The US Securities and Exchange Commission (SEC) is shifting its approach to handling crypto-related cases.

In a conversation with the Financial Times on September 15, SEC Chair Paul Atkins shared plans to move away from the past strategy of launching enforcement actions without warning.

Atkins explained that companies working with digital assets will be given an initial heads-up if the agency identifies technical rule breaches.

Instead of surprising firms with legal action, Atkins said the commission will issue a preliminary notice before taking any steps. He told the FT:

You can’t just suddenly come and bash down their door and say uh-uh, we caught you, you’re doing something and it’s a technical violation.

He also criticized past SEC actions that lacked consistency and clear legal backing. Atkins noted that many felt the agency’s earlier decisions were unpredictable and not based on past rulings.

Describing the former approach as one where the SEC “would shoot first and then ask questions later”, he said that a more thoughtful process is being introduced. Under the new method, firms may have several months to address concerns before any official action is taken.

Additionally, Atkins pushed back against the idea that most crypto tokens should be considered securities. He stated that many do not fall under the same rules as traditional financial instruments.

Recently, Atkins introduced a proposal that would allow companies offering crypto services to operate under a single regulatory system. What does it include? Read the full story.

Bank customers in Thailand are discovering that their accounts have been frozen, part of a government effort to disrupt financial fraud.

The operation, which began in August, has led to the freezing of approximately three million accounts. These actions target accounts suspected of being used by scammers to move stolen funds, but many people with no connection to such crimes have also been affected.

According to the Cyber Crime Investigation Bureau, recent tactics used by scammers have made it harder for authorities to identify fraudulent accounts.

As a result, some small business owners and online sellers have seen their access to funds restricted. This has led to delays in payments, limited transactions, and disruption to daily business activities.

To stop the flow of criminal money, banks have also introduced a daily transfer limit of 50,000 baht (roughly $1,570). These restrictions apply to all customers, not just those under investigation.

The Bank of Thailand has warned that more freezes may be necessary as investigations expand. However, according to the Ministry of Digital Economy and Society, banks can suspend funds for up to three days, and police may extend this to seven while checks are carried out.

The situation has sparked renewed interest in digital currencies, such as Bitcoin

Pakistan Opens Doors to Global Crypto Firms for Licensing https://earlybirdsinvest.com/pakistan-opens-doors-to-global-crypto-firms-for-licensing/ https://earlybirdsinvest.com/pakistan-opens-doors-to-global-crypto-firms-for-licensing/#respond Mon, 15 Sep 2025 11:51:32 +0000 https://earlybirdsinvest.com/pakistan-opens-doors-to-global-crypto-firms-for-licensing/

Pakistan is inviting global cryptocurrency businesses to begin the process of securing licenses to operate in the country.

The Pakistan Virtual Asset Regulatory Authority (PVARA) issued a formal call for international exchanges and digital asset firms to submit their interest in entering the local market.

Applicants must already hold licenses from recognized regulatory authorities in other countries. These include the US Securities and Exchange Commission (SEC), the UK’s Financial Conduct Authority (FCA), the European Union’s VASP regime, the United Arab Emirates’ Virtual Assets Regulatory Authority, and Singapore’s Monetary Authority.

PVARA has requested that companies provide detailed information about their background and operations. This includes their existing licenses, the countries in which they operate, the services they offer, their technology infrastructure, and the measures they take to ensure security.

They must also explain how they plan to tailor their business to meet Pakistan’s market and regulatory requirements.

The new licensing system aims to help reduce unlawful financial activities and to support the growth of financial technology and innovation. It may also allow for testing of products that comply with Islamic finance principles through regulatory pilot programs.

The authority responsible for overseeing this initiative, PVARA, was established under the Virtual Assets Ordinance 2025. Its job is to approve, monitor, and manage crypto-related service providers while following international regulatory standards.

