A senior official at the U.S. Department of Justice knew the crypto audience in Wyoming had fresh software developer convictions on its mind when he told them on Thursday that his department doesn’t want to go after digital assets software developers who don’t have money-laundering intentions.

Matthew Galeotti, acting assistant attorney general in the DOJ’s criminal division, made those assurances at an event hosted by the new crypto group American Innovation Project, drawing vigorous applause.

“The department will not use federal criminal statutes to fashion a new regulatory regime over the digital asset industry,” he said. “The department will not use indictments as a lawmaking tool. The department should not leave innovators guessing as to what could lead to criminal prosecution.”

He added that “merely writing code without ill intent is not a crime.”

Those sentiments arrive against the backdrop of a couple of recent courtroom developments in which U.S. prosecutors won convictions against crypto developers. Most prominently, Tornado Cash developer Roman Storm was found guilty of running an unlawful money transmitting business.

That followed closely on the heels of a plea agreement involving the developers behind Samourai Wallet pleading guilty to conspiracy to operate an unlicensed money transmitting business — a significantly lesser charge to what they’d originally faced.

Galeotti directly addressed concerns about that specific criminal code they were all convicted under. He said the DOJ wouldn’t use it in crypto cases unless prosecutors have “evidence that a defendant knew of the specific legal requirements and willfully violated it.”

He said new charges won’t be pressed under that code in cases in which “software is truly decentralized and solely automates peer-to-peer transactions, and where a third party does not have custody and control over user assets.”

An April memo issued by Deputy Attorney General Todd Blanche had set out the stance of the department under the leadership appointed by U.S. President Donald Trump. It noted the national cryptocurrency enforcement team had been disbanded and said the DOJ would take a careful approach to crypto cases after the previous administration “created a particularly uncertain regulatory environment around digital assets.” Despite the Blanche memo, the Southern District of New York (SDNY) pressed forward with their cases against Storm and the Samoruai Wallet developers.

“Developers of neutral tools with no criminal intent should not be held responsible for someone else’s misuse of these tools,” Galeotti said at the Thursday event, the first held by the AIP that was launched this week. “If a third party’s misuse violates criminal law, then that third party should be prosecuted, not the well-intentioned developer.”

The protection of crypto software developers has been a central lobbying point for the industry in its negotiations with lawmakers and regulators in Washington. The crypto market structure legislation currently moving through Congress has included protections of such developers, though the final version isn’t yet set in the Senate.

“The fact that the DOJ acknowledged that software developers should not be held responsible for third parties’ misuse of their code affirms what we have been advocating for years,” said Amanda Tuminelli, executive director of the DeFi Education Fund, in a statement after Galeotti’s remarks. “Let’s celebrate this as a moment of progress and remember that there is still more work to be done to change the law permanently.”

A bank employee is pleading guilty to stealing from the lender’s customers and lying to conceal her guilt, according to the US Attorney’s Office for the Eastern District of Virginia.

The Eastern District says Truist Bank employee, Ahshah Dior Martin, stole $195,000 from at least 70 Truist Bank accounts.

Martin started gathering banking information on her would-be victims in 2023 after improperly accessing the bank’s computer systems.

“Then, she initiated fraudulent debits and withdrawals from these accounts for her own benefit. For instance, Martin repeatedly initiated payments from customer bank accounts to a child support payment processor, through which Martin paid herself.”

The victims Martha stole from while working at Truist Bank were diverse and comprised of both individuals and entities, according to the Eastern District. They included “multiple churches, a children’s museum, an eye tissue bank non-profit organization, manufacturing and construction companies, a small business making customized holsters, and the North Carolina Wing of the Civil Air Patrol.”

Truist Bank fired Martin in April of 2024 but she frustrated efforts by the eighth-largest US bank by total assets to retrieve the computer she had been issued at work.

“To conceal her wrongdoing and prevent the return of her Truist laptop, Martin faked her own death. On April 17, 2024, in response to an email from Truist asking for the computer, Martin responded, “Sorry to inform you, she has passed away.””

The former Truist Bank employee spent the money she stole on “cosmetic products, clothing, travel expenses, dining, and at a hookah bar,” the Eastern District says.

Martin faces up to three decades in prison. She will be sentenced in November.

The crypto exchange Gemini has accused the Commodity Futures Trading Commission (CFTC) of conducting a lengthy and unfair legal campaign against the company.

Instead of focusing on protecting markets or investors, the team allegedly attempted to secure a major case that would garner attention. Gemini noted that this led to unnecessary legal action that wasted time and taxpayer money.

Gemini explained that the case started from a report filed by a former employee who had been let go and wanted revenge. They described the report as false and said it was full of misleading claims, which should not have formed the basis of a government investigation.

At the center of the dispute is a 2022 lawsuit brought by the CFTC. In that case, the agency said Gemini had given incorrect or incomplete information to regulators in 2017. The topic was the company’s Bitcoin

An Iranian man is pleading guilty to being the mastermind behind the Robbinhood ransomware scam.

