The crypto exchange Robinhood is under investigation in Florida over the company’s claims about offering the lowest prices for buying digital currencies.

The state’s Attorney General, James Uthmeier, stated in a July 9 press release, “Robinhood has long claimed to be the best bargain, but we believe those representations were deceptive”.

Robinhood has built its crypto business around a model where it earns money by routing trades to outside firms. Those firms pay Robinhood for the trades, a system called payment for order flow.

While this allows the platform to advertise no direct commission, state officials noted that it may lead to customers paying more through trade prices that are worse than on other platforms.

Florida officials said Robinhood’s promises to deliver “the most crypto for your money” and “lowest cost on average” may not reflect what users actually experience.

The Attorney General’s office issued a subpoena demanding that Robinhood turn over various records by July 31. That includes internal charts, advertisements, employee training materials, details of all crypto trades made by Florida customers in 2024, and documents explaining how rebates and costs are calculated.

Officials also asked for information on how employees explain costs to users and whether any outside parties had access to customer trading data.

Florida has officially stepped back from the growing movement among US states to establish a Strategic Bitcoin Reserve (SBR).

According to the Florida Senate’s website, lawmakers have indefinitely postponed and withdrawn two critical pieces of legislation, House Bill 487 and Senate Bill 550, to enable public investment in Bitcoin.

Despite bipartisan support, particularly for HB 487 at the committee stage, the bills stalled early in the legislative process. Data from Bitcoin Laws confirms that neither bill advanced beyond the first committee hearing.

Meanwhile, Samuel Armes, founder of the Florida Blockchain Business Association, suggested the conversation isn’t over. He noted that while the bills appear stalled, there are still ways to reintroduce the language through budget negotiations currently underway.

He said:

“To the person in the outside, the bills seem dead but to those on the inside, we have another month to keep pushing.”

Is Bitcoin’s reserve bill momentum slowing?

Florida’s retreat follows Arizona Governor Katie Hobbs’ high-profile veto of a similar proposal.

Hobbs cited the absence of reliable historical data on Bitcoin’s performance as the reason for rejecting what was then the most advanced SBR bill in the nation.

The retreat in Florida now adds to a broader slowdown across the country. So far, at least eight states, including Arizona, Montana, North Dakota, Oklahoma, Pennsylvania, South Dakota, and Wyoming, have paused or abandoned similar initiatives.

Nationwide, the number of states actively considering SBR-related legislation has dropped to 19, with 36 bills still under discussion. These proposals aim to reshape how states manage long-term reserves by including decentralized digital assets like Bitcoin.

Meanwhile, efforts for the initiative continue at the federal level. President Donald Trump has signed an executive order directing the development of a national Bitcoin reserve.

However, some industry experts remain skeptical of the plan. BitMEX co-founder Arthur Hayes argued the US is unlikely to expand its holdings due to fiscal concerns and lingering biases against Bitcoin culture.

Florida has become the latest US state to abandon efforts to establish a strategic Bitcoin reserve, dealing another setback to the broader push for state-level crypto adoption.

Two proposed bills — House Bill 487 and Senate Bill 550 — were officially withdrawn from the legislative process on May 3, according to the Florida Senate.

The legislative session had adjourned a day earlier, on May 2, without taking action on the crypto-focused proposals.

Florida Extends Session, But Crypto Bills Left Behind

Though lawmakers agreed to extend the session until June 6 for budget negotiations, the crypto bills will not be reconsidered.

HB 487, introduced in February, would have authorized Florida’s chief financial officer and the State Board of Administration to allocate up to 10% of select state funds into Bitcoin.

SB 550, filed in parallel, aimed to facilitate similar investments of public funds into the digital asset.

Their removal places Florida alongside a growing list of states — including Wyoming, South Dakota, North Dakota, Pennsylvania, Montana, and Oklahoma — that have recently failed to pass legislation allowing Bitcoin-based investment strategies.

The data comes from Bitcoin Laws, a site tracking crypto-related state policy efforts.

During the recent Florida legislative session, lawmakers passed roughly 230 bills addressing a wide range of issues, from banning smartphones in schools to protecting state parks.

However, cryptocurrency initiatives were noticeably absent from the final tally.

Florida’s move follows closely behind developments in Arizona, where a promising crypto initiative was also halted.

Arizona’s House Bill 1025, which had advanced further than any other similar bill nationwide, was vetoed on May 3 by Governor Katie Hobbs.

She called digital assets “untested investments,” effectively stopping the proposed Digital Assets Strategic Reserve Act in its tracks.

