation passes Congress and is signed into law, the SEC’s rules and guidelines over crypto could face pushback from affected parties.

The SEC chair has given opening remarks and overseen the commission’s roundtable events, discussing regulatory issues surrounding digital assets and blockchain. The next event, scheduled for June 9, will cover decentralized finance.

JPMorgan Chase just issued a market update, warning sentiment and macroeconomic data do not support a sustained recovery for stocks.

Mislav Matejka, the head of global and European equity strategy at JPMorgan, says investors appear to be overly bullish on US equities despite elevated recession risks and trade uncertainty, reports Investing.com.

Last month, JPMorgan raised the odds of a global recession from 40% to 60% amid President Trump’s trade war.

Matejka says that, unlike in the past, US stocks are no longer a “good place to hide in” during an economic downturn.

“The actual recession could still be avoided, but if one were to come through, the views by many that it is already in the price could prove to be too optimistic.”

Matejka supports his bearish stance on the S&P 500 by pointing out that US equities are expensive, trading at 21x forward earnings, while growth expectations are too high to account for a potential recession. He also warns the Fed is poised to hold interest rates steady amid mounting inflation expectations, even as the economy shows signs of cracking.

Billionaire Paul Tudor Jones appears to echo JPMorgan’s outlook. In a new CNBC interview, Tudor Jones warns that Trump’s tariffs and a hawkish Fed could drag the stock market below its 2025 low of 4,835 points.

“For me, it’s pretty clear. You have Trump who’s locked in on tariffs. You have the Fed who’s locked in on not cutting rates. That’s not good for the stock market. We’ll probably go down to new lows…

There are taxes, like the largest tax increase since the [1960s]. So you can take 2 to 3% off growth and then you got the Fed who’s, unless they got really dovish and really, really cut, you’re probably going to new lows. And then when we’re at new lows, the hard data will start to follow and it will probably create the Fed to move, create Trump to move and then we’ll get some kind of rally after.”

As of Friday’s close, the S&P 500 is trading at 5,659.

Newly sworn-in SEC Chairman Paul Atkins called for a comprehensive overhaul of the agency’s regulatory framework for crypto, warning that outdated rules and enforcement-heavy policies have stifled innovation for years.

Speaking at the SEC’s third crypto task force roundtable in Washington, D.C., Atkins said the current regulatory environment “badly needs attention,” pointing to the urgent need for a “rational, fit-for-purpose framework” that can foster responsible innovation while safeguarding investors.

Atkins said in his opening remarks:

“Innovation, unfortunately, has been stifled for the last several years due to market and regulatory uncertainty that unfortunately the SEC has fostered.”

Atkins, who officially assumed office earlier this week after being nominated by President Donald Trump and confirmed by the Senate, used his first major public appearance to deliver a sharp critique of the SEC’s previous leadership under former Chair Gary Gensler.

Under Gensler, the agency pursued an aggressive “regulation by enforcement” approach, filing lawsuits against major crypto firms including Coinbase and Binance.

Turning the page

During Gensler’s leadership, the SEC launched high-profile lawsuits against digital asset firms, arguing many tokens qualified as unregistered securities. However, under interim chair Mark Uyeda, the agency began rolling back several enforcement actions.

Atkins said the SEC would continue gathering insights through a series of roundtables organized by its crypto task force to build a more coherent regulatory framework. The ongoing “Know Your Custodian” roundtable is the third of five planned sessions focused on shaping crypto custody guidelines and investor protections.

Returning to the SEC for his third term after previously serving as a commissioner from 2002 to 2008, Atkins positioned himself as a staunch advocate for innovation and market modernization.

A former Wall Street executive and entrepreneur, he is recognized for his deregulatory philosophy and pro-crypto stance, offering a stark contrast to the previous administration’s more confrontational approach toward the industry.

Atkins said that his top priorities as the agency’s 34th chairman include facilitating capital formation, maintaining fair and orderly markets, and protecting investors, while ensuring the US remains the best and most secure place for investment and entrepreneurship.

New mandate

Atkins pledged to collaborate with Congress, fellow commissioners, industry participants, and the Trump administration to draft clear and workable rules for the digital asset sector.

He stressed that entrepreneurs building blockchain solutions to modernize the financial system “deserve clear regulatory rules,” emphasizing that market ambiguity hinders economic growth and innovation.

The SEC’s crypto roundtables, spearheaded by Commissioner Hester Peirce, are intended to gather industry insights to inform future policymaking.

During the April 25 session, participants focused on crypto custody issues and whether existing rules under the Exchange Act, the Investment Advisers Act, or the Investment Company Act need to be revised to accommodate blockchain technology’s unique features.

Atkins praised Peirce for her “principled and tireless advocacy for common-sense crypto policy,” calling her “certainly the right person to lead the effort” to create a comprehensive regulatory framework for the industry.

Newly-confirmed United States Securities and Exchange Commission (SEC) Chair Paul Atkins is slated to speak at the agency’s upcoming crypto roundtable on Friday, the organization announced on April 23.

