Dakota, a crypto-integrated banking platform for businesses, has raised $12.5 million in a Series A round to expand its borderless banking services, the firm said on Tuesday.

The investment was led by CoinFund, with participation from 6th Man Ventures and Triton Ventures.

The announcement comes at a time when stablecoins, or cryptocurrencies tied to an external asset, predominantly to the U.S. dollar, are increasingly becoming part of traditional finance plumbing and a tool for cheaper, faster cross-border payments. Stablecoin regulation is also advancing in the U.S., with the Senate already having passed the GENIUS Act and the House aiming to vote on the proposal on Thursday.

“We believe stablecoins can revolutionize business banking,” Alex Felix, CIO of CoinFund, said in a statement. “Dakota is unlocking that potential by combining the familiarity of a bank account with the power of crypto rails.”

The startup, founded by alumni of Coinbase, Square, and Airbnb, lets businesses hold and move funds in U.S. dollars or stablecoins while using traditional payment networks like ACH, SWIFT and SEPA. Businesses can send or receive payments via regular bank accounts on the platform without touching crypto directly. Behind the scenes, it uses blockchain to settle transfers nearly instantly, offering an alternative to conventional banking.

The firm keeps customer deposits fully reserved and backed 1:1 by short-term U.S. Treasuries, aiming to eliminate liquidity and counterparty risks.

With the funding, the firm is now expanding its services to over 100 countries, including the UK, European Union, Singapore and parts of Latin America.

“Business today is borderless, and dollars are a universal language,” said Dakota CEO Ryan Bozarth. “We want to give entrepreneurs from Bogotá to Bangalore the same access to U.S. dollar banking that a startup in San Francisco would have.”

Lawmakers in North Dakota have advanced a bill that imposes stricter regulations on cryptocurrency ATMs, including a $2,000 cap on daily transactions per user.

The state Senate supported House Bill 1447 with a 45-1 vote on March 18, restoring the limit after it was initially removed by the House.

The bill, introduced on January 15, is designed to reduce fraud by tightening oversight of crypto ATMs. It requires operators to obtain a money transmitter license, provide fraud warnings at kiosks, and use blockchain analytics to monitor for suspicious activity. Additionally, operators must submit quarterly reports detailing ATM locations, ownership, and transaction records.

When first proposed, the bill set a $1,000 daily transaction limit, but a House committee later raised the cap to $2,000, which allows users to make up to five transactions within 30 days. The Senate has now simplified the rule by enforcing a flat $2,000 daily limit across all machines operated by a single provider.

Since the Senate’s version differs from what the House previously approved, the bill must return to the House for another vote.

During a legislative hearing on January 22, Representative Steve Swiontek, the bill’s sponsor, highlighted how unregulated crypto ATMs have become an easy target for scams. The proposed requirements aim to protect users while ensuring that legitimate transactions continue.

North Dakota lawmakers have taken a decisive step toward regulating crypto ATMs, approving a bill imposing a $2,000 daily transaction limit per user.

On March 18, the state Senate passed House Bill 1447, advancing legislation designed to curb fraud and enhance oversight.

HB 1447 seeks to protect residents from rising fraud cases linked to crypto ATMs. According to Coin ATM Radar, North Dakota currently hosts around 45 Bitcoin ATMs out of approximately 29,730 machines across the United States.

With Senate approval secured, the bill will likely return to the House for further consideration before reaching the governor’s desk for final approval. If enacted, North Dakota would establish a stronger regulatory framework to address crypto ATM fraud while maintaining user accessibility.

Bill details

HB 1447 introduces stricter guidelines for crypto ATM operators, requiring them to obtain a money transmitter license before running their machines in North Dakota.

The bill requires clear and easily readable disclosures of terms and conditions in the customer’s preferred language.

It also mandates using blockchain analytics tools to detect fraudulent transactions, track suspicious wallet activity, and flag potential money laundering schemes. Regulators would be able to request proof that operators are using these tools effectively.

Crypto ATMs will also be required to display fraud warnings before processing transactions, helping users identify potential scams.

Additionally, operators must establish and maintain a written anti-fraud policy, ensuring proactive steps are taken to detect and prevent fraudulent activity.

The bill stated:

“A virtual – currency kiosk operator shall take reasonable steps to detect and prevent fraud, including establishing and maintaining a written antifraud policy.”

In addition to security measures, the legislation enforces a $2,000 daily withdrawal cap. Initially, lawmakers proposed a $1,000 limit, but the threshold was later raised to allow greater flexibility while maintaining fraud safeguards.

The bill mandates that ATM operators provide live assistance on weekdays from 8 A.M. to 10 P.M. Central Time to improve customer support. A toll-free customer service number must be prominently displayed on the machine or its interface.