Crypto Advocates Slam Politicians Over Bitcoin Veto

The veto sparked backlash from crypto advocates, including investor Anthony Pompliano, who criticized political leaders for dismissing Bitcoin’s potential.

Dennis Porter, CEO of the Satoshi Action Fund, pointed out that Arizona still has two remaining bills under consideration — HB 2749 and SB 1373 — that could revive the state’s efforts to become the first in the U.S. to create a Bitcoin reserve.

HB 2749 is particularly notable for being budget-neutral, as it proposes using profits from the state’s unclaimed property fund.

SB 1373, meanwhile, would allow the treasurer to invest up to 10% of state funds in digital assets, though it has not yet faced a final vote.

As reported, the US Senate is also facing a sudden breakdown in negotiations over a landmark cryptocurrency bill, placing one of former President Donald Trump’s top financial policy priorities in jeopardy.

The legislation, aimed at establishing the country’s first federal regulatory framework for stablecoins—digital assets pegged to the U.S. dollar—has hit a bipartisan snag, following pushback from key Senate Democrats.

On Saturday, nine Democratic senators, including some who had previously backed the bill in committee, issued a joint statement rejecting a revised version of the legislation introduced by Republicans last week.

Senator Joe Gruters said Florida is positioned to lead the nation in integrating Bitcoin (BTC) into state-level financial reserves. 

In remarks made during an interview with Florida Blockchain Business Association founder Samuel Armes, Gruters highlighted that his legislative vision is to incorporate Bitcoin into public financial infrastructure as part of a broader economic policy framework centered on inflation protection and fiscal autonomy.

Bill S0550, introduced on March 4, permits Florida’s Chief Financial Officer to allocate up to 10% of assets from key funds to Bitcoin. 

The measure also extends investment authority to the State Board of Administration, which manages Florida’s pension system. Gruters said the legislation reflects Florida’s ongoing effort to position itself as a national hub for Bitcoin adoption and financial sovereignty.

He added:

“[The bill] allows us as the state of Florida to hold some reserves, to be able to invest some of our pension dollars and other funds into cryptocurrencies. We should be the state that leads in this effort.”

State-level Bitcoin policy follows federal signals

Gruters framed the legislation as a broader political realignment toward digital assets. Referencing former President Donald Trump’s recent endorsement of Bitcoin reserve strategies, Gruters said the state is prepared to follow that lead with actionable policy. 

“The president himself came out and basically said America is gonna be the Bitcoin capital of the world. We’re glad to follow his lead on this.”

He added that Bitcoin’s appeal among his supporters extends beyond financial returns. These people love freedom, and Florida wants to be a “pro-freedom state.”

Gruters, who serves as treasurer of the Republican National Committee and has been involved in digital asset policy for several years, tied Bitcoin adoption to his broader fiscal agenda, including reforms to Florida’s insurance markets. 

“It’s about doing all we can to fix that, to make it transparent, to try to take away some of that volatility in pricing. And at the same time, make sure that we get these costs under control.”

He also pointed to Florida’s recent role during the COVID-19 pandemic as a destination for what he described as “economic refugees, ” demonstrating the state’s ability to attract residents seeking fiscal autonomy and regulatory clarity. 

“That’s why Bitcoin and other cryptocurrencies have so many opportunities, because they can come here in Florida. We’re going to embrace them.”

Gruters expressed confidence that Florida’s policy direction would influence other states, calling it “the place to be” and stating that “the country really follows us in terms of what we do.”

Referring to the federal government’s posture toward Bitcoin under Trump’s leadership, Gruters said he believes the digital currency will also play a central role in national reserves. 

“It will be a strategic reserve of the United States and an investment in the second-largest state in the country, like Florida. It’s come full circle.”

Florida’s Volusia County Division of Corrections recorded Armstrong as a fugitive from justice and confirmed his arrest on March 25 at 7:18 PM local time.

In a March 21 post on X, BitBoy had disclosed that an arrest warrant is out for him over his emails to Cobb County, Georgia Superior Court Judge Kimberly Childs while acting as his own attorney. He further claimed that the judge deleted her X account because of him.

BitBoy Was Earlier Arrested in 2023

This is not the first time that BitBoy has been arrested. In September 2023, he was arrested by the police while live-streaming on YouTube. He was on his way to confront a former colleague Carlos Diaz in a quest to retrieve his Lamborghini, but the police detained him midway. The police had also found illegal narcotics in his vehicle.

In April 2023, when Armstrong was part of a class-action lawsuit, he was called in by the judge to address his harassment of the plaintiffs’ counsel. The plaintiff’s lawyer had claimed that Armstrong harassed the legal team with vulgar phone calls, voicemails, text messages and social media posts suggesting threats.
