The US Treasury’s Office of Foreign Asset Control (OFAC) has sanctioned a Russia-linked cryptocurrency exchange, which shows that regulators are taking action against certain digital asset firms despite President Donald Trump’s push for oversight.

According to an August 14 press release, OFAC named Garantex Europe OU and said it was used by ransomware groups and other criminals.

The agency reported that the exchange handled more than $100 million in illegal transactions since 2019. Also added to the sanctions list were Garantex’s successor, Grinex, three of the exchange’s executives, and six related companies based in Russia and Kyrgyzstan.

Under Secretary of the Treasury for Terrorism and Financial Intelligence John K. Hurley said:

Exploiting cryptocurrency exchanges to launder money and facilitate ransomware attacks not only threatens our national security, but also tarnishes the reputations of legitimate virtual asset service providers.

This is not OFAC’s first action against Garantex. The platform was previously sanctioned in April 2022 for its ties to Russia’s financial system after the war in Ukraine began.

That decision came as many US companies and regulators sought to cut business links with Russian banks and firms following the invasion.

The latest sanctions expand OFAC’s list of restricted cryptocurrency services, which already includes Russian-language platforms such as Cryptex, Bitpapa, and Chatex.

China’s foreign ministry has reportedly confirmed that a visiting Atlanta-based banker who works for the financial service behemoth Wells Fargo has been prohibited from leaving the country.

CNN reports that the Chinese Ministry of Foreign Affairs spokesperson Guo Jiakun said on Monday that the exit ban placed on Chenyue Mao is due to her involvement in a criminal case.

Mao serves as managing director at Wells Fargo Bank N.A.

“According to Chinese law, the case is under investigation, and Ms. Mao is temporarily unable to leave the country and is obligated to cooperate with the investigation. During the investigation, the authorities will ensure that her legal rights are protected.”

The bank, which operates overseas branches in Shanghai and Beijing, decided to suspend all travel to China following the exit restrictions.

“We are closely tracking this situation and working through the appropriate channels so our employee can return to the United States as soon as possible.”

It is not clear how Mao is linked to the criminal case. Just last month, she was elected the new chair of FCI, a global association of companies formerly known as the Factors Chain International.

In a statement to the BBC, the US embassy in Shanghai says that the Chinese government has long imposed exit bans on US citizens and other foreign nationals, often without a clear and transparent judicial process.

“We track these cases closely, and have raised our concern with Chinese authorities about the impact these arbitrary exit bans have on our bilateral relations and urged them to immediately allow impacted US citizens to return home.”

The US Department of Justice (DOJ) has announced that five men have pleaded guilty to a Cambodian-based crypto investment scam that conned victims out of $36.9 million.

In a new press release, the DOJ says the international crime ring operated by misleading victims to invest in false digital asset scams.

The DOJ says Joseph Wong, Yicheng Zhang, Jose Somarriba, Shengsheng He and Jingliang Su were part of an international criminal network that tricked American victims into believing they were investing in digital assets, but instead funneled money through US shell companies, international bank accounts and crypto wallets.

Through texts, phone calls, social media and dating apps, the perpetrators contacted victims and gained their trust. They would then convince victims to invest in fraudulent crypto projects, telling the victims all the while that their investments were increasing in value.

Instead of investing their capital, however, the men transferred $36.9 million in victim funds to a single account at Deltec Bank in the Bahamas under the name of “Axis Digital Limited.”

The funds were then funneled to USDT wallets controlled by individuals in Cambodia.

Aside from the five men pleading guilty, eight other co-conspirators have also confessed, so far.

Badiss Mohamed Amide Bajjou, a 24-year-old man believed to be involved in a series of crypto-related kidnappings in France, has been arrested in Morocco.

According to a June 4 report by Le Parisien, Bajjou, a dual citizen of France and Morocco, was taken into custody by Moroccan authorities following a request from French officials.

The arrest was made with the help of the country’s intelligence service. Police reportedly found him with several mobile phones and bladed weapons.

Bajjou has been under international investigation since 2023. Interpol issued a red notice against him by accusing him of being involved in organized extortion and kidnapping cases.

French officials claimed he played a major role in recent attacks targeting individuals linked to the crypto industry, including a January incident involving Ledger co-founder David Balland.

