In a press release shared with CryptoPotato, Tether, the company behind the largest stablecoin per market capitalization, announced that it has designated the former Executive Director of the White House Crypto Council under President Donald Trump as its new advisor.

Pivotal Step

Bo Hines, who will be spearheading the firm’s Digital Assets and the United States (U.S.) Strategy will begin work immediately to coordinate Tether’s ambitious goals, leveraging his unique set of skills in the private sector, as well as legal and policy areas.

While serving under the President, he played a key role in advancing strategies that fostered the relationship between the government and blockchain, helped develop early guardrails for stablecoin issuers, and encouraged further innovation in digital assets.

Hines also led focused intraagency groups that worked on securely integrating these advancements into the American financial system and ensuring customer safety. Tether’s tapping of the former White House crypto council marks a decisive step in its mission to create an entirely new digital economy.

The CEO of the stablecoin issuer, Paolo Ardoino, shared a few words to acknowledge the achievement:

“Bo’s appointment demonstrates our commitment to building a strong U.S.-based presence that spans across multiple sectors, starting with digital assets and expanding to new opportunities, including a deep focus on potential further investments in domestic infrastructure.

His deep understanding of the legislative process, combined with his passion for practical blockchain adoption, makes him an invaluable asset as Tether enters the biggest market in the world.”

The Position

This role will see the new advisor work closely with Tether leadership, shaping and executing the company’s entry into the US market, and building relationships with legislators and industry partners. Additionally, while the firm’s investment arm, Tether Investments, has already reinvested nearly $5 billion in the country’s ecosystem, Hines’ inclusion in their roster will bolster their commitment to this market.

“During my time in public service, I witnessed firsthand the transformative potential of stablecoins to modernize payments and increase financial inclusion.

I’m thrilled to join Tether at such a pivotal moment, helping to deliver an ecosystem of products that will set the standard for stability, compliance, and innovation.”

Tether has hired Bo Hines, a former adviser to President Donald Trump, as its Strategic Advisor for Digital Assets and US Strategy.

The company confirmed on Aug. 19 that Hines will immediately begin working with Tether’s leadership to guide its expansion and regulatory engagement in the United States.

In his new role, Hines will oversee strategy, liaise with regulators, and engage with key industry stakeholders to ensure Tether’s initiatives align with legal and operational standards.

Speaking on his appointment, Hines posited that his new position provides an opportunity to apply lessons from public service to the private sector.

According to him:

“During my time in public service, I witnessed firsthand the transformative potential of stablecoins to modernize payments and increase financial inclusion…[I want] to help deliver an ecosystem of products that will set the standard for stability, compliance, and innovation in the US market – one that will empower American consumers and help revolutionize our nation’s financial system.”

Tether’s US expansion

Hines’ appointment comes as Tether continues its push to strengthen its US presence while navigating an evolving regulatory environment.

The firm said it has already reinvested nearly $5 billion into the US ecosystem as part of its commitment to domestic growth.

Apart from that, Tether’s influence in the US financial system is already substantial, with the company holding approximately $127 billion in US Treasuries to back its USDT tokens.

By comparison, if Tether were a sovereign entity, it would be the 18th-largest holder of US debt. This level of investment extends the Treasury demand beyond traditional buyers while indirectly supporting the US dollar dominance.

The firm has also hinted at plans to launch a new stablecoin tailored to its US users.

So, Hines’ appointment aligns with the stablecoin issuer’s prioritisation of the US market. Paolo Ardoino, Tether CEO, said:

“[Hines] appointment demonstrates our commitment to building a strong US-based presence that spans across multiple sectors, starting with digital assets and expanding to new opportunities, including a deep focus on potential further investments in domestic infrastructure.”

Bo Hines, the executive director of US president Donald Trump’s White House Crypto Council, announced he is stepping down on Saturday.

Hines, who was appointed by the president to lead the advisory group in December 2024, said he is stepping down to rejoin the private sector and thanked the crypto community for its “unwavering” support. He wrote on Saturday:

“Serving in President Trump’s administration and working alongside our brilliant AI & Crypto Czar, David Sacks, as Executive Director of the White House Crypto Council, has been the honor of a lifetime. Together, we have positioned America as the crypto capital of the world.”

Although a successor has not yet been named, independent crypto reporter Eleanor Terrett said that Hines’ deputy director, Patrick Witt, will likely be appointed to the position.

The White House Crypto Council published a comprehensive report proposing a regulatory action plan for digital assets in the US in July. Although the advisory group has been instrumental in guiding policy efforts, critics say the council underdelivered on the strategic BTC reserve.

Hines advocated for the accumulation of BTC through budget-neutral strategies

President Trump signed an executive order establishing a Bitcoin strategic reserve and a national crypto stockpile in January. However, the order limited how the government could acquire additional BTC.

