Two individuals have been taken into custody in Hong Kong, accused of using electricity from care homes for cryptocurrency mining.

According to a report by South China Morning Post, the suspects are believed to have placed several mining devices above ceiling panels at two different facilities during renovation work.

The case first revealed when one of the care homes began experiencing frequent internet disruptions. While investigating the issue, the home’s IT staff discovered unfamiliar hardware hidden above an office ceiling. A second center later found similar equipment.

Both sets of devices appeared to be mining cryptocurrencies using power from the buildings.

The suspects were arrested on September 5 in Mong Kok and Sham Shui Po. The two individuals acted independently and are not affiliated with any group. The charges filed relate to the unauthorized use of electricity, a criminal offense under local law.

Inspector Ng Tsz-wing from the Sham Shui Po technology crime unit explained that the mining equipment had been installed during refurbishment. The unauthorized power usage added about HK$9,000 (roughly US$1,153) to the monthly bills.

Authorities are advising building operators and care institutions to monitor energy consumption and network activity. Ng recommended checking for unexplained changes in bills or digital services. He also urged organizations to supervise contractors and carry out physical inspections in less visible areas.

According to Hong Kong’s Theft Ordinance, using electricity without approval is treated as theft and can lead to up to five years in prison.

Hong Kong-based construction giant Ming Shing Group has announced a pact to purchase 4,250 Bitcoin, valued at $483 million.

The Nasdaq-listed firm that engages in wet trades has entered a Bitcoin purchase agreement with British Virgin Islands-registered Winning Mission Group. The company will sell 4,250 BTC to Ming Shing at an average price of $113,638 per Bitcoin.

According to Bitcoin Treasuries data, Ming Shing Group has been holding Bitcoin since January 13, 2025. The firm currently holds 833 Bitcoin, valued at $94.93 million.

With the announcement, Ming Shing has joined a flurry of public companies that have incorporated Bitcoin into their treasury strategy, led by Michael Saylor’s Strategy. Recently, KindlyMD made a dramatic entrance into the Bitcoin treasury race, acquiring 5,743.91 BTC through its wholly owned subsidiary.

Ming Shing to Issue Convertible Promissory Notes, Stock Warrants

The Bitcoin purchase deal is expected to close by end of this year. Per the announcement on Wednesday, the Hong Kong firm will issue convertible promissory notes and share warrants, in pursuant to the agreement.

“Pursuant to the Note, the maturity date is 120 months from the original issuance date of the Note,” the release read.

Further, a third-party firm, Rich Plenty Investment Limited, will receive half the value of the deal, which is 2,125 Bitcoin. The original seller and the third-party will each get a convertible note worth over $241 million and a warrant to buy Ming Shing’s shares of 201 million.

According to Wenjin Li, CEO of Ming Shing, the Bitcoin investment could capture the potential appreciation of the asset. It would also increase the Company’s assets, given that the market is highly liquid.

“We are devoted to creating additional value for our shareholders and actively exploring options for the Company to grow further,” Li added.

MSW Stock Jumps Nearly 30%

Following the BTC purchase announcement, Ming Shing’s stock (MSW) surged 29% on Wednesday. The stock closed the day 11.5% higher to trade at $1.65, per Yahoo Finance data.

However, the stock has been on a general downtrend, with a Strong Sell technical sentiment signal.

CMB International Securities Limited, a subsidiary of the China Merchants Bank (CMB) — one of China’s top banks — launched a cryptocurrency exchange in Hong Kong.

According to a Monday CMB WeChat announcement, the bank has started offering virtual asset trading services. The launch comes after the Hong Kong Securities and Futures Commission approved the bank’s application for a virtual asset service provider license in mid-July.

CMB’s Hong Kong-based crypto exchange allows for 24/7 trading of Bitcoin (BTC), Ether (ETH) and Tether’s USDt (USDT) for eligible investors. Documentation provided by the bank clarified that only professional investors are eligible for crypto trading services.

China Merchants Bank is one of the country’s largest banks, managing over $1.7 trillion worth of assets as of the end of March, according to Macrotrends data. The bank’s ordinary class A shares have a market capitalization of $153.16 billion.

Mainland China’s ban on crypto persists

CMB said it is the first Chinese bank–affiliated broker in Hong Kong to secure licenses tied to virtual asset trading services. The bank also noted plans to integrate traditional stock trading with digital assets and fintech applications.

Still, in Shenzhen, China — where the bank’s headquarters are located — such a service would be illegal. The Chinese government banned crypto trading in 2017, resulting in major sell-offs at the time.

Since then, Chinese authorities have continued to treat crypto trading as illegal in mainland China, leading some market participants to devise creative solutions.