SEC Chair Paul Atkins Pushes ‘Super-App’ Plan for Crypto Platforms https://earlybirdsinvest.com/sec-chair-paul-atkins-pushes-super-app-plan-for-crypto-platforms/ https://earlybirdsinvest.com/sec-chair-paul-atkins-pushes-super-app-plan-for-crypto-platforms/#respond Mon, 15 Sep 2025 07:30:11 +0000 https://earlybirdsinvest.com/sec-chair-paul-atkins-pushes-super-app-plan-for-crypto-platforms/

The head of the US Securities and Exchange Commission (SEC), Paul Atkins, has stated that most crypto tokens do not fall under the definition of securities.

Speaking at a policy roundtable hosted by the OECD in Paris, he emphasized a new approach that focuses on creating clear and consistent rules.

Atkins introduced a proposal that would allow companies offering crypto services, such as trading, lending, and staking, to operate under a single regulatory system.

These platforms, described as “super-apps“, would be able to provide various services within a single framework while offering options for how users store their digital assets.

The proposed changes fall under the SEC’s Project Crypto, a program designed to modernize financial rules for digital markets. According to Atkins, the groundwork has already been laid by the President’s Working Group on Digital Asset Markets.

He noted that this new direction would avoid burdening businesses with overlapping or unnecessary rules.

He added that the SEC’s job is not to create hurdles but to offer guidance that makes it easier for honest businesses to grow. Atkins stressed that only the amount of regulation needed to protect users should be applied.

Furthermore, Atkins acknowledged the European Union’s approach as a possible model. He stated that the MiCA framework provides a comprehensive set of rules for digital assets.

To close his remarks, Atkins called for more international cooperation. He noted that working together can help countries build markets that are safer, more accessible, and more open to innovation.

At the recent Wyoming Blockchain Symposium in Jackson Hole, Atkins shared his thoughts on how the agency plans to approach cryptocurrencies. What did he say? Read the full story.

Binance announced on September 10 that the project will focus on simplifying how these new types of assets are managed and exchanged.

Franklin Templeton will be responsible for ensuring these tokens follow legal requirements and function like existing financial products. Meanwhile, Binance will provide access to global users and trading infrastructure.

Roger Bayston, who leads digital asset efforts at Franklin Templeton, said the goal is to make this type of tokenized finance more practical for everyday use, especially for settling trades and building portfolios.

He also stated that partnering with Binance will enable them to create tools that meet the needs of global financial markets.

Sandy Kaul, Franklin Templeton’s head of innovation, shared her view that tokenization has become more accepted in traditional finance. Rather than replacing old systems, Kaul said blockchain could help improve them.

She pointed to the firm’s Benji Platform as an example of how tokenization can be used in a regulated way while still offering new benefits.

Recently, a group of international regulators and exchange associations asked the US Securities and Exchange Commission (SEC) to take a stance on tokenized stocks. What did they say? Read the full story.

A federal court in Houston has ruled against Nathan Fuller’s attempt to eliminate over $12.5 million in debt through bankruptcy.

The decision followed findings that Fuller ran his investment company as a fraudulent crypto operation, according to a press release from the Justice Department’s Office of Public Affairs.

The US Department of Justice (DOJ) revealed that Fuller misled the court by hiding assets, altering financial documents, and admitting that his firm, Privvy Investments LLC, operated as a Ponzi scheme.

His bankruptcy petition, filed in October 2024 after legal action from investors, did not hold up under further investigation.

After authorities reviewed the case, they discovered that Fuller had given false information in his personal and business filings. He also failed to disclose the full extent of his finances, which led to additional legal consequences, including being found in contempt of court.

He later admitted the company’s structure relied on using new investor money to pay earlier participants.

Because Fuller did not respond to the case brought by the US Trustee, the court issued a default judgment. That decision keeps him personally responsible for the debts and allows creditors to continue pursuing repayment, even though he filed for bankruptcy.

US Trustee Kevin Epstein stated that the outcome reflects an effort to protect the bankruptcy process from misuse. Epstein said:

Fraudsters seeking to whitewash their schemes will not find sanctuary in bankruptcy.

Two individuals have been taken into custody in Hong Kong, accused of using electricity from care homes for cryptocurrency mining.

According to a report by South China Morning Post, the suspects are believed to have placed several mining devices above ceiling panels at two different facilities during renovation work.

