Major industry figures, such as Chris Dixon and Brian Armstrong, have publicly backed the bipartisan Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act.

This endorsement comes ahead of a key Senate vote scheduled for this Thursday.

Industry Support

Introduced in February 2025 by Senator Bill Hagerty, the GENIUS Act is co-sponsored by Senate Banking Committee Chairman Tim Scott, alongside Senators Kirsten Gillibrand and Cynthia Lummis. The bill’s main goal is to establish a federal licensing and supervisory framework for payment stablecoins and the companies that issue them. a16z’s Chris Dixon praised the proposal, saying:

“The GENIUS Act will protect consumers and increase transparency–a significant improvement on the status quo.”

While he admitted the bill isn’t perfect and will need changes, he stressed how important it is for the Senate to follow through on its bipartisan work.

Dixon also noted that moving quickly on this legislation and a market structure bill would finally give both consumers and businesses the clear rules they’ve been waiting for. According to him, this would help the U.S. stay ahead in blockchain leadership.

Similarly, Coinbase CEO Brian Armstrong described the week’s legislative agenda as a major opportunity for Congress to advance both stablecoin and broader market structure legislation.

“We strongly support the Senate starting debate on the GENIUS Act—and we need 60 votes to get there,” he said.

He also welcomed House efforts to build on the momentum created by the Financial Innovation and Technology for the 21st Century (FIT21) Act. According to him, urgent, coordinated action from both is important if comprehensive legislation is to be passed into law before August.

The GENIUS Act outlines who is eligible to issue payment stablecoins and sets clear criteria for becoming a federally permitted issuer. The proposed rules encourage issuers to obtain proper licensing while also establishing rules for how foreign and unlicensed entities can operate within the U.S. market. By doing so, it plans to create a more consistent and regulated environment for stablecoins nationwide.

Legislative Efforts

The initiative is part of a broader movement toward comprehensive crypto regulation. On April 2, the Stablecoin Transparency and Accountability for a Better Ledger Economy (STABLE) Act of 2025 was passed by the House Financial Services Committee.

According to Bryan Steil, Chair of the Digital Assets, Financial Technology, and Artificial Intelligence Subcommittee, it gives the Office of the Comptroller of the Currency (OCC) the authority to approve and supervise federally qualified nonbank stablecoin issuers.

The legislation also aims to protect consumers, strengthen the U.S. dollar’s global role, and support the growth of Web3 businesses in the United States.

Ripple co-founder and executive chairman Chris Larsen lost over $661 million worth of XRP last year, reportedly due to a hack of password manager LastPass.

In his Telegram channel, on-chain investigator ZachXBT shares a screenshot of a forfeiture complaint filed by federal prosecutors that details how Larsen’s wallet was compromised by a LastPass hack that occurred in 2022.

Says ZachXBT,

“A forfeiture complaint filed yesterday by US law enforcement revealed the cause for the 283 million XRP hack of Ripple co-founder, Chris Larsen’s wallet in January 2024 was the result of storing private keys in LastPass (password manager which was hacked in 2022).

Up to this point, Chris Larsen had not publicly disclosed the cause of the theft.”

Larsen originally acknowledged the hack in February of 2024, specifying that it targeted his personal wallets and not Ripple’s company addresses.

The stolen XRP would be worth $661.6 million at today’s prices.

Despite the massive hack, Larsen still holds roughly $7.18 billion worth of XRP after sending over $100 million worth of the altcoin to crypto exchanges in January alone while the token was rallying, according to ZachXBT.

“With the announcement of the US Crypto Reserve here’s your reminder that XRP addresses activated by Chris Larsen (co-founder of Ripple) still hold 2.7 billion+ XRP and these addresses tied to him transferred $109 million+ worth of XRP to exchanges in January 2025…

(Disclaimer: multiple of these addresses have been dormant for six to seven years so it’s possible he lost access or sent funds to other people in Feb 2013)…”

Chris Zhu, the co-founder and CEO of Sonic SVM, is on a quest to change the face of blockchain gaming with Sonic SVM, a layer-2 network built on Solana. By using the Solana Virtual Machine (SVM), Sonic SVM provides scalable and customizable infrastructure for game developers.

In our interview, Chris Zhu reveals what makes Sonic unique – from its game-focused design to its massive growth on TikTok. Zhu also covers Sonic’s technical milestones, grant programs for top Web3 games and how Sonic plans to bring blockchain gaming to the masses.

Q: Can you tell us a bit about Sonic SVM? How is it helping make Web3 gaming more approachable for people new to blockchain?

Chris Zhu: Sonic SVM is the first gaming SVM to launch using HyperGrid Stack, taking place as the gaming hub on Solana. Sonic is focused on providing customizability, scalability, and various support to game developers, such as distribution through TikTok, RUSH ECS framework, and scalability through SVM computation environments.

HyperGrid is a horizontally scalable network of interoperable “grids”(SVM chains) that finalize on Solana. HyperGrid’s vision is a multi-SVM future, with a shared communication layer and an open-source development stack.

Q: At the recent Solana Hacker House event, you spoke about the potential for the Solana Virtual Machine (SVM) to drive mass adoption. What was the main takeaway you wanted to share?