The case gained further attention in May when French police arrested 12 people connected to two attempted kidnappings. One of those attacks reportedly targeted the daughter of Pierre Noizat, co-founder of the French crypto exchange Paymium.

Just days after the raid, French prosecutors charged a total of 25 people. Many of them were between the ages of 16 and 23.

Following Bajjou’s arrest, French Justice Minister Gérald Darmanin said in a translated post on X:

I sincerely thank Morocco for this arrest, which demonstrates the excellent judicial cooperation between our two countries, particularly against organized crime.

Even with Bajjou in custody, investigators believe another suspect could be involved. Reports suggest this second French-Moroccan national was identified through blockchain tracking tools and may have been overseeing operations from behind the scenes.

The Czech Republic has been shaken by a Bitcoin scandal. On Friday, Justice Minister Pavel Blažek resigned, with the opposition set to demand the resignation of the coalition government this week as well.

The situation caught on fire at the end of last week after Blažek, a conservative politician, accepted a large donation in BTC and sold it for about $45.8 million in March, the AP reported. The opposition has raised concerns over the source of the donation.

Blažek received the coins from Tomas Jirikovsky, a convicted criminal. Jirikovsky operated the Sheep Marketplace. In 2017, he went to prison for embezzlement, drug trafficking, and illegal trading of weapons.

Jirikovsky’s lawyer reportedly approached Blažek in March 2025, saying his client would donate 30% of his BTC stash to the ministry. Police had confiscated the wallet containing this BTC and returned it to Jirikovsky after his release in 2021.

Blažek did not check the coins’ origin. “I have no way to investigate the matter, and I wasn’t interested so many years after the case,” he said at a press conference on Thursday. Jirikovsky probably wanted “to repent” through the donation, he said.

He also claimed that courts had not proven that the BTC came from criminal activity.

However, the opposition parties argue that it’s unclear why Jirikovsky gave the coins to the ministry or where the coins came from. They accused Blažek of potential money laundering.

Furthermore, they argue that the state shouldn’t use the money until these points are clear.

Meanwhile, the High Prosecutor’s Office in Olomouc is investigating the case on suspicion of abuse of official authority and laundering of proceeds of crime.

Blažek denied knowledge of wrongdoing. Nonetheless, he said he resigned so not to harm the four-party coalition government led by Prime Minister Petr Fiala. The PM said he believed that Blažek acted with goodwill.

Czech Coalition Government in Danger?

Today, Brno Daily reported that the lower house will hold an urgent session on Thursday. The opposition parties will use the occasion to demand the resignation of the coalition government, the deputy leaders of the ANO and SPD parties, Karel Havlicek and Radim Fiala, said on Sunday.

“We will want the government to find sufficient self-reflection and resign,” Havlicek said. The current cabinet could stay until the parliamentary elections in October, but it shouldn’t have the power to make major decisions.

If the coalition government doesn’t resign,

“We are very strongly considering calling a no-confidence vote in the government.”

Fiala, deputy leader of the far-right SPD, said that his party “will support an extraordinary session” and a vote of no confidence in the government.

However, lower house speaker Jan Skopecek said the opposition’s plans are just “theatre” in the campaign ahead of the elections. He added that Blažek has already resigned, so there is no reason for the cabinet to do so as well.

Moreover, Czech Fiscal Council chair Mojmir Hampl argued that this case raises numerous key technical questions. However, these will not be answered in the pre-election stage.

Meanwhile, Le Monde reported that Jirikovsky had been trying to recover about 1,500 BTC, seized by the police, since his imprisonment. During the trial, the court suspected that the coins came from Nucleus. This is a dark web marketplace that, the report claims, shut down the day after Jirikovsky’s arrest.

Furthermore, BTC market monitors noted that a portion of the Nucleus-linked BTC, dormant since 2016, moved to new wallets in March. This is after Blažek signed the agreement, reports claim.

Jirikovsky claimed that he got to keep the BTC because he had obtained it legally. Blažek claimed he hadn’t made any promises in return for the donation.

All these allegations will likely be brought up during the Thursday emergency session.

The US Department of Justice does not intend to drop its federal criminal charges against Tornado Cash developer and co-founder Roman Storm, Decrypt reported on May 15, citing sources within the DOJ.

The DOJ’s decision to proceed comes despite an internal memo circulated last month signaling a potential shift in how the agency handles cases involving crypto mixing services.

Storm will stand trial on federal charges, including money laundering and sanctions evasion.

