On July 22, the US Securities and Exchange Commission (SEC) approved Bitwise’s plan to turn its cryptocurrency index fund into an exchange-traded fund (ETF), only to stop the process later in the same day.

The SEC’s Division of Trading and Markets gave what it called “accelerated approval” for the Bitwise 10 Crypto Index Fund to change its structure to an ETF.

This type of approval would have let Bitwise ask the SEC to make its registration effective sooner than usual.

However, that approval did not stand for long. SEC Assistant Secretary Sherry Haywood said the order was “stayed until the Commission orders otherwise” and confirmed that the Commission itself would review the decision.

Bitwise launched the index fund, which trades under the ticker BITW, to give investors exposure to a mix of cryptocurrencies, including Bitcoin

Bloomberg ETF analyst James Seyffart stated on X that the fund “cannot actually convert it into an ETF yet” because it had been” held up by either one or multiple commissioners”.

He added that the SEC acted earlier than expected, as a decision wasn’t due until next week.

Scott Johnsson, a partner at Van Buren Capital, also shared on X that the approval came “under delegated authority” and speculated this was done to avoid interference from Caroline Crenshaw, the sole Democrat on the SEC.

He also suggested the pause might be a way for the agency to stretch the standard 240-day review period.

Meanwhile, House Republicans recently proposed a 7% cut to the SEC’s 2026 budget by reducing it to $2.03 billion. What did the House say? Read the full story.

El Salvador has not made any new Bitcoin purchases since February 2025, according to a new report released by the International Monetary Fund (IMF) on July 15.

The disclosure directly contradicts President Nayib Bukele’s long-standing public claim that his government has been buying one Bitcoin per day.

The IMF’s findings were included in the first formal review of the country’s Bitcoin program since El Salvador secured a $1.4 billion loan agreement in December 2024.

IMF Lauds El Salvador’s Bitcoin Reforms, Confirms Policy Shift

A letter signed by Central Bank President Douglas Pablo Rodríguez Fuentes and Finance Minister Jerson Rogelio Posada Molina confirmed that “the stock of Bitcoins held by the public sector remains unchanged.”

The IMF report also revealed that El Salvador is moving to scale back its public involvement in Bitcoin-related services. One of the key changes includes reducing the role of the Chivo wallet, the state-backed digital asset platform, and ultimately ending its operation by July 2025.

The Chivo wallet, once promoted as a centerpiece of the country’s Bitcoin adoption, will be shut down from public control, and the IMF clarified that while the wallet will remain operational, it must be fully privatized and no longer run on government funds.

The report noted that although on-chain activity shows BTC moving between wallets, these are not new acquisitions. Instead, the transactions reflect internal transfers between cold and hot wallets.

The IMF emphasized that these movements had led to a “misinterpretation” of El Salvador’s Bitcoin activity. Officials further argue that reallocated reserves or assets obtained through legal seizures do not qualify as state-backed Bitcoin buys.

According to the El Salvador Bitcoin Office, El Salvador currently holds about 6,244 BTC, worth roughly $742 million.

While some reports suggested an 8 BTC increase last week, the IMF attributes this to technical accounting, not fresh buys.

The IMF praised the updated Bitcoin policy for reducing fiscal risk and strengthening transparency. It said these steps were helping to stabilize inflation and restore macroeconomic stability in the country.

Official vs. On-Chain: The Bitcoin Mystery Behind El Salvador’s Treasury

Despite growing public interest in sovereign Bitcoin reserves, the IMF is pushing El Salvador to treat BTC as a financial asset with risk exposure, not as a currency.

As part of the agreement, Bitcoin is no longer considered mandatory legal tender.

While the Salvadoran government insists it is still “stacking sats,” the IMF’s statement indicates otherwise. The divergence in interpretation has added fuel to a broader debate around sovereign BTC holdings.

Some blockchain analysts, including firms like Arkham, have observed steady 1 BTC per day transfers from exchanges like Binance and Bitfinex to addresses reportedly linked to the Salvadoran government. Still, whether these are official purchases or private transactions remains unclear.

Other governments and companies continue to expand their Bitcoin treasuries. Japan’s Metaplanet recently acquired 797 Bitcoin for $93.6 million. On Tuesday, the firm announced plans to purchase a digital bank to expand its crypto services.

Meanwhile, The Blockchain Group in France and the UK’s Smarter Web Company added over 340 BTC combined. Strategy, the first Bitcoin treasury company, posted $14 billion in unrealized gains in Q2 2025.

Compared to this international trend, El Salvador’s quiet pause signals a shift. The IMF is scheduled to conduct further reviews in September and December 2025 to track compliance.

For now, El Salvador’s public BTC balance appears to be holding steady, with no new government-funded purchases. The IMF says the country is sticking to its agreement. The Bukele administration says otherwise.

With Bitcoin’s price nearing record highs, the divide between official reporting and on-chain speculation is likely to grow. The next few months may prove decisive in shaping the future of sovereign crypto strategy.