According to a recent press release by the U.S. Department of Justice (DOJ), 37-year-old Sina Gholinejad of Iran has pleaded guilty to participating in a hack of multiple cities across the US, causing widespread disruption and tens of millions of dollars in losses.

Authorities say that in January 2019, Gholinejad and his co-conspirators gained and maintained illegal access to the victims’ computers, stealing sensitive data and uploading the Robbinhood malware, which in turn would take over a victim’s PC, encrypt its files, and attempt to extort crypto assets out of them in exchange for the release of the data.

Gholinejad and his team would then attempt to launder the stolen funds through crypto mixing services and chain-hopping and hide their identities using advanced methods.

As stated by Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, in the press release,

“The ransomware attack against the City of Baltimore forced the city to take hundreds of computers offline and prevented the city from performing basic functions for months.

Gholinejad’s conviction reflects the Criminal Division’s commitment to bringing cybercriminals who target our cities, healthcare system, and businesses to justice no matter where they are located. There will be no impunity for these destructive attacks.”

Other cities affected included Greenville, North Carolina, as well as Yonkers, New York, and Gresham, Oregon.

Gholinejad is scheduled to be sentenced in August and could face a maximum penalty of up to 30 years behind bars.

The US Department of Justice is said to be closing down the National Cryptocurrency Enforcement Team (NCET), according to a memo reviewed by Fortune.

The memo states that the shutdown is effective right away and is being carried out in response to an executive order signed by President Donald Trump in January.

The note, dated April 8, was written by Deputy General Todd Blanche and points to a shift in approach under President Trump.

Blanche, who now holds a senior position at the DOJ, previously served as President Trump’s lawyer in several legal matters, including cases tied to classified documents and the 2020 election. In the memo, he explained:

The Department of Justice is not a digital assets regulator. However, the prior Administration used the Justice Department to pursue a reckless strategy of regulation by prosecution.

The NCET was launched in October 2021 while Joe Biden was in office. Deputy Attorney General Lisa Monaco said at the time that the group’s goal was to target platforms that allowed criminals to move or hide illegal funds.

She noted that the unit was created to better target the financial networks that support such activity and to stop wrongdoers from benefiting from it.

In a March 21 post on X, BitBoy had disclosed that an arrest warrant is out for him over his emails to Cobb County, Georgia Superior Court Judge Kimberly Childs while acting as his own attorney. He further claimed that the judge deleted her X account because of him.

BitBoy Was Earlier Arrested in 2023

This is not the first time that BitBoy has been arrested. In September 2023, he was arrested by the police while live-streaming on YouTube. He was on his way to confront a former colleague Carlos Diaz in a quest to retrieve his Lamborghini, but the police detained him midway. The police had also found illegal narcotics in his vehicle.

In April 2023, when Armstrong was part of a class-action lawsuit, he was called in by the judge to address his harassment of the plaintiffs’ counsel. The plaintiff’s lawyer had claimed that Armstrong harassed the legal team with vulgar phone calls, voicemails, text messages and social media posts suggesting threats.

In the agreement, Andriunin also accepts that forfeiting the funds does not clear any other penalties or debts he may owe to the US government. This includes fines, restitution, or any other financial obligations that could arise from the case.

A letter from the US Attorney for the District of Massachusetts, Leah Foley, further clarifies that this deal only applies to Andriunin and the prosecutors involved. It does not prevent other federal, state, or local authorities from taking action against him.

Additionally, the letter states that the court is not required to follow the sentencing recommendations set in the plea deal. Andriunin will not be able to withdraw his guilty plea if the final sentence differs from his expectations.

A Bank of America insider is pleading guilty to boosting a global money laundering conspiracy that aided drug traffickers and other illegal businesses, according to the U.S. Department of Justice (DOJ).

The DOJ says former Bank of America employee Rongjian Li was a member of a money laundering and drug trafficking outfit headed by Jin Hua Zhang.

According to prosecutors, Li used his position at the bank from 2021 through 2022 to help the criminal organization open several accounts.

Zhang’s organization then used the BofA accounts, some of which were registered using forged passports, to launder illicit funds.

“As part of his involvement, when the bank’s financial auditing systems flagged or froze accounts for suspicious activity, Li helped Zhang circumvent the bank’s anti-money laundering protocols and move illicit funds elsewhere.

In addition, Li was observed sitting next to Zhang at a dinner in New York, where Zhang discussed the different fee percentages he charged various criminal groups for drug trafficking and scams.”

Zhang’s organization is believed to have laundered millions of dollars in a span of months, according to the DOJ.

“The investigation revealed that, for a fee, Zhang laundered bulk cash for drug dealers and laundered profits from other illegal businesses. In less than a year, Zhang and his organization laundered at least $25 million worth of drug proceeds and funds from other illegal businesses through undercover agents.”

Li has pleaded guilty to the charge of conspiracy to commit money laundering. He faces a monetary fine and a prison sentence.

“The charge of money laundering conspiracy provides for a sentence of up to 20 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater.”