Criminal charges

Federal prosecutors allege that Storm conspired to launder funds, evade US sanctions, and operate an unlicensed money transmitting business through Tornado Cash, an Ethereum-based coin mixer designed to obscure the origin and destination of crypto transactions.

Storm’s trial is set to begin in a Manhattan federal courtroom in less than two months. The most recent court filings show that prosecutors have agreed to drop one portion of the charge related to operating an unlicensed money transmitting business, acknowledging inconsistencies with federal guidelines.

The Financial Crimes Enforcement Network (FinCEN) clarified in 2019 that “non-custodial entities” such as Tornado Cash are not classified as money transmitters. The DOJ’s partial rollback highlights a tension between law enforcement and developers of decentralized software.

Amanda Tuminelli, executive director of the DeFi Education Fund, told Decrypt that technologists building neutral privacy tools should not be held to “unreasonable criminal standards.”

Her comments echo the sentiment prevalent among industry leaders, including Ethereum co-founder Vitalik Buterin, who continues to support Storm.

Case to continue despite shifting stance

The DOJ’s reaffirmation of charges against Storm follows the leak of an internal memo indicating the agency would now prioritize pursuing individuals using crypto tools for criminal purposes rather than prosecuting the platforms themselves.

The shift has been interpreted as a sign of evolving policy under the more crypto-friendly Trump administration. However, the DOJ does not intend to drop its charges against Storm.

In September, US District Judge Katherine Polk Failla denied his motion to dismiss, ruling that the use of computer code to facilitate money laundering is not protected under the First Amendment, despite Storm’s claims of free speech protections for his code.

The US Treasury sanctioned Tornado Cash in 2022, claiming that the protocol had facilitated more than $7 billion in illicit transactions.

However, in March, the Office of Foreign Assets Control quietly removed Tornado Cash from its sanctions list following a federal appeals court decision that found immutable smart contracts cannot be sanctioned as property.

Storm’s co-developer, Alexey Pertsev, was sentenced to over five years in prison by a Dutch court last year but was released under electronic monitoring in February pending an appeal.

The DOJ, Storm, and his attorneys did not immediately respond to requests for comment as of press time.

Customers at several of the largest banks in the US are reportedly victims of a ruthless robbery scheme, according to a new report.

Members of two criminal organizations in Maryland have been charged with participating in a criminal gang, attempted murder, armed carjacking, armed robbery, assault and firearms-related counts, reports WMAR 2 News.

Authorities say the groups targeted customers visiting physical bank branches, specifically at Bank of America, Capital One, Wells Fargo and Navy Federal Credit Union.

The groups would allegedly follow victims after they used an ATM or emerged from inside the bank – striking them at their homes or businesses.

In one especially bold move, the thieves are accused of purposefully crashing into a victim’s car to force a stop, robbing them at gunpoint.

From August 2023 to July 2024, prosecutors say the groups robbed 34 victims of over $155,000 across five Maryland counties.

At time of publishing, a total of seven people have been indicted.

I won’t admit to being a fan of much of Europe’s political direction (or destination) at the moment. News recently that Apple is partly removing end-to-end encryption from its UK customers after the UK government pressure under their Online Safety Act is, shall we say, unsurprising. Rather than weaken encryption globally or introduce backdoors, Apple is removing end-to-end encryption from iCloud accounts in the UK. To say this attempt to stymie privacy by the UK government is misguided is me being on my best behaviour.

The False Logic of “Nothing to Hide”

The working assumption by governments and regulatory bodies seems to be the tired refrain: “If you have nothing to hide, you have nothing to fear.” This is not only stupid but dangerously wrong. It fundamentally misunderstands privacy as a concept. Privacy isn’t about hiding wrongdoing. It’s about maintaining control over one’s personal information in a world increasingly hungry for data. Financial privacy, in particular, stands as a cornerstone of individual autonomy. Yet when it comes to digital assets, this basic right is often portrayed as suspicious.

Edward Snowden‘s response to this flawed logic remains the most succinct rebuttal: “Arguing that you don’t care about the right to privacy because you have nothing to hide is no different than saying you don’t care about free speech because you have nothing to say.” Rights aren’t contingent on their immediate utility to us personally. They exist as safeguards against the inevitable overreach of power. We protect them even when—especially when—we don’t think we need them.

