Nearly half of the US population has been impacted by data breaches in the first half of 2025 alone, according to a new report from the Identity Theft Resource Center (ITRC).

The ITRC says 1,732 data compromises were reported in the US in H1 2025, which impacted 165,745,452 individuals.

“Analysis of data from the first six months of the year reveals a landscape dominated by cyberattacks, with supply chain vulnerabilities persisting as a major threat vector. While the total number of compromises has not dramatically outpaced previous years, the impact on victims remains severe.”

There are currently around 342 million people in the US, according to the U.S. Census Bureau.

The ITRC says there’s been a rise in artificial intelligence (AI)-powered phishing attacks, which are more difficult to detect, and other new threats to personal information.

“The introduction of repackaged and recirculated personal information – PCD (previously compromised data) – into the risk environment represents a significant new threat to organizations that are vulnerable to the use of stolen logins and passwords to gain access to mission-critical systems for ransom attacks and/or data exfiltration. The recent discovery of an unsecured cloud environment with more than 16 billion logins and passwords aggregated into a single database is an example of PCD.”

At the currently ongoing Web3 Summit 2025 in Berlin, Gavin presented the Proof-of-Personhood (PoP) concept model and discussed how it may impact the public. This protocol aims to enable decentralized human verification directly on-chain.

The solution will be released via the blockchain’s Individuality system, with two distinct identifiers: DIM1 and DIM2.

The former will represent Proof of Individuality, and the latter Proof of Verified Individuality. While no launch date has been revealed yet, Wood claimed that the PoP release will be supported by a treasury proposal valued at $3 million.

Additionally, the protocol will be debuted with what he considers the “fairest airdrop ever.

As the Ethereum co-founder closed his keynote speech on the first day of the summit, he expressed his ambition to utilize PoP to address identity concerns that often accompany blockchain usage.

This is becoming increasingly necessary in the current age of artificial intelligence (AI), which has been experiencing steady development, making it incrementally complex to distinguish what is real from what is generated by AI.

Dr. Wood further explained that the Polkadot PoP concept is a premier Web3 primitive that will amplify sybil resistance and reduce security costs for the network, addressing the weaknesses of traditional verification systems, such as CAPTCHAs, KYC, and similar methods.

In a separate summit panel dubbed “Trust,” Ian Grigg, an Inventor and Financial Cryptographer at Ricardian Contracts, explained how trust requires more than simple reassurance by technology.

A scammer pleaded guilty after participating in a scheme that convinced the Internal Revenue Service (IRS) to pay out $10 million in fraudulent refunds.

Brooklyn resident Xerxes Shevar, 57, was part of a prolific international conspiracy ring involving scammers in the United States, Ghana, Nigeria and Ireland, according to the U.S. Attorney’s Office for the Western District of Pennsylvania.

The US Attorney says the conspirators obtained stolen identity info on the internet and then submitted fraudulent federal tax returns under the names of those identities. The alleged scammers also opened bank accounts in those names to receive the returns from the IRS.

One of Shevar’s co-conspirators alleges the scam ring attempted to secure around $38 million from the IRS between the tax years 2010 and 2013 and ended up receiving more than $10 million.

The scammers allegedly used stolen identities to open 3,493 bank accounts and obtain 4,563 credit cards across 443 financial institutions. In all, the scam ring allegedly victimized 11,468 individuals.

Shevar was arrested in February 2024 when he returned to the United States from Ghana. The Brooklyn resident was convicted of wire fraud conspiracy, and US District Judge Susan Paradise Baxter sentenced him earlier this month to three years of probation. The judge also ordered him to pay $290,000 in restitution.

What is Moca Chain?

Moca Chain is a blockchain platform designed specifically to handle digital identity and verifiable user data. Unlike blockchains primarily focused on transactions or general-purpose smart contracts, Moca Chain centres on allowing users, devices, and even AI systems to manage and verify credentials across multiple services and platforms.

Moca Network, the identity ecosystem of Web3 investment giant Animoca Brands, is planning to introduce a layer-1 blockchain that will allow Web3 projects to identify and verify users without needing to rely on centralized platforms.

Moca Chain will enable user data to be verified by applications across any blockchain, similar to the way single sign-in platforms such as Okta and Google Sign-In operate in the Web2 environment.