The executive order prohibits the federal government from selling any of the US government’s accumulated BTC and directs the Treasury Department and the Commerce Department to find “budget-neutral” strategies to accumulate more of the digital currency.

Budget-neutral strategies mean that the only way the US government can acquire new BTC for the reserve is through asset seizures or ways that do not create additional burdens on the US public budget.

In March, Hines suggested that the US government should revalue its gold holdings, which are priced at $42.22 per troy ounce, while gold trades at about $3,400 per ounce on the spot market.

A portion of the revalued gold could then be converted to BTC, increasing the size of the national Bitcoin reserve, without creating a budget expense.

Speaking during an interview on Crypto in America, Hines said that the US already has a digital asset stockpile in place, which includes Bitcoin. He explained that Bitcoin is seen as a separate category from other digital currencies and is treated accordingly by the administration.

Hines stated that setting up and growing the Bitcoin reserve will not happen overnight. According to him, the process involves time, effort, and proper infrastructure.

He also pointed out that there are many ways the government could add to its Bitcoin holdings, but did not go into detail.

While the administration has not shared how much Bitcoin it currently holds, Hines said there are several reasons for keeping that information private.

When asked why the strategic reserve was not included in the administration’s recent crypto policy report, Hines said that the main focus of the report was building a solid regulatory foundation.

Though he acknowledged progress in other crypto projects, Hines did not name any specific networks or tokens. He said the administration wants to recognize innovation across the space but remains focused on Bitcoin for now.

Hines also expressed support for the Bitcoin community and said the administration is working to meet their expectations. He added that the public can expect progress on the reserve “in short order”.

Donald Trump’s advisor Bo Hines meets Nayib Bukele as US eyes El Salvador’s Bitcoin strategy https://earlybirdsinvest.com/donald-trumps-advisor-bo-hines-meets-nayib-bukele-as-us-eyes-el-salvadors-bitcoin-strategy/ https://earlybirdsinvest.com/donald-trumps-advisor-bo-hines-meets-nayib-bukele-as-us-eyes-el-salvadors-bitcoin-strategy/#respond Thu, 05 Jun 2025 09:24:28 +0000 https://earlybirdsinvest.com/donald-trumps-advisor-bo-hines-meets-nayib-bukele-as-us-eyes-el-salvadors-bitcoin-strategy/

Bo Hines, who leads President Donald Trump’s advisory council on digital assets, recently met with El Salvador’s President Nayib Bukele to discuss potential partnerships in the crypto space.

In a post shared on June 5, Hines revealed that the meeting centered around digital asset development and a shared ambition to reshape global finance. He also praised Bukele for spearheading what he described as transformative change in El Salvador.

The Central American country’s official Bitcoin Office confirmed the engagement, noting that both leaders explored opportunities for collaboration between the United States and El Salvador in the digital asset space.

The office wrote:

“[President Bukele and Bo Hines] discussed collaboration between the United States and El Salvador on bitcoin and digital assets.”

Meanwhile, Hines’ visit follows President Bukele’s recent White House trip, during which he met with President Trump to discuss regional security and prison agreements.

Although Bitcoin was not discussed in that meeting, Hines’s presence in El Salvador places the spotlight back on crypto policy.

What does this mean?

This diplomatic engagement may be tied to Trump’s broader crypto agenda.

Earlier this year, the Trump administration unveiled plans to create a Strategic Bitcoin Reserve (SBR). This reserve would consist of Bitcoin acquired through budget-neutral strategies and digital assets recovered from criminal seizures.

Although the US has not made official Bitcoin purchases, Hines’ trip could indicate that the US is exploring how to model its reserve after El Salvador’s approach. Though the current US mandate is that it will only acquire Bitcoin through ‘budget-neutral’ methodologies. Bukele’s government was the first to adopt Bitcoin as legal tender and currently holds more than 6,198 BTC.

At the same time, El Salvador continues to promote crypto literacy through national education programs covering Bitcoin, AI, and emerging technologies. Speaking on these programs, Stacy Herbert, the Director of El Salvador Bitcoin Office, said:

“El Salvador is preparing our young people to become global tech leaders by not just teaching them the required technical skills but by also giving them an ethical and philosophical foundation to build the world they want to see.”

Notably, the Trump administration has also adopted a pro-crypto approach by introducing legislation and rules that could further help the emerging industry thrive.