The reality of crypto use undermines the criminal narrative. According to Chainalysis’s 2024 crypto crime report, only 0.34% of all crypto transactions are associated with illicit activity. Let that sink in. More than 99.6% of crypto transactions are legitimate. This stands in stark contrast to the moral panic often generated around blockchain privacy features (the Tornado Cash saga being just one example). If we applied similar scrutiny to cash, we would have banned paper money long ago.

Privacy is a Legitimate Concern

Privacy in crypto serves numerous legitimate purposes. Consider salary negotiations. Would you want your potential employer to see your complete financial history? Or medical payments, should your purchase of medication be visible to anyone scanning the blockchain? Donations to causes, political or otherwise, have long been protected in democratic societies. Without privacy, these fundamental activities become vulnerable to surveillance and control.

Some use cases would be literally impossible without robust privacy protections. Business agreements often require confidentiality. Companies cannot operate if competitors can track every transaction and deduce strategic decisions. Financial inclusion efforts in regions with oppressive regimes would collapse if authorities could monitor and block assistance to vulnerable populations. Journalists protecting sources, dissidents seeking funding, and organizations operating in hostile environments all rely on private transactions to function at all.

If we’re going to bring more of these activities on-chain, we need privacy.

That’s not to say I, or any of my Aleph Zero colleagues, are complete anarchists. There are laws around KYC and broker reporting requirements in the U.S. and elsewhere that we comply with. But there’s a critical distinction between accountable transparency with appropriate authorities and naked exposure to the entire world. The infrastructure of privacy must exist for compliance to be meaningful rather than coercive. Shielder is a great example of this: others can’t trace transactions, but users can reveal their identities to exchanges or KYC services when needed.

We Already Have Private Finance, Why not Crypto?

One of the absolute bedrocks of what we expect in crypto privacy is shielded tokens and transactions: what tokens you own and who you’re sending them to. This isn’t radical. It’s what we already take for granted with bank accounts. Your neighbor can’t check your account balance. Random strangers can’t see who you paid last Tuesday. Yet somehow, when blockchain technology offers these same protections, it’s framed as enabling criminality rather than restoring basic dignity.

The philosophical foundation for this position is sound. As articulated in the Universal Declaration of Human Rights, privacy is a fundamental right, not a privilege. Financial transactions reveal intimate details about our lives – our health concerns, political affiliations, personal relationships, and more. The right to keep these matters confidential underpins individual freedom. Historically, cash provided this privacy naturally. Crypto with privacy features simply extends this tradition into the digital realm.

Moreover, decentralization challenges entrenched power structures. By distributing control and knowledge among many participants rather than concentrating it in banks or governments, privacy-focused crypto creates a more balanced system. This aligns with political theories from the Enlightenment to modern libertarian thought—centralized power inevitably leads to abuse, while distributed systems offer natural protection.

Privacy in blockchain is not a bug, it’s a feature. It’s not a tool for criminals, it’s a right for citizens. As we navigate the complex landscape of digital finance, we must resist the false choice between security and privacy. They are not opposing values but complementary ones. A truly secure financial system protects not only our assets but also our dignity, autonomy, and freedom. Ultimately, it is privacy that makes this dignity possible.

The European Union Agency for Law Enforcement Cooperation (Europol) has raised concerns over how artificial intelligence (AI) and cryptocurrency are making criminal activities more effective.

The agency’s report, published on March 18, highlights how criminals are taking advantage of these technologies to expand their operations, from online fraud to organized crime.

AI has made digital crimes more accessible by removing technical barriers. Generative AI tools allow criminals to create convincing messages in multiple languages. Europol warns that automation has amplified cybercrime, enabling large-scale phishing attacks and the creation of harmful content, including malware and explicit material.

Another growing threat is the use of AI to generate deepfakes. Europol noted in the report, “The addition of AI-powered voice cloning and live video deepfakes amplifies the threat, enabling new forms of fraud, extortion, and identity theft”.

With these tools, criminals can fabricate realistic images, videos, and voices, which make scams harder to detect.

Beyond AI, Europol highlights the expanding role of cryptocurrency in criminal activities. While crypto was once primarily linked to cybercrime, it is also used in more traditional illegal operations, such as drug trafficking and human smuggling.

Additionally, criminals are developing new methods to steal digital assets, including cryptocurrency, non-fungible tokens (NFTs), and mining equipment.