Hong Kong operates under its own rules within China’s “one country, two systems” policy, and is increasingly emerging as a local crypto hub.

Hong Kong: an emerging crypto hub

Hong Kong authorities appear to have made crypto regulation a high-priority part of their agenda. On the first day of this month, the Hong Kong Monetary Authority (HKMA) finalized its regulatory framework for stablecoin issuers.

The introduction of the new rules led to stablecoin companies operating in Hong Kong posting double-digit losses on Aug. 1, just after they came into force. Analysts at the time described the sell-off as a healthy correction, as the requirements for stablecoin issuers proved to be more stringent than expected.

The new rules were rolled out in a six-month transition period starting from Aug. 1. The new Stablecoin Ordinance effectively criminalizes the offering or promotion of unlicensed fiat-referenced stablecoins to retail investors. Local authorities also launched a dedicated public license registry before the rules came into effect.

The Hong Kong Securities and Futures Commission has warned that the introduction of the new local stablecoin regulatory framework has increased the risk of fraud. Last week, the SFC also issued immediate guidance on cryptocurrency custody standards, introducing sweeping security requirements and a ban on smart contracts in cold wallet implementations — a rule that conflicts with current practices at several leading firms.

Hong Kong’s financial regulators cautioned investors to avoid making impulsive bets on stablecoin-linked assets after a spate of sharp price swings tied to speculation, corporate announcements, and unverified claims about licensing plans in the city.

High bar for stablecoin licensing

The HKMA said it applies a “rigorous and prudent” approach to reviewing applications, with stringent approval criteria and an expectation that only a small number will be granted in the initial phase.

HKMA Chief Executive Eddie Yue said dozens of parties have engaged with the regulator about licensing, but stressed that early communication and simply filing an application are not indicators of likely approval.

The process includes meeting capital, governance, risk management, and operational requirements designed to ensure the safety and stability of licensed stablecoins.

Investors cautioned

The SFC urged investors to remain clear-headed, conduct thorough research, and avoid decisions based solely on short-term price momentum or unsubstantiated online claims. It warned that volatility driven by hype could expose retail traders to significant losses.

SFC Chief Executive Julia Leung said the regulator will continue to monitor trading closely through its dedicated market surveillance team, which uses advanced systems to detect and investigate potential manipulation. She added that the agency intends to take strict enforcement action against any deceptive or misleading conduct.

The regulators also reminded companies and market participants to avoid making public statements that could mislead investors or create unrealistic expectations, noting that maintaining transparency and accuracy is critical to safeguarding market integrity during the rollout of Hong Kong’s stablecoin framework.

Another Hong Kong company is adding cryptography to the Ministry of Finance, but wants to do more than passively retain it.

IVD Medical Holdings purchased $19 million ($149 million) The ether (eth)place assets at the heart of real-world asset tokenization strategies.

The company is building IVD.xyz, a platform for tokenizing pharmaceutical intellectual property and other medical assets.

In a statement to Coindesk, Chief Strategy Officer Gary Deng said that Ethereum was chosen as a core asset as it is the “world’s most mature smart contract platform” with “very high liquidity” and growing institutional awareness.

IVD will use ETH to verify chain ownership of tokenized assets, to automatically generate revenue and compliance governance.

It also serves as the payment layer for the company’s planned IVDD Stablecoin, which allows cross-border transactions within Hong Kong and within the US compliance framework. Revenues from RWA transactions are automatically converted to ETH and deposited in the Ministry of Finance.

IVD will also deploy ETH to staking, restaking and on-chain derivatives to increase returns and fluidity while adding downside protection. The move places IVD along with a small group of companies registered with HKEX, which has the Crypto Ministry of Finance.

The Hong Kong stablecoin regulatory regime is set to go live on August 1, but so far, the Monetary Authority has issued no licences.

Hong Kong Stablecoin Licences May Arrive Early 2026

In a press release, the Hong Kong Monetary Authority (HKMA) has shared explanatory notes and guidelines related to the new stablecoin regulatory regime that will be implemented at the start of August.

Hong Kong’s stablecoin bill, officially known as Stablecoins Ordinance, was passed by the Legislative Council back in May. The law mandates that any entity seeking to issue fiat-referenced stablecoins (FRSs) within the city must obtain a licence from the HKMA.

The bill is set to be in effect from August 1, but so far, no issuer has received a licence from the regulator. “In future, the public may refer to the register of licensed stablecoin issuers as shown on the HKMA’s website,” read the press release. Naturally, the list is empty for now.