The case first revealed when one of the care homes began experiencing frequent internet disruptions. While investigating the issue, the home’s IT staff discovered unfamiliar hardware hidden above an office ceiling. A second center later found similar equipment.

Both sets of devices appeared to be mining cryptocurrencies using power from the buildings.

The suspects were arrested on September 5 in Mong Kok and Sham Shui Po. The two individuals acted independently and are not affiliated with any group. The charges filed relate to the unauthorized use of electricity, a criminal offense under local law.

Inspector Ng Tsz-wing from the Sham Shui Po technology crime unit explained that the mining equipment had been installed during refurbishment. The unauthorized power usage added about HK$9,000 (roughly US$1,153) to the monthly bills.

Authorities are advising building operators and care institutions to monitor energy consumption and network activity. Ng recommended checking for unexplained changes in bills or digital services. He also urged organizations to supervise contractors and carry out physical inspections in less visible areas.

According to Hong Kong’s Theft Ordinance, using electricity without approval is treated as theft and can lead to up to five years in prison.

Evgeny Masharov, a member of Russia’s Civic Chamber, has proposed launching a crypto-based financial institution that could help regulate digital asset activity and support the country’s mining industry.

He made the suggestion in an interview with TASS, a government-backed media outlet, and pointed to Belarus as a country already testing a similar approach.

According to Masharov, such a bank would serve two main goals: reduce illegal crypto transactions and give miners a proper system to convert their earnings into local currency.

He also said this structure would make it easier to trace suspicious activity, enforce taxes, and prevent the misuse of crypto to fund crime. Bringing these operations into the formal banking system would give authorities a better chance of identifying bad actors and controlling high-risk transactions.

Masharov stated that currently, there is no proper system for miners to legally cash out their crypto, which prompts them toward grey-market services.

He proposed that transactions within the bank should be processed in crypto, but that incoming funds should only be transferred through accounts held by Russian citizens.

Masharov also criticized how many private exchangers currently operate. He said:

At present, the main business of crypto exchangers is that cash is credited to the wallet of citizens and a commission is charged for this.

Public companies that invest in cryptocurrencies are entering a more competitive phase, according to a report from Coinbase on September 10.

The period when firms could benefit just by holding digital assets appears to be over. Instead, companies need stronger strategies to stand out and attract investor interest.

In the report, Coinbase

$1.51B

researchers David Duong and Colin Basco explained that earlier adopters of crypto treasury strategies, like Strategy, once received high market valuations for holding large amounts of Bitcoin. However, those advantages have faded.

The researchers noted that success in this new phase will depend less on following past examples and more on how well a company can differentiate itself. Timing, operational choices, and differences from others will be key factors.

The report also touched on Bitcoin’s

performance in September. Between 2017 and 2022, Bitcoin experienced a decline during that month, which led some investors to believe it was a bad time to buy.

However, Duong and Basco noted that this pattern did not persist in 2023 or 2024.

Furthermore, the researchers expect the US Federal Reserve to lower interest rates soon, possibly at its next two meetings. Bitcoin, in particular, may benefit from current economic conditions, including ongoing inflation and liquidity.

Speaking on CNBC’s Squawk Box on September 11, Novogratz explained that treasury teams within crypto firms have recently shifted attention to other blockchain projects.

He pointed to recent activity involving Galaxy Digital, Jump Crypto, and Multicoin Capital as examples of companies directing funds toward newer tokens.

While Bitcoin has not shown much movement lately, Novogratz noted that it could change later in the year. He mentioned that a potential shift in US interest rate policy could drive another wave of demand for Bitcoin.

Additionally, he referenced SEC Chair Paul Atkins’ remarks about updating securities regulations to support on-chain markets.

Novogratz also mentioned that Nasdaq had submitted a request to the SEC to allow tokenized versions of traditional financial assets, such as stocks and exchange-traded funds (ETFs).

He explained that Bitcoin initially gained attention as a digital store of value, while stablecoins became useful for cross-border payments. However, Novogratz stated that the lack of reliable blockchains, as well as clear regulations, has slowed further adoption.

He added that while different blockchains will continue to compete, it is unlikely that any single network will dominate the industry. Ethereum