Chris Zhu: SVMs as network extensions don’t just focus on scalability but configurability for specific use cases, i.e. gaming – lower rent cost, more banking threads, enshrined primitives. We will see a proliferation of SVMs because they extend Solana to acquire a new pool of users; imagine Ronin / ImmutableX on Solana for gaming. SVMs are ecosystems that have matching liquidity, tooling, and communities but settle on Solana through verification of state changes.

Q: For those who haven’t tried it yet, what is the SonicX game on TikTok all about?

Chris Zhu: SonicX is Sonic SVM’s app layer. The Applayer ecosystem comprises Sonic SVM for technical infrastructure and Sonic X for game distribution, providing an innovative platform for launching blockchain-based games and engaging users directly on TikTok.

Q: Since launching last month, SonicX has already brought nearly 1 million TikTok users into Web3! What has driven this huge growth, and what does it mean for Web3 gaming on TikTok?

Chris Zhu: This is the beginning of a new user funnel for Web3 games; historically, games have not been able to effectively utilize channels outside of wallets and telegram. Now, we are seeing many attempts by great teams to attract the younger generation of TikTok users through content, ads, and tap-to-earn games.

Q: Were there any specific successes or challenges with similar ‘tap-to-earn’ Telegram games like ‘Notcoin’ that guided your approach to SonicX?

Chris Zhu: We’ve realized that the demographics on TikTok are much younger and more memetic. Actually, many memecoins from this cycle originated from TikTok. However, their attention span is also short, which is why retaining them requires our effort.

Q: Sonic’s Testnet Odyssey reached 100K wallets and logged 17 million transactions in its launch week—what helped make this happen, and how does this reflect on Solana gaming as a whole?

Chris Zhu: We’ve now crossed 2.5 million wallets and 3 billion transactions on testnet; there was a definite need for a gaming ecosystem on Solana, as most Solana participants have seen the launches of Star Atlas and DeFi Land in the early days. Sonic SVM is here to support games so the highest quality games can be discovered by retailers, gamers, and exchanges alike.

Q: Can you share more about Sonic’s grants and accelerator programs—what types of projects are you looking to support?

Chris Zhu: Sonic currently has grant + growth programs for high-quality games of all types. We are here to publish the highest quality of games; we look at games that have a good sense of asset launch mechanisms or DeFi strategy combined with cool and simple visuals. Fidelity is not the key to our selection, but we enjoy quality over quantity.

Q: Can you share anything about new features or updates we can anticipate from Sonic that will take Web3 gaming on Solana to the next level?

Chris Zhu: Rush is a declarative and rapid Entity-Component-System (ECS) framework completely built with Rust that obsessively pursues a single goal: use already-proven techniques of developer experience abstractions to reduce the complexity of integrating with blockchain technology into already-known developer tooling: Game Engine SDKs and APIs.

Sonic X is set to cross 1 million total users by next week. We will also be onboarding more games through Sonic X in the following weeks, with a huge improvement to Sonic X’s user experience.

The Future of Web3 Gaming

Chris Zhu thinks Web3 gaming will change a lot in the next few years with lower barriers to asset issuance and gameplay through embedded wallets and better infrastructure. Zhu sees a combination of “open economy with easy mechanisms, enhancing social stickiness outside of the game itself”.

Also, as TikTok grows as a distribution channel for all Web3 games, Zhu thinks it will be easier to bring Web3 games to a wider audience through mini-apps and mobile games. Finally, Zhu sees more Tier 1 games like Off The Grid launching successfully.

Overall, Chris Zhu’s vision is clear: with Sonic SVM’s focus on scalable technology and accessibility—and its success in bringing 1 million new users to Web3 gaming on TikTok—Zhu and his team are paving the way for blockchain gaming to reach new heights.

Venture capitalist Chris Burniske says that the current dip in digital assets is typical of any bull market cycle.

In a post on the social media platform X, Burniske, the former head of crypto at Cathie Wood’s ARK Invest and current partner at Placeholder, points out other corrections in the 2021 bull market cycle that ultimately preceded new highs.

“In the middle of 2021:

BTC drew down 56%
ETH drew down 61%
SOL drew down 67%
Many others 70-80%+

You can come up with all the reasons for why this cycle is different, but the mid-bull reset we’re going through isn’t unprecedented. Those calling for a full-blown bear are misguided.”

At time of writing, Bitcoin (BTC) is down 20% from its all-time high, Ethereum (ETH) is down 50% from its all-time high while Solana (SOL) is down 51%.

Earlier this month, Burniske said that BTC’s lackluster price performance looked like a “mid-cycle top” reminiscent of April, May, June of 2021, when “many said it was over, top-callers gloated, and then we ripped in 2H ’21.”

Former Goldman Sachs executive and current Real Vision CEO Raoul Pal echoes Burniske’s sentiments. Pal, who has been vocally bullish on crypto, also believes the current correction is a speed bump on the way to new highs.

“You guys all need to learn patience…

Most lasted 2 to 3 months before a new high
Alts saw 65% corrections.
All were noise.