The testnet is expected to start operating in the third quarter with the mainnet following by year-end, the Moca Foundation said in a Wednesday email. The project’s native token, MOCA, will be used for validator staking, storage, data generation and verification fees. MOCA rose over 6% to about $0.077 in the two hours following the announcement.

Moca Network is a flagship project of Animoca Brands, fully staffed by Animoca employees, a spokesperson told CoinDesk in a Telegram message. That reflects its central role in Animoca Brands’ investment strategy of advancing digital property rights through Web3 projects using non-fungible tokens (NFTs) and memecoins. Ownership of one’s personal data is integral to that, according to founder Yat Siu.

“Moca Chain is creating a digital ecosystem where users can finally own their data, reputations and contributions,” he said. “This aligns strongly with the mission of Animoca Brands to advance digital property rights and empower individuals to control and benefit from their online activities and their personal data.”

The following is an update from Ethereum Foundation Fellow Chuy Cepeda.

Our identities hold immense power. In a time when people take great pride in using multiple pseudonyms or personas, we often think about how to identify ourselves. I identify as a native of Monterrey, Mexico, a Latin-American, a son, brother, father, husband, engineer, Ph.D., entrepreneur, dog lover, hitchhiker, and a believer that democracies are suffering.

Looking back at a time when I started meeting people from different countries and gaining a better understanding of their access to public services, I recall becoming aware of how far away this reality was for Mexicans. I realized that as my home city grew, many decisions made by the government were unplanned or colluded. I learned that my home country of Mexico was one of the least favored countries according to Transparency International’s Corruption Perception Index. I realized that these problems are not limited to me and my home country, but affect people everywhere.

I now feel a profound empathy for anyone who can’t look to the government for better transport, proper education, and health services. All the while, I see technology making bigger and bigger impacts in the daily lives of people all around Latin America and beyond. Think for a minute about this: while people are becoming more digital and expect personalized and real-time services, public institutions are unable to meet those expectations.

Citizens face inefficiencies, a lack of transparency and red tape, and a terrible experience when it comes to interacting with their governments. This is a global crisis of institutional agility and trust that erodes possibilities to prosper, and it’s why Democracy as an ideal is suffering.

So I decided to incorporate a new part of my identity: I co-founded OS City to improve the landscape of government services in the modern world, essentially by bringing public institutions into the web3 paradigm. In other words, to use blockchains to digitize government services and give citizens their decentralized digital identity.

Upgrading Bureaucracy

From birth certificates to driver’s licenses and academic records, when we are asked to identify who we are as citizens, this is about sharing our personal information or credentials, usually notarized by the government of the place we come from. Depending on where that is, those records could be located in a fancy networked database (as is the case for Estonian citizens), but more likely what we need when we need an ‘official identity’ actually resides in the specialized passport printers of a stuffy government building, or spread about in filing cabinets of various state bank branches, or maybe it’s nowhere at all!

When we “use” these representations of our identity, what we are actually doing is getting separate bureaucratic systems to interoperate. If the visa stamps from one customs office in Country A fit onto the passport pages of Country B, that’s ‘good enough’ for us in most cases. But when that basic interoperability has stricter requirements, or when it breaks down, that’s where we get into trouble. Office A requires an original stamped document from Office B, which is closed after 3pm, and requires a notarized letter from Department C, which is in a different part of the city and needs approval first from Office A… some of us are all too familiar with being trapped in this sort of prison of paperwork. This is where collusion and corruption are born, where we start the snowball effect that ends up in a terrible response to social distress, economic growth, and climate change.

The fundamental challenge is that everyone must have an identity, but it is simply not true that everyone has an interoperable representation of identity. That’s where I believe we can do better. It’s not going to be easy, and it’s certainly not going to happen all at once, but if we start in the right direction, we might end up in a place we want to be at. Part of our work to solve these issues led us to develop an application-specific wallet called Soberana, which is meant to be used to hold and manage digital identities.

Blockchains are by design built from interoperable and standardized components that can combine and integrate into all sorts of ways. Any blockchain built to be Ethereum or EVM-compatible will follow the same set of standards. So at Soberana, that is our starting point. Unfortunately, we work in a design space that must allow for some degree of centralization, i.e. a government authority must approve a record or identity.