4 Reasons Why Bitcoin’s Rally Was Halted at $89K and Might Not Resume Soon https://earlybirdsinvest.com/4-reasons-why-bitcoins-rally-was-halted-at-89k-and-might-not-resume-soon/ https://earlybirdsinvest.com/4-reasons-why-bitcoins-rally-was-halted-at-89k-and-might-not-resume-soon/#respond Tue, 25 Mar 2025 07:54:25 +0000 https://earlybirdsinvest.com/4-reasons-why-bitcoins-rally-was-halted-at-89k-and-might-not-resume-soon/

The start of the business week was quite positive for bitcoin, as its price jumped by several grand from the weekend stagnation and hit a multi-week peak of just under $89,000.

However, it faced immediate resistance at that point and was pushed south to under $87,000 as of now. Here are some of the possible reasons behind the correction.

Technical Perspective

CryptoPotato warned yesterday that BTC’s Relative Strength Index (RSI), measuring the speed and change of price movements, had gone into an overbought territory above 70. Such rapid increases typically mean that the asset has reached a local top and could be heading for a correction.

Crypto analyst Ali Martinez outlined on X what happened to bitcoin the last six times it went into an overbought state. Hint, they were all painful.

The second technical indicator that could be behind BTC’s rejection is the TD Sequential. It sort of complements the RSI as it also shows whether the buyers or sellers have reached market exhaustion. In the case of bitcoin, it suggested a short-term top after the recent rally toward $89,000.

The last potential reason from a technical perspective came in the form of resistance, which had built up around the $89,000 mark. It was created when the 50-day moving average and the descending trending from the ATH converged and acted as a big roadblock in BTC’s potential move toward $90,000 and $100,000, said Martinez.

Whales Offloading and Bonus

Big bitcoin holders, typically referred to as whales, used the opportunity to secure some profits amid BTC’s rally. According to Martinez, who cited data from Santiment, they disposed of more than 20,000 BTC, valued at roughly $1.8 billion at prices from the local peak.

Recall that whales had been accumulating hard in the past month as BTC’s price tumbled but might have changed their strategy, at least for the short term.

The bonus reason comes from Mt Gox. Arkham noted that wallets related to the failed exchange have moved $1 billion worth of BTC. Such transfers typically scare off the market, and they lead to brief corrections.

El Salvador is working on a $1.4 billion funding agreement with the International Monetary Fund (IMF), but it comes with strict conditions.

holdings. The IMF’s concerns over Bitcoin’s risks have led to rules preventing public institutions from voluntarily buying more of the cryptocurrency.

Documents released on March 3 confirm that the agreement also blocks the government from issuing Bitcoin-linked debt or financial instruments. The goal is to limit exposure to the price swings of digital assets and focus on financial stability.

In a statement from February 26, the IMF’s executive director for El Salvador, Méndez Bertolo, explained that the loan program aims to improve governance, transparency, and economic resilience. He noted that Bitcoin-related risks are being managed and outlined recent changes to the country’s Bitcoin Law.

According to Bertolo, Bitcoin will no longer be considered legal tender. Its use will remain optional, and tax payments must be made in US dollars.

While the government must follow the IMF’s restrictions, President Nayib Bukele remains committed to Bitcoin as part of El Salvador’s financial strategy. On March 3, he announced another purchase, increasing the country’s total Bitcoin holdings to 6,100 BTC.

Meanwhile, Hong Kong’s Securities and Futures Commission (SFC) recently introduced a new strategy called ASPIRe to boost crypto market access and regulation. Which areas are the focus of the plan? Read the full story.

Binance and SEC Hit Pause: Lawsuit Halted for 60 Days https://earlybirdsinvest.com/binance-and-sec-hit-pause-lawsuit-halted-for-60-days/ https://earlybirdsinvest.com/binance-and-sec-hit-pause-lawsuit-halted-for-60-days/#respond Tue, 11 Feb 2025 17:46:30 +0000 https://earlybirdsinvest.com/binance-and-sec-hit-pause-lawsuit-halted-for-60-days/

The US Securities and Exchange Commission (SEC) and the crypto exchange Binance

$8.37B

have agreed to postpone their legal dispute for 60 days, citing possible regulatory changes that could impact the case.

Their request, filed on February 10, is tied to the SEC’s new crypto task force, which may influence how the agency handles digital asset-related cases moving forward.

The lawsuit involves allegations that Binance violated securities laws. Both parties argue that pausing the case will help them reassess their positions as new regulatory policies take shape.

If the court grants the request, it would delay several important filings, including Binance’s motion to dismiss the SEC’s updated complaint. The motion states that the pause would “promote the efficient use of the court’s resources”.

There is speculation that other crypto firms, including Coinbase

and Ripple

could follow Binance’s lead by seeking similar pauses in their legal battles.

This development comes as the SEC’s stance on crypto faces scrutiny. Some see the joint motion as a sign of a possible shift in regulatory strategy under Acting SEC Chair Mark Uyeda. If granted, the pause would give both sides time to evaluate potential policy changes before proceeding with legal action.

After the 60-day period, Binance and the SEC plan to submit a status update to decide whether additional delays are necessary.

Meanwhile, Binance co-founder Yi He explained key factors influencing how the exchange selects tokens, following the recent rise and fall of the Test (TST) token. What did she highlight? Read the full story.