Bo Hines declares the US won’t sell Bitcoin, seek endless accumulation for strategic reserve https://earlybirdsinvest.com/bo-hines-declares-the-us-wont-sell-bitcoin-seek-endless-accumulation-for-strategic-reserve/ https://earlybirdsinvest.com/bo-hines-declares-the-us-wont-sell-bitcoin-seek-endless-accumulation-for-strategic-reserve/#respond Wed, 28 May 2025 04:24:16 +0000 https://earlybirdsinvest.com/bo-hines-declares-the-us-wont-sell-bitcoin-seek-endless-accumulation-for-strategic-reserve/

Bo Hines told the 2025 Bitcoin Conference in Las Vegas on May 27 that the federal government will hold every Bitcoin (BTC) already in custody and pursue additional budget-neutral ways to increase its Strategic Bitcoin Reserve.

Hines, who serves as the executive director of the President’s Council of Advisers for Digital Assets, described Bitcoin as “digital gold” and said the asset’s scarcity requires permanent custody.

He distinguished the Strategic Bitcoin Reserve (SBR) from the broader Digital Assets National Stockpile by stressing an absolute prohibition on disposals. On March 6, an executive order signed by President Donald Trump established both concepts.

Hines added:

“We’re not going to sell any Bitcoin that we possibly have in the US government, period.”

Furthermore, he highlighted that the US recognizes Bitcoin as a commodity with “intrinsic stored value.” This status justifies a separate, single-asset reserve.

Open-ended accumulation with budget neutrality

Hines rejected the idea of a numeric target for federal holdings and clarified that there is no cap. He said:

“We want as much as we can possibly get.”

He added the reserve framework instructs officials to find “budget-neutral ways” to grow the stack, and the working group continues to study options that meet that condition.

Conference speakers suggested ways to add Bitcoin to the reserve without using taxpayer funds.

VanEck’s head of digital assets research, Matthew Sigel, shared the concept of a royalty tied to Bitcoin mining in the US. Miners would pay a fraction of their block rewards in BTC to a government wallet, streamlining the accumulation process.

Furthermore, crypto mining plants that utilize wasted methane would be exempt from taxes.

Galaxy Digital’s head of research, Alex Thorn, thinks the “quickest pathway” is to sell altcoins from the Digital Asset Stockpile and use the proceeds to acquire more BTC.

He added:

“In fact, that’s elegant, because you don’t even need to touch cash. You could sell an altcoin/BTC pair, cash never appears. There is nothing for the vultures of government to grab onto.”

Bo Hines, the Executive Director for the President’s Council of Advisers on Digital Assets, believes the U.S. is positioned to become the “Bitcoin superpower” of the world, according to an April 29 interview with Bitcoin Magazine.

Bo Hines Talks Crypto Policy In New Interview

“I feel like we’re well on our way and have positioned ourselves to be the Bitcoin superpower of the world,” Hines told the media outlet.

The former football player pointed out U.S. President Donald Trump’s issuance of a January 23 crypto-focused executive order entitled “Strengthening American Leadership in Digital Financial Technology” as well as the creation of a strategic Bitcoin reserve as markers of crypto policy success.

Hines also seemingly took a swipe at the United States Securities and Exchange Commission’s (SEC) prior regulation-by-enforcement approach to the blockchain sector as a whole.

“This industry’s been a victim of lawfare like no other industry’s ever experienced,” Hines said, adding that what the sector has been able to do despite headwinds is “truly quite remarkable.”

Bitcoin Recovers From Recent Drop

Hines’ comments come ahead of the U.S. Treasury’s May 5 deadline for reporting on strategic Bitcoin reserve implications regarding law and investment considerations.

The impending deadline follows Trump’s March 6 executive order in which he vowed to develop a Strategic Bitcoin Reserve and digital asset stockpile from cryptocurrencies seized from criminal and civil forfeiture proceedings.

Bitcoin has seen a slight surge in value in recent days, with the cryptocurrency hovering around $94,000 despite a small dip on Wednesday.

On Monday, BlackRock’s spot Bitcoin ETF, iShares Bitcoin Trust (IBIT), amassed a record of nearly $1 billion in inflows—indicating a potential economic stronghold amid broader fears following the launch of Trump’s controversial “Liberation Day” tariffs earlier this month.

Despite IBIT’s success, it is unclear how Bitcoin may perform in the coming months as sweeping crypto policy changes are expected to be enacted.

Stablecoin, crypto market structure legislation slated for approval by August – Bo Hines https://earlybirdsinvest.com/stablecoin-crypto-market-structure-legislation-slated-for-approval-by-august-bo-hines/ https://earlybirdsinvest.com/stablecoin-crypto-market-structure-legislation-slated-for-approval-by-august-bo-hines/#respond Tue, 29 Apr 2025 22:17:03 +0000 https://earlybirdsinvest.com/stablecoin-crypto-market-structure-legislation-slated-for-approval-by-august-bo-hines/

President Donald Trump’s administration aims to finalize stablecoin and crypto market structure legislation before the August 2025 congressional recess, according to Bo Hines, executive director of the President’s Council of Advisors on Digital Assets.