Nevertheless, we start with a small kernel of identity that is still compatible with the open, permissionless systems of the web3 world. Starting from that compatibility makes it a lot easier to improve and build more complex systems around it over time – a network economy of digital services, both centralized and decentralized. The goal here is maximum compatibility for a digital identity: whether you’re using it for a centralized government notary, a proprietary banking transaction or a public NFT registry, your ID should move between those systems seamlessly and securely.

As we add more and more functionality, we’ll be able to verify, port, and share that identity through a whole suite of government services that all connect to each other. From marriages to mortgages, all of the paperwork that requires identity could be de-bureaucratized and made painless by using the right infrastructure. By starting small and with this first piece of the puzzle, we pave a way towards broader institutional reform, using technology wisely to increase the legitimacy of the public sector as a whole.

This past year, we have focused on rolling out an official citizen digital identity through an online government-run portal, where citizens obtain a wallet that serves as their digital identity and digital document-holder. Citizens can port and use official documents in their digital wallets, as well as share and renew these documents.

At the moment, these documents are limited to commercial permits, construction permits, city inspector credentials, tax payer statements, among others; but we are working to expand and incorporate as many documents as possible to be compatible with local governments in Mexico and Argentina.

The Long View

I understand now that bureaucracies are merely inertial inefficiencies of governments that have lost the excitement of innovation. That’s why I believe blockchains have an enormous potential to lead us into a new era of openness and collaboration that helps to increase the legitimacy of the public sector. With the help and support of public sector leaders, we can create radical change in the government sector, and even make it a prosperous field for business, fostering the digital, economic, and social transitions of our nations.

My short-term vision is to be able to offer citizens the possibility to own their official records, to eliminate duplicate efforts in every government process, to make government transactions traceable and transparent, and to foster the first government standard for blockchain verifiable credentials. This will hopefully show the international public sector that interoperability can succeed when we put citizens in the center, when innovation promotes regulation and not the other way around.

In the long term, I hope that we can all work together to rethink governance and identity. We are starting by rethinking and reinventing the way governments, individuals and companies interact among themselves; in a decentralized digital world, interactions are not state or market-centric, but community and citizen-oriented. This implies a new ecosystemic vision where the government, startups, academia and civil organizations jointly explore public problems, seek (and transfer) appropriate solutions and feed on their learnings. It is not the state hiring suppliers, but the state interacting with other actors to solve society’s most pressing problems. I believe a new digital identity is one step that will allow governments, citizens, and communities to get the most out of blockchain technology, fostering prosperity through a network of citizen-centric digital services.

World, formerly known as Worldcoin, has officially launched its identity verification platform in the United States, according to an April 30 statement.

The blockchain-based project enables users to confirm their humanity using a World ID, which can now be verified at dedicated centers in six key cities, including Atlanta, Austin, Los Angeles, Miami, Nashville, and San Francisco.

World stated that its expansion into the US is a strategic move designed to leverage the country’s leadership in artificial intelligence. According to the firm, the US presents an ideal environment for adopting digital identity tools that distinguish real individuals from bots.

Through this rollout, American users can verify their identity via the World App and claim WLD tokens, the platform’s native digital asset.

The platform’s identity verification tools, called Orbs, are powered by NVIDIA technology and will be deployed across dedicated World Spaces and select retail partner locations, including Razer Stores.

Worldcoin emphasized that its verification process safeguards privacy while proving each user’s uniqueness. Verified users also gain access to a growing set of features within the app, including mini-apps focused on education, finance, and social engagement.

The expansion comes as the US regulatory landscape becomes more favorable toward emerging technologies, especially in the AI and blockchain sectors.

However, the move also contrasts sharply with the company’s challenges in Europe, where privacy regulators in countries like Germany have scrutinized its data collection practices.

World’s eye broader use cases with new partnerships

Alongside its US launch, World also announced multiple high-profile partnerships aimed at expanding the use of its digital identity system. The company revealed collaborations with Visa, Kalshi, Tinder (via parent company Match Group), and Morpho.

One key initiative is the upcoming World Visa Card, which was developed in partnership with Visa. The card, which is expected to launch later this year, will support payments in WLD and other digital assets.

It said the card will be available exclusively to verified users.

World is running a pilot program with Match Group to integrate World ID into dating apps like Tinder. This initiative aims to ensure that users can trust the authenticity of profiles on the platform.

Additional partnerships include agreements with Kalshi, a regulated prediction market platform, and Morpho, a decentralized lending protocol.