New SEC Chair To Give Opening Remarks At Roundtable

Titled “Know Your Custodian: Key Considerations for Crypto Custody,” the federal regulator is set to kick-off the roundtable with opening remarks from Atkins, Crypto Task Force Chief of Staff Richard Gabbert, and Commissioners Hester Peirce, Mark Uyeda, and Caroline Crenshaw.

Friday’s roundtable marks the third in a series launched by the SEC’s newly-established Crypto Task Force which seeks to develop a “comprehensive and clear regulatory framework for crypto” by collaborating with the public “to set the SEC on a sensible regulatory path.”

The event will be held at SEC headquarters in D.C. from 1-5 p.m. and will feature Etana Custody Inc. CEO Brandon Russell, 1kx General Counsel Larry Florio, and others

“It is important for the SEC to grapple with custody issues, which are some of the most challenging as we seek to integrate crypto assets into our regulatory structure,” said Peirce, leader of the Crypto Task Force. “We look forward to hearing from experts on these important issues.”

SEC Shifts Crypto Regulatory Course

The latest SEC task force stands in opposition to the agency’s previous regulation-by-enforcement approach toward the digital asset sector under former head Gary Gensler.

However, the regulator has pulled back on its enforcement strategy in recent months, dropping litigation against several crypto industry mainstays such as Kraken, Coinbase, and more.

Paul Atkins, who was formally sworn in as SEC chair on Tuesday, is largely seen as a crypto-friendly choice to lead the agency.

“A top priority of my chairmanship will be to provide a formal regulatory foundation for digital assets,” Atkins said during his swearing-in on Tuesday.

“Through a rational, coherent, and principled approach, we will work to ensure that the United States is the best and most secure place in the world to do business,” he added.

Paul Atkins has taken the oath to formally become chairman of the U.S. Securities and Exchange Commission, which returns Mark Uyeda to his previous role as a Republican Commissioner after three busy months of service as the agency’s stand-in chief.

Atkins permanently replaces the former chair, Gary Gensler, who the crypto industry had widely seen as its chief antagonist in the U.S. government. But Uyeda and fellow Commissioner Hester Peirce have already put the SEC on a path toward greater acceptance of digital assets, forming a crypto task force, shedding a long list of industry enforcement actions and gathering industry representatives at a series of crypto roundtables. The agency’s staff also released statements announcing various corners of crypto as outside its securities jurisdiction.

The new chairman said he’s honored by the “trust and confidence” Trump and the U.S. Senate placed in him and is pleased to start work with the other commissioners.

“Together we will work to ensure that the U.S. is the best and most secure place in the world to invest and do business,” he said in a statement.

Atkins, who was confirmed by the Senate as President Donald Trump’s nominee earlier this month, had previously served as an SEC commissioner and ran a Washington consulting firm focused on compliance and policy matters. In addition to his Wall Street ties, Atkins had also taken on advisory roles with crypto firms.

The Senate easily approved Atkins with a 52-44 vote, though the Senate Banking Committee had advanced his confirmation along party lines. All the panel’s Democrats opposed the nominee, including Senator Elizabeth Warren, who criticized Atkins’ previous tenure at the SEC from 2002 to 2008, tying it to the 2008 global financial crisis.

The SEC is facing a considerable crypto agenda, potentially made more complicated by Trump’s personal business interests in the industry, including in World Liberty Financial’s stablecoin and in memecoins (such as the president’s own $TRUMP). Its eventual crypto regulations, though, will largely be directed by future legislation that’s now a priority in Congress.

Atkins’ tenure will begin with an incomplete commission, with just four of its five members in place. And the sole Democrat — Caroline Crenshaw — is occupying an already expired term. The White House hasn’t yet moved to fill the two Democratic slots on the commission, and other regulators have seen Trump attempt to strip Democratic members of their positions.

Paul Atkins has stepped into his new role as the head of the US Securities and Exchange Commission (SEC), following his confirmation by the Senate.

The vote, which ended with 52 in favor and 44 against, cleared the way for him to be sworn in on April 21.

Atkins returns to the SEC with previous experience, having served as a commissioner between 2002 and 2008. In an April 21 announcement, he stated that he looks forward to working with the SEC’s staff to support its goals, including protecting investors, keeping markets running smoothly, and helping companies raise funds.

The confirmation process was delayed for a time while Atkins submitted additional financial information. This was partly due to his marriage into a wealthy family, which added more details to his disclosures. These included investments in Anchorage Digital, a crypto custody firm, and Securitize, a platform for blockchain-based assets.

He also reported a stake of up to $5 million in Off the Chain Capital, an investment firm focused on digital assets.

Atkins, who founded the financial consulting firm Patomak Global Partners in 2009, said he will step down from that position within three months. His combined assets and those of his wife are estimated at $327 million, which makes him one of the wealthiest people to lead the SEC.
