Vox Editor-in-Chief & Publisher Swati Sharma announced that senior correspondent Joshua Keating has been named a 2025 Outrider Fellow, joining a distinguished cohort of journalists supported by the Outrider Foundation.

The fellowship, in partnership with Journalism Funding Partners, includes a grant to fund Keating’s continued reporting on the evolving relationship between artificial intelligence (AI) and nuclear weapons.

As part of the fellowship, Keating will report a series of stories on the intersection of nuclear weapons and AI over the next year, and will work with Vox’s Today, Explained podcast team to produce an episode connected to one of his stories. Future story topics will explore whether the automated battlefield could go nuclear, how AI could be used to fight a nuclear war, and what happens when we introduce AI to the world’s most powerful computer for nuclear weapons.

Keating will also cover news on the nuclear beat as it arises. His work will seek to illuminate the potential risks posed by emerging technologies, how world powers are responding, and what this means for the future of global stability.

“Eighty years ago, the invention of nuclear weapons transformed armed conflict and international relations in ways that were little anticipated at the time. AI could have a similarly profound impact today,” Keating said. “I’m very excited to spend the year exploring the connections between these two transformational technologies, telling unexpected and surprising stories, and separating the genuine threats from the hype.”

Keating is a senior correspondent at Vox covering foreign policy and world news with a focus on the future of international conflict. He has previously worked as a writer and editor at Slate, Foreign Policy, Grid, and The Messenger.

He is the author of the 2018 book, Invisible Countries: Journeys to the Edge of Nationhood, an exploration of border conflicts, unrecognized countries, and changes to the world map. His work has appeared in publications including the Washington Post, the New York Times, The Atlantic, The Guardian, and Politico. He has reported from Russia, China, Iraq, Somalia, and Haiti, among other countries.

Paolo Ardoino, the chief executive officer at stablecoin giant Tether, has taken to his account on social media giant X (formerly known as Twitter) to talk Bitcoin with the vast crypto community.

In particular, he gave them food for thought by revealing one of Bitcoin’s key virtues.

Ardoino praises Bitcoin as it top $122,000

In his recent tweet, the CEO of Tether praised Bitcoin, stating that BTC means stability and certainty in an unstable market and economic environment.

“Bitcoin is certainty,” the Tether CEO tweeted.

Over the weekend, the world’s largest cryptocurrency demonstrated impressive price growth, adding roughly 5% and rising from $116,450 to slightly above the $122,000 mark. The surge took place after U.S. President Trump signed an executive order, allowing 401(k) retirement funds to expand their investments to risky assets, including Bitcoin and altcoins.

By now, BTC is down 1.84% from that local peak and is changing hands at $119,930.

Wyoming has shortlisted layer one blockchains Solana (SOL) and Aptos (APT) as the main candidates for running the state’s proposed stable token idea.

The Wyoming Stable Token Commission (WYST) is a proposed virtual currency representative of and redeemable for one US dollar held in a trust by the state of Wyoming.

In a post on the social media platform X, Aptos says that the state is looking to use either chain with Layer Zero infrastructure to deploy a potential stablecoin.

“The Wyoming Stable Token Commission has placed Aptos as the highest-scoring blockchain candidate for WYST – the first fiat-backed stablecoin issued by a US State  – tying for 1st place with Solana.

WYST will be deployed using Layer Zero… 

Aptos is making borderless, always-on finance a reality today with three native USD stablecoins & $30 billion+ in monthly stablecoin volume, supported by sub-second finality and near-zero transaction fees at [around] $0.00055.

Last year, Wyoming Governor Mark Gordon said he would push for the adoption of a “transparent” stablecoin fully backed by the state’s short-term Treasury holdings.

“One of the big things for me is to be able to bring back onshore a lot of our debt because if it’s bought by treasuries and supported by Treasurys, it will help to stabilize that market to a degree…

[What] is clear to me is that digital assets are going to have a future. The United States has to address this issue. Washington’s being a little bit stodgy, which is why Wyoming, being a nimble and entrepreneurial state, can make a difference.”

According to the latest Multipolitan Crypto Friendly Cities Index, Ljubljana, the capital of Slovenia, has officially been ranked the most crypto-friendly city in the world.

This might come as a surprise, considering a city in the Balkans has beaten out tech giants like Zurich and Hong Kong. However, a report by the South China Morning Post has stated that Ljubljana’s rise is likely the result of years spent building a strong digital economy rooted in decentralized finance and blockchain technology.

Although Slovenia’s capital is known for its hundreds of crypto-accepting businesses, this isn’t what sets Ljubljana apart from other crypto-friendly cities like Zurich, Hong Kong, Abu Dhabi, and Singapore. Based on the report, cities were evaluated on tax policies, wealth concentration, regulation, and digital infrastructure.

Besides this, the city is also credited for its sense of normalcy around digital assets. For example, using crypto to pay for a coffee or a hotel stay feels no different than tapping a debit card.

In a major win for Pakistan’s cryptocurrency market, Changpeng Zhao (CZ), the co-founder and former CEO of Binance, the world’s largest crypto exchange, has been appointed as a strategic adviser to the Pakistan Crypto Council (PCC). 

Binance Co-Founder To Boost Crypto Innovation

The announcement was made by the finance ministry on Monday, following Zhao’s meetings with key PCC members, including Federal Minister for Finance Muhammad Aurangzeb, who chairs the council, and CEO Bilal Bin Saqib. 

According to local media reports, Changpeng Zhao also held discussions with the Prime Minister and Deputy Prime Minister of Pakistan during his visit to Islamabad over the weekend.

The PCC, established by the government just last month, aims to create a regulatory framework for cryptocurrency trading, a move intended to attract international investment. 

Although cryptocurrencies such as Bitcoin (BTC) are not officially regulated in Pakistan, they are not illegal either. Since January 16, 2021, the State Bank of Pakistan has not authorized any entities to conduct transactions involving virtual currencies, coins, or tokens.

“This is a landmark moment for Pakistan; we are sending a clear message to the world: Pakistan is open for innovation,” Senator Muhammad Aurangzeb stated during the announcement. 

The Senator emphasized that with Binance’s former CEO on board, the council aims to accelerate its vision of positioning Pakistan as a regional leader in Web3, digital finance, and blockchain technology.

Zhao’s Vision For Pakistan

As a strategic adviser, Zhao will reportedly provide key guidance on various aspects, including regulation, infrastructure development, education, and the adoption of cryptocurrencies. 

His role will involve close collaboration with both the Pakistani government and the private sector to create a compliant, inclusive, and globally competitive crypto ecosystem.

Zhao highlighted the potential of Pakistan in terms of cryptocurrency growth, stating, “Pakistan is a country of 240 million people, over 60 percent of whom are under the age of 30. The potential here is limitless.”

Despite his recent legal challenges—having stepped down as Binance CEO and reached a $4.3 billion settlement with US authorities over anti-money laundering violations—Zhao remains one of the most influential figures in the crypto industry. 

As of January 2025, Forbes estimates his net worth at approximately $66.6 billion, making him the second-richest Canadian and the 24th richest person in the world.

Zhao’s career in cryptocurrency began in 2013 as part of the team that developed Blockchain.info. He later served as Chief Technology Officer for OKCoin before launching Binance in July 2017. 

Within just eight months, Binance became the world’s largest cryptocurrency exchange by trading volume, a feat accomplished after raising $15 million through an initial coin offering (ICO).
