China has introduced a detailed plan to make artificial intelligence (AI) a core part of everyday life and the economy.

According to a policy document from the State Council, the goal is to gradually roll out AI across different areas of society.

The first step is scheduled for 2027, by which time the country expects around 70% of its population to use AI-powered tools or services.

That would mean about 980 million people using smart applications such as digital assistants or AI-connected devices on a regular basis.

The policy also outlines how AI should be used in various areas, including production, retail, governance, social services, and global partnerships. It also focuses on changing how people work and live by integrating intelligent systems into daily routines and decision-making processes.

The government plans to build on this momentum, with an even higher usage goal of 90% by 2030. By 2035, China aims to complete the transition to what it describes as an “intelligent economy and intelligent society”, where AI tools are an integral part of both business operations and personal life.

Officials are using the growth of smartphone usage as a model. China hit 70% smartphone adoption in 2018, eight years after the iPhone became available in the country. The current plan is to achieve a similar result using AI tools, but in a shorter timeframe.

As the August 1 deadline for a U.S.–Europe tariff deal approaches, talks between the Trump Administration and the European Union have reached a critical stage, and investors are hopeful that a deal will be reached in time to calm global markets.

Investors hold their breath for a U.S.–Europe tariff deal

The U.S. and EU are reportedly closing in on a deal that would set a broad, baseline 15% tariff on European goods entering the United States, with potential exemptions for select sectors.

This follows President Trump’s prior threats to raise tariffs as high as 50% on certain imports if no agreement is reached, a move that’s kept European exporters and global investors on edge.

Some of the most contentious areas remain automobiles and parts, as well as steel and aluminum, and sensitive, high-value sectors like pharmaceuticals and semiconductors. EU officials have insisted that any agreement must deliver immediate relief on tariffs for these critical industries, rather than deferring it until the final deal is ratified. Trump told reporters on July 25:

“I would say that we have a 50-50 chance, maybe less than that, but a 50-50 chance of making a deal with the EU.”

From his statement, it’s clear that the U.S.–Europe tariff is far from a done deal, and uncertainty still hangs over the negotiations. European diplomats have signaled that while a broad framework may be agreed upon soon, a number of outcomes remain possible, including a successful deal, a temporary reprieve, or an all-out tariff escalation on August 1.

Market impacts: volatility, risk, and crypto

Investors have reacted to the prospect of a deal with cautious optimism, hoping that even a partial agreement can reduce trade uncertainty that has weighed on European equity markets and global supply chains since Trump’s initial tariff announcements in April. U.S. stocks have hovered near record highs as traders price in a higher likelihood of a U.S.–Europe tariff relief, though volatility is expected to tick up as the deadline approaches.

Trade tensions and tariff threats typically fuel concerns about economic slowdowns, stagflation, and disruptions to both the dollar and euro, increasing volatility across markets. Crypto assets, particularly Bitcoin, often benefit in such climates as global investors look for alternatives that are independent of any single government’s policy.

Previous escalations in U.S.–China and U.S.–EU trade spats have prompted spikes in BTC trading volumes and strengthened the narrative of Bitcoin as a mature asset and a “hedge” against geopolitical and monetary uncertainty. However, as noted by Koinly:

“If confidence in national currencies or markets drops, people might move into crypto to preserve their wealth. However, this behavior is not consistent and depends heavily on sentiment.”

Should tariff escalation continue or uncertainty persist, we might expect some renewed momentum for Bitcoin and crypto as safe-haven assets and stores of value, similar to gold. Conversely, a last-minute trade deal could restore some calm to traditional markets, potentially dampening the crisis premium that sometimes serves to boost crypto and even seeing a potential short-term slump.

Major cryptocurrencies rose Sunday morning as the U.S. Treasury Secretary Scott Bessent hinted at upcoming trade deals before the July 9 Liberation Day tariff deadline.

Bitcoin, the leading cryptocurrency by market value, gained over 1%, briefly topping $109,000. Payments-focused XRP and Solana’s SOL token gained over 2% each, with meme token dogecoin

rising 3%, according to data source CoinDesk. Ethereum’s ether, the second-largest token, rose 1.5% to $2,550.

In an interview with CNN, Bessent stated that the U.S. is close to finalizing several trade deals ahead of the July 9 deadline, when the temporary pause in higher tariffs initially announced on April 2 is set to expire.

“President Trump’s going to be sending letters to some of our trading partners saying that if you don’t move things along, then on August 1, you will boomerang back to your April 2 tariff level. So I think we’re going to see a lot of deals very quickly,” Bessent said, per Reuters.

Bessent explained that July 9 remains the deadline for negotiations, failing which higher tariffs, announced in early April, will take effect from Aug. 1.

“We are saying this is when it’s happening. If you want to speed things up, have at it. If you want to go back to the old rate, that’s your choice,” Bessent told CNN, adding that some countries were ‘foot-dragging’ on getting to deals.

Since taking office early this year, President Donald Trump has been focused on making the U.S. wealthy again by imposing tariffs on goods imported from other countries, a coercive tactic aimed at rebalancing trade relations and reducing the U.S. trade deficit.

Trump announced sweeping tariffs on April 2, starting with a 10% base tax on all trading partners and additional amounts on many countries, with some ranging as high as 50%. The so-called Liberation Day announcement triggered a sell-off in financial markets, with U.S. stocks taking a significant hit alongside a sharp decline in bitcoin, which fell to $75,000.

The panic likely prompted the Trump administration to announce a 90-day pause a week later.