In a recent interview with Bitcoin Magazine, Hines outlined a three-phase policy roadmap and discussed plans to initiate a Strategic Bitcoin (BTC) Reserve through budget-neutral means.

He confirmed that the administration is working closely with congressional leadership to advance two key bills, one focused on stablecoins and another on the broader digital asset market structure.

The goal is to use both to form the foundation of a new federal regulatory framework. If enacted, a 180-day interagency report on digital assets established under the Trump administration’s first executive order will complement the bills.

The report will outline how federal agencies intend to operationalize the new framework.

Hines added:

“We feel extremely confident that both of these pieces of legislation will move forward with bipartisan support.”

Three-phase policy structure

Hines said the administration’s digital asset agenda will be structured into three phases: demolition, construction, and implementation.

The demolition phase involved reversing regulatory measures from the prior administration, which were viewed as hostile to crypto development.

This included dismantling enforcement patterns associated with Operation Chokepoint 2.0 and hosting the first White House crypto summit to engage directly with industry stakeholders.

Operation Chokepoint 2.0 is the name given to the alleged efforts by US financial regulators to hinder the access of crypto companies to banking services.

The construction phase focuses on legislative efforts and policy coordination, while the implementation phase will follow, integrating blockchain technologies into the US financial system.

Hines described this long-term plan as a comprehensive approach to reengineering payment systems and regaining the US’s competitive advantage in financial technology.

Strategic Bitcoin Reserve

Alongside its legislative initiatives, Hines highlighted that the Trump administration is preparing to create a Strategic Bitcoin Reserve (SBR).

The Department of the Treasury is currently auditing agency holdings and evaluating acquisition pathways per the executive order signed in March.

Hines noted that the audit has progressed smoothly with full agency participation and that the Treasury is now aggregating data to support the next steps.

The executive order demands that BTC accumulation under the SBR will follow a budget-neutral model, ensuring no additional burden on taxpayers. Ideas under consideration include revaluing gold certificates, monetizing government-held energy assets, and conducting mining operations on federal land.

A working group is reviewing proposals to determine and implement the most efficient method.

Hines revealed:

“We want to move as expeditiously as possible. There is definitely a sort of space race as it pertains to accumulation of this asset, no different than there is with gold.”

Additionally, he stated that the US considers Bitcoin “digital gold” and intends to accumulate as much as possible using fiscally responsible mechanisms.

In addition to the SBR, the administration is developing national stockpiles of other digital assets to support broader innovation within the blockchain sector, which was also approved under the executive order signed in March.

Nonetheless, Hines reaffirmed that Bitcoin remains central to the administration’s vision for long-term economic leadership.

He concluded:

“We’ve positioned ourselves to be the Bitcoin superpower of the world, and we’re going to deliver on the president’s priorities as it relates to that.”

President Trump’s Crypto Head Bo Hines Says White House Ushering in ‘Golden Age for Digital Assets’ https://earlybirdsinvest.com/president-trumps-crypto-head-bo-hines-says-white-house-ushering-in-golden-age-for-digital-assets/ https://earlybirdsinvest.com/president-trumps-crypto-head-bo-hines-says-white-house-ushering-in-golden-age-for-digital-assets/#respond Wed, 09 Apr 2025 23:13:33 +0000 https://earlybirdsinvest.com/president-trumps-crypto-head-bo-hines-says-white-house-ushering-in-golden-age-for-digital-assets/

President Donald Trump’s new head of crypto reportedly says that we are entering into the “golden age” of digital assets now that the previous administration’s policies are being undone.

According to a new report by Fox, Bo Hines – executive director of the President’s Council of Advisors on Digital Assets – says that Biden’s policies drove much of the industry overseas while Trump is embracing the nascent sector and setting it up to thrive in the US.

Hines says that instead of helping the industry innovate, Biden used regulatory agencies under his control to go after crypto firms.

As stated by Hines, according to Fox,

“At the end of the day, the largest players to the smallest players want to be operating in the United States – they just need a clear set of rules to abide by to do so…

We’ve been in the demolition phase – removing a lot of those barriers that the Biden regime put up so that people can actually start building back here in the United States.

My main message to players in the crypto space has been – welcome home. We are going to create the most pro-crypto-friendly regulatory environment that anyone could possibly imagine because we understand how important the innovation is here in this space.”

According to Hines, the Stablecoin Transparency and Accountability for a Better Ledger Economy (STABLE) Act would establish clear regulatory guidelines for dollar-pegged crypto assets and could be the first “truly meaningful” piece of legislation signed by Trump during this second term.

“I think that Americans will see that once this [stablecoin] legislation is through – once this regulatory framework is established – the way in which they move their money will be changed forever. You will see that Americans will have better access to quicker payments and better access to transparency.”
