When unlocking UTXO, I would like to include random (actually random 🙂) data.

I want to secure my spending with classic signatures.

At first I thought about using it p2wpkhbut from what I understand, a witness must contain exactly two elements (signature and public key). If there are more, the transaction is invalid.

1. Would I fix it?

After that I considered using the classic p2pkhwhere is it? scriptsig You can add data first before the signature and public key (for example, a simple 20-byte push). This should preserve security as only top-level stack elements are checked after the script is executed. Therefore, additional data does not cause any problems.

2. Would you like to fix it?

However, this is fine from a consensus and security perspective, but we also found that policy rules prevent such transactions from being relayed across the network, as multiple elements remain in the stack.

3. Would you like to fix it?

It’s very important to include additional data when using your funds, but I don’t know how to do this. Any ideas? Maybe we’ll use other transaction types to achieve this?

Any help is greatly appreciated. Please answer just one of the above questions.

Added minrelaytxfee=0.000001 To me bitcoin.conf 0.1 Allow SAT/VBYTE transactions and enter the node’s Mempool.

I see this works when browsing and running Mempool transactions getmempoolinfo:

But when I run getblocktemplate, Only transactions that contain at least one SAT/VBYTE in the candidate block. So, even if Mempool has enough transactions to fill the candidate block, you are not actually creating a transaction of 1.00 VMB blocks unless Mempool has enough SAT/VBYTE transaction.

Is there a reason? getblocktemplate I don’t choose from all possible transactions in Mempool, but I think I’m only including at least one SAT/VBYTE transaction?

Why it matters: As ByteDance’s April 5 deadline to divest TikTok or face a ban approaches, last-minute players have entered negotiations to potentially take over the U.S. operations of the popular social network. The Trump administration, which postponed the ban in January, is reportedly exploring several options to bring some or all of TikTok under American ownership.

Sources recently told The New York Times that Amazon made an 11th-hour offer to purchase all of TikTok, which faces a ban this Saturday April 5 if its Chinese owner, ByteDance, fails to divest the app to a U.S. buyer. Other new bidders include the mobile app platform AppLovin and a company co-founded by OnlyFans founder Tim Stokely.

At least one proposal under consideration by the Trump administration would have ByteDance lease the algorithm to U.S. companies while retaining a minority stake. President Trump initially attempted to force ByteDance to divest TikTok by threatening a ban during his first term, but later reversed course. The International Monetary Fund (IMF) has overhauled its balance of payments standards to reflect the growing impact of digital assets.

According to the newly released Balance of Payments Manual, Seventh Edition (BPM7), cryptocurrencies like Bitcoin (BTC) are now classified as non-produced nonfinancial assets, while certain tokens are treated akin to equity holdings.

The updated manual, published on March 20, marks the first time the IMF has integrated detailed guidance for digital assets into its global statistical standards.

Crypto without liabilities

The framework divides digital assets into fungible and nonfungible tokens, with further distinctions based on whether they have a corresponding liability.

Bitcoin and similar tokens without liabilities are categorized as capital assets, while stablecoins, which are backed by liabilities, are treated as financial instruments.

According to the IMF:

“Crypto assets without a counterpart liability designed to act as a medium of exchange (e.g., Bitcoin) are treated as non-produced nonfinancial assets and recorded separately in the capital account.”

In practice, this means cross-border crypto flows involving assets like Bitcoin will be recorded in capital accounts as acquisitions or disposals of non-produced assets.

Meanwhile, tokens with a protocol or platform — such as Ethereum or Solana (SOL) — may be classified as equity-like holdings under the financial account if their owner resides in a different country from the originator.

For example, if a UK investor holds Solana tokens issued from the US, the position would be recorded as “equity crypto assets,” paralleling traditional foreign equity investments.

The IMF notes that such assets, despite the reliance on cryptography, are considered comparable to standard equity in terms of ownership rights.