Since then, the so-called U.S. exceptionalism has resurfaced in financial markets, lifting major U.S. equity indices to record highs. Both the S&P 500 and Nasdaq have outperformed their global peers, with BTC rallying to trade above $100,000.

Senator Tim Scott (R-SC) says U.S. lawmakers are looking to have crypto market structure legislation completed by September of this year.

Tim Scott Sets September 30 Crypto Market Structure Deadline

Appearing in a fireside chat on Capitol Hill alongside fellow Senator Cynthia Lummis (R-WY) and the head of the President’s Council of Advisers on Digital Assets of the White House, Bo Hines, Scott said he is eyeing a September 30 deadline to finalize the long-awaited legislation.

“I think that is a realistic expectation,” the Chairman of the U.S. Senate Banking, Housing, and Urban Affairs Committee said.

“As stated today, we are committed to getting market structure done by the end of September,” Hines said in a June 26 X post. “Period.”

Key Crypto Players Celebrate

Following the news, several key crypto heavyweights shared their enthusiasm over the digital assets development.

“A clear path forward,” Coinbase CEO Brian Armstrong said. “Thank you, David Sacks for delivering the White House’s commitment to work with Senator Tim Scott and Senator Cynthia Lummis to deliver market structure legislation by September 30.”

“Getting comprehensive crypto market structure legislation passed has been sorely needed for years,” said Colin McCune, Head of Government Affairs at a16z. “We’re incredibly supportive of this effort to make it happen by September 30.”

“American consumers and crypto builders need clear, effective rules, and we stand ready to help get this done,” he added.

Scott’s updated legislative timeframe comes amid a groundswell of congressional crypto activity under a new crypto-friendly White House.

Earlier this month, the Senate passed the GENIUS Act, marking a win for the landmark stablecoin legislation.

In an appearance on CNBC this week, Lummis warned that Congress must pass both crypto market structure legislation and the GENIUS Act by the end of 2025.

“I’m not saying combine them, but they both need to pass this year,” Lummis said.

With a September 30 deadline now in the works for the crypto market structure bill, it looks as though 2026 may start with new crypto guidelines.

The timing of Gill’s trades raised questions. His January Bitcoin buy happened after President Donald Trump signed an executive order supporting digital assets. The second one came just before President Trump announced a national Bitcoin reserve.

Gill’s filings also included two more Bitcoin purchases in May, one up to $250,000 and another up to $100,000. He also listed investments in an S&P 500 exchange-traded fund (ETF) and a money market fund.

Attorneys for the U.S. Securities and Exchange Commission hinted at a potential settlement with Coinbase in a late Friday court filing, citing the regulator’s new crypto task force.

The SEC asked a federal appeals court to extend its deadline to respond to Coinbase, which filed an appeal of a federal judge’s ruling last month. District Judge Katherine Polk Failla ruled last year that the SEC had brought a plausible case that Coinbase sold unregistered securities on its platform. The exchange asked the appeals court panel to weigh in on how securities laws might apply to crypto.

On Friday, the agency asked for a four-week extension to its deadline (currently set for Feb. 14) to file its response, citing Acting SEC Chair Mark Uyeda’s new crypto task force, headed by Commissioner Hester Peirce.

“The crypto task force’s work may affect and could facilitate the potential resolution of both the underlying district court proceeding and potential appellate review, conserving judicial resources. Because the Commission’s review of crypto-related issues is ongoing, the Commission requests this additional time to prepare its answer to Coinbase’s petition and for appropriate review,” the filing said.

This is the second case the SEC asked for an extension in; earlier this week, the SEC and Binance filed for a 60-day stay in the regulator’s case against that exchange and affiliated parties, saying the extension could similarly lead to a resolution. In response, zkLend attempted to recover the funds by offering the attacker a deal. They proposed that the hacker could keep 10% as a bounty and return the remaining 90%, totaling 3,300 ETH. The team addressed the attacker in a post on X, stating:

We understand that you are responsible for today’s attack on zkLend. You may keep 10% of the funds as a whitehat bounty, and send back the remaining 90%, or 3,300 ETH to be exact.

The company also clarified that they were working with security firms and law enforcement. They added, “If we do not hear from you by 00:00 UTC, 14th February 2025, we will proceed with the next steps to track and prosecute you”.

The clock is ticking for virtual world enthusiasts and creators looking to share their innovations at this year’s OpenSimulator Community Conference. Potential presenters have until October 29, 2024 to submit their proposals for the twelfth annual gathering of the OpenSim community.

“We hope that you can join us for our twelfth year celebrating the current and future use of open source virtual worlds through creativity, technology, artistry, and education,” said conference co-chair Cynthia Calongne, also known as “Lyr Lobo” in-world.

The two-day event will take place on December 7 and 8, featuring presentations about creative, educational, technical, and experiential topics related to OpenSimulator and the open metaverse.

“We’re interested in your wonderful content, insights, and accomplishments,” Calongne told Hypergrid Business.

Organizers are particularly interested in presentations that showcase innovative content, significant accomplishments in the OpenSim ecosystem, future visions for open source virtual worlds, and creative applications of OpenSimulator technology.

Each speaker session will be 20 minutes long. The conference will also feature community-sponsored tours, an Expo, content giveaways, and hypergrid exploration.

Proposal acceptance emails will be sent out on October 31. Accepted speakers must register for the conference by November 7 to secure their spot in the program.

The conference will kick off on December 6 with music and art events, followed by the main program on December 7 and 8.