The regulator cautioned:

Members of the public are advised to stay vigilant to any persons who claim to be regulated or licensed stablecoin issuers in Hong Kong, as well as those who claim to be applying for a licence.

HKMA has encouraged parties interested in becoming an issuer to contact the regulator for feedback by August 31. It has also said that those who wish to be considered early can submit an application by September 30.

The first batch of licences may not be granted until early next year, as reported by Reuters. Also, Darryl Chan Wai-man, deputy chief executive at HKMA, has revealed that only a handful of FRS issuers will get in during this initial batch.

As previously reported by Bitcoinist, HKMA CEO Eddie Yue has cautioned against excessive speculation brewing in the sector ahead of the Stablecoins Ordinance, noting that many applicants are still in the conceptual phase. On that note, the Hong Kong regulator said in the press release:

The HKMA would like to remind market participants to exercise due caution in their public communications, as well as refrain from making statements that could be misinterpreted or create unrealistic expectations.

One clause that stands out in the anti-money laundering (AML) guidelines is that FRS issuers might be required to verify the identity of all stablecoin holders, an approach notably stricter than most other jurisdictions.

“Considering Hong Kong’s well-established systems, we do not expect to achieve large-scale [stablecoin adoption] immediately in the early stages,” Chan told South China Morning Post. “Instead, we aim to progress step by step, gradually driving the digital transformation of Hong Kong.”

Companies in Hong Kong will no longer be allowed to promote or offer fiat-backed stablecoins to the public starting August 1 unless they have a license from the city’s financial regulator.

Violating this rule will be considered a criminal offense, with penalties of up to HK$50,000 (around $6,300) and a possible jail term of six months.

The Hong Kong Monetary Authority (HKMA) announced this new rule, known as the Stablecoin Ordinance, alongside a warning to investors on July 23. The regulator advised the public to avoid stablecoin offers that lack official approval.

HKMA’s Chief Executive Eddie Yue explained that the rule is meant to reduce risk and build trust in the stablecoin market. He said that too many companies have been making announcements that lead to sudden price increases and high trading activity.

According to a Bloomberg report, as many as 50 firms are in the process of applying for a stablecoin license. Yue said many of these applicants contacted the HKMA directly.

However, most proposals lacked clear plans, and some were based only on ideas without showing how they would work. He noted that a number of applicants did not fully understand the risks or have the necessary skills to manage them.

While a few applications showed promise, many others lacked the necessary technical tools and financial planning to issue stablecoins properly. As a result, Yue stated that only a limited number of licenses will be issued initially.

Eric Trump, son of President Donald Trump, is set to make headlines next month when speaking at the Bitcoin Asia 2025 conference in Hong Kong, amid the presidential family’s growing interest in digital assets.

This event aims to establish the city as a leading hub for digital assets, competing directly with the United States. Under President Trump’s second administration, the United States has made considerable progress in regulating the growth of the crypto market.

A Rising Advocate For Bitcoin And Digital Assets 

In his address, Eric Trump will reportedly explore the long-term potential of Bitcoin, its implications for global finance, and the role Asia plays in shaping the future of Bitcoin adoption, announced by BTC Inc, the organization behind the conference.

Bitcoin Asia is the regional edition of the Bitcoin Conference, one of the largest cryptocurrency events worldwide. The conference made its debut in Hong Kong last May, coinciding with the city’s efforts to cultivate its digital asset sector.

Eric Trump, who co-founded the Bitcoin-mining venture American Bitcoin and is involved in the Trump family-backed initiative World Liberty Financial (WLFI), has been recognized as a prominent advocate for the industry on the international stage. 

Hong Kong Aims For Crypto Dominance

Trump’s participation comes at a pivotal time as Hong Kong intensifies its campaign to become a global leader in digital assets. This ambition aligns with the US government’s goal—during his father’s administration—to establish America as the “crypto capital of the planet.” 

In June, Hong Kong released its “Policy Statement 2.0 on the Development of Digital Assets,” which builds on a blueprint issued in late 2022. This policy outlines the city’s commitment to enhancing its digital asset infrastructure and achieving “new heights of global digital asset leadership.”

The competition for a first-mover advantage in the digital asset space is heating up, particularly as both Hong Kong and the US advance towards the legalization of stablecoins.

US crypto investors are awaiting the approval of bills such as the GENIUS Act and the CLARITY Act by the House. These bills have already secured Senate approval and are awaiting the next move from the House of Representatives before Trump’s signature.

Last year’s Bitcoin Asia conference attracted over 5,500 participants at the Kai Tak Cruise Terminal, with about half of the attendees coming from mainland China. This year, the event is scheduled to take place at the Convention and Exhibition Centre in Wan Chai on August 28 and 29.