Staking rewards and validation services

In a nod to the complexity of staking and yield-bearing crypto activities, the IMF also stated that staking rewards earned from holding these tokens may resemble equity dividends and should be recorded under current account income, depending on the holding’s size and purpose.

The manual introduces a conceptual shift for countries compiling macroeconomic statistics, aiming to improve visibility into the economic impact of digital assets and related services.

Transactions involving the validation of crypto asset transfers — such as mining or staking — are to be treated as the production of services, adding them to computer services exports and imports.

The BPM7 manual was developed through global consultation involving over 160 countries and is expected to guide official statistics for years to come.

While implementation will vary by jurisdiction, the IMF’s move marks a significant step toward recognizing the macroeconomic relevance of digital assets in a standardized and globally comparable format.

State Senator Chris Rose has introduced legislation to permit the West Virginia Treasury to diversify its holdings by including digital assets and precious metals.

The Inflation Protection Act of 2025, submitted on Feb. 14, proposes allowing investment in digital assets with a market capitalization exceeding $750 billion.

Currently, this applies only to Bitcoin (BTC), with Ethereum’s (ETH) $328.3 billion market cap being more than 50% below the mandated threshold.

The bill would cap investments in digital assets and precious metals at 10% of total treasury funds, offering flexibility to hold assets either on-chain or through exchange-traded funds (ETFs).

Proponents argue that such diversification could provide a hedge against inflation and fiscal instability, particularly as concerns rise over the long-term impact of deficit spending at both state and federal levels.

Growing trend among states

West Virginia is among almost two dozen US states that are considering digital asset reserves as a strategy to protect public funds from currency devaluation. The trend began with Wyoming in 2024.

On Feb. 6, Utah’s House of Representatives approved a similar bill, which now awaits a Senate vote. If passed, it would authorize the state’s treasury to allocate funds into Bitcoin, high-value altcoins, and stablecoins, reflecting a broader acceptance of digital assets as legitimate reserve instruments.

Kentucky introduced legislation the same day to permit up to 10% of state funds to be allocated to Bitcoin and other digital assets. The move follows increasing legislative interest in digital currencies as an alternative store of value amid concerns over inflation and rising national debt.

Michigan followed suit on Feb. 13, with Representatives Bryan Posthumus and Ron Robinson proposing a digital asset reserve bill. Unlike similar measures in other states, the Michigan proposal does not specify limitations on asset types, potentially allowing for a broader range of crypto investments.

Other states include Texas, Wyoming, North Dakota, North Carolina, South Dakota, Massachusetts, New Hampshire, Ohio, Pennsylvania, Maryland, Iowa, Arizona, Oklahoma, Tennessee and Wisconsin. Meanwhile, lawmakers and regulators in several other states have called for similar legislative action.

At the federal level, President Donald Trump recently directed a working group to explore the feasibility of a national digital asset reserve as part of an executive order signed last month.

The initiative has fueled speculation that individual states may act ahead of federal policymakers in integrating Bitcoin into government financial strategies, particularly as the regulatory landscape for digital assets continues to evolve.

Potential economic implications

Analysts suggest that increasing state-level adoption of Bitcoin reserves could drive additional demand for digital assets, potentially influencing market prices and broader financial market trends.

According to a recent analysis by asset management firm VanEck, states pursuing such legislation could contribute up to $23 billion in Bitcoin demand.

This trend may also encourage greater institutional involvement in the digital asset space as state treasuries begin treating Bitcoin as a legitimate reserve asset alongside traditional stores of value such as gold.

As more states pursue similar initiatives, financial experts predict that legislative efforts to integrate digital assets into public funds will gain further traction. However, critics warn that Bitcoin’s price volatility could pose risks to public treasuries, requiring careful risk management strategies.

The West Virginia bill will now proceed to committee review before further legislative consideration, with lawmakers and analysts closely watching how the state navigates the challenges and opportunities of digital asset adoption.
